    LEVERAGING TEXT MINING FOR THE DESIGN OF A LEGAL KNOWLEDGE MANAGEMENT SYSTEM

    In today’s globalized world, companies are faced with numerous and continuously changing legal requirements. To ensure that these companies are compliant with legal regulations, law and consulting firms use open legal data published by governments worldwide. With this data pool growing rapidly, the complexity of legal research is strongly increasing. Despite this fact, only few research papers consider the application of information systems in the legal domain. Against this backdrop, we pro-pose a knowledge management (KM) system that aims at supporting legal research processes. To this end, we leverage the potentials of text mining techniques to extract valuable information from legal documents. This information is stored in a graph database, which enables us to capture the relation-ships between these documents and users of the system. These relationships and the information from the documents are then fed into a recommendation system which aims at facilitating knowledge transfer within companies. The prototypical implementation of the proposed KM system is based on 20,000 legal documents and is currently evaluated in cooperation with a Big 4 accounting company

    A model of air transport passenger incidents and rights

    This paper describes a representation of the legal framework in the air transport passenger's rights domain and the foremost incidents that trigger the top of consumer complaints ranking in the EU. It comprises the development of a small network of three ontologies, formalisation of scenarios, specification of properties and identification of relations. The approach is illustrated by means of a case study based in the context of a real life cancelled flight incident. This is part of an intended support-system that aims to provide both consumers and companies with relevant legal information to enhance the decision-making process

    Legal compliance by design (LCbD) and through design (LCtD) : preliminary survey

    1st Workshop on Technologies for Regulatory Compliance co-located with the 30th International Conference on Legal Knowledge and Information Systems (JURIX 2017). The purpose of this paper is twofold: (i) carrying out a preliminary survey of the literature and research projects on Compliance by Design (CbD); and (ii) clarifying the double process of (a) extending business managing techniques to other regulatory fields, and (b) converging trends in legal theory, legal technology and Artificial Intelligence. The paper highlights the connections and differences we found across different domains and proposals. We distinguish three different policydriven types of CbD: (i) business, (ii) regulatory, (iii) and legal. The recent deployment of ethical views, and the implementation of general principles of privacy and data protection lead to the conclusion that, in order to appropriately define legal compliance, Compliance through Design (CtD) should be differentiated from CbD

    Populating Legal Ontologies using Information Extraction based on Semantic Role Labeling and Text Similarity

    This thesis seeks to address the problem of the 'resource consumption bottleneck' of creating (legal) semantic technologies manually. It builds on research in legal theory, ontologies and natural language processing in order to semi-automatically normalise legislative text, extract definitions and structured norms, and link normative provisions to recitals. The output is intended to help make laws more accessible, understandable, and searchable in a legal document management system. Key contributions are: - an analysis of legislation and structured norms in legal ontologies and compliance systems in order to determine the kind of information that individuals and organisations require from legislation to understand their rights and duties; - an analysis of the semantic and structural challenges of legislative text for machine understanding; - a rule-based normalisation module to transform legislative text into regular sentences to facilitate natural language processing; - a Semantic Role Labeling based information extraction module to extract definitions and norms from legislation and represent them as structured norms in legal ontologies; - an analysis of the impact of recitals on the interpretation of legislative norms; - a Cosine Similarity based text similarity module to link recitals to relevant normative provisions; - a description of important challenges that have emerged from this research which may prove useful for future work in the extraction and linking of information from legislative text
