    Cloud Computing cost and energy optimization through Federated Cloud SoS

    2017 Fall.Includes bibliographical references.The two most significant differentiators amongst contemporary Cloud Computing service providers have increased green energy use and datacenter resource utilization. This work addresses these two issues from a system's architectural optimization viewpoint. The proposed approach herein, allows multiple cloud providers to utilize their individual computing resources in three ways by: (1) cutting the number of datacenters needed, (2) scheduling available datacenter grid energy via aggregators to reduce costs and power outages, and lastly by (3) utilizing, where appropriate, more renewable and carbon-free energy sources. Altogether our proposed approach creates an alternative paradigm for a Federated Cloud SoS approach. The proposed paradigm employs a novel control methodology that is tuned to obtain both financial and environmental advantages. It also supports dynamic expansion and contraction of computing capabilities for handling sudden variations in service demand as well as for maximizing usage of time varying green energy supplies. Herein we analyze the core SoS requirements, concept synthesis, and functional architecture with an eye on avoiding inadvertent cascading conditions. We suggest a physical architecture that diminishes unwanted outcomes while encouraging desirable results. Finally, in our approach, the constituent cloud services retain their independent ownership, objectives, funding, and sustainability means. This work analyzes the core SoS requirements, concept synthesis, and functional architecture. It suggests a physical structure that simulates the primary SoS emergent behavior to diminish unwanted outcomes while encouraging desirable results. The report will analyze optimal computing generation methods, optimal energy utilization for computing generation as well as a procedure for building optimal datacenters using a unique hardware computing system design based on the openCompute community as an illustrative collaboration platform. Finally, the research concludes with security features cloud federation requires to support to protect its constituents, its constituents tenants and itself from security risks

    Distance support in-service engineering for the high energy laser

    The U.S. Navy anticipates moving to a shipboard high-energy laser program of record in the fiscal year 2018 and achieving an initial operational capability by 2020. The design of a distance support capability within the high-energy laser system was expected to assist the Navy in reaching this goal. This capstone project explored the current Navy architecture for distance support and applied system engineering methodologies to develop a conceptual distance support framework with application to the high-energy laser system. A model and simulation of distance support functions were developed and used to analyze the feasibility in terms of performance, cost, and risk. Results of this capstone study showed that the implementation of distance support for the high-energy laser system is feasible and would reduce the total ownership cost over the life of the program. Furthermore, the capstone shows that moving toward the team’s recommended distance support framework will address current gaps in the Navy distance support architecture and will provide a methodology tailored to modern enterprise naval systems.http://archive.org/details/distancesupporti1094545248Approved for public release; distribution is unlimited

    Designing a Virtual Embedded Scenario-Based Military Simulation Training Program using Educational and Design Instructional Strategies

    The purpose of this dissertation in practice was to develop and implement a new training program for designers of military intelligence simulation scenarios used to train soldiers. The use of education and design instructional strategies assisted in the ability for designers to gain mastery skills in creating realistic, high-fidelity scenarios that are applied in the training process. The use of simulation scenarios to train adult learners has increased significantly with improvements in technology and its fidelity to engage learners in a realistic way. Despite these advances, the lack of effective design, implementation and analysis of military simulation training programs in the military intelligence community has led to a decrease in simulation utilization, as in the case of the organization examined in this problem of practice. The current training program\u27s increasing difficulties with consistent use by military intelligence simulation scenario designers were discovered in the results of a gap analysis conducted in 2014, prompting this design. This simulation design aimed to examine: (1) a research-based design methodology to match training requirements for the designers, (2) formative assessment of performance and (3) a research-based evaluation framework to determine the effectiveness of the new training program. For the organization\u27s training program, a Simulation-Based Embedded Training (SBET) solution using scenarios was conceived based on research grounded in cognitive theory and instructional design considerations for simulations. As a structured framework for how to design and implement an effective and sustained training program, the educational instructional design model, ADDIE, was used. This model allowed for continual flexibility in each phase to evaluate and implement changes iteratively. The instructional model and its techniques were used with fidelity, specifically for training the designers of the simulation system. Industries will continue to increase the use of simulation as advances in technologies offer more realistic, safe, and complex training environments. A detailed strategy was provided specific to the organization using a research-based instructional approach integrated into program requirements set forth by the government. This proposed solution, supported by research in the application of instructional strategies, is specific to this organization; however, the training program design differs from other high-fidelity military simulator training programs through its use of dispersed training to the simulation scenario designers using realistic scenarios to mimic the tasks that the designers themselves must create. The difference in the solution in this dissertation in practice is: 1) that the simulation scenarios are designed without the help of subject matter experts by using the embedded instructional strategies and 2) the design is to the fidelity of realism required for military intelligence training exercises

    ENABLING WARFARE AT THE SPEED OF LIGHT: A COMPARATIVE ANALYSIS OF MULTI-MISSION HIGH ENERGY LASER RADARS

    This capstone report provides a cost effectiveness analysis of various radar systems capable of guiding the Multi-Mission High Energy Laser (MMHEL) from a Stryker platform. The Army's Rapid Capability and Critical Technologies Office (RCCTO) is developing the MMHEL to provide a Mobile Short-Range Air Defense (MSHORAD) capability to maneuver units. The MMHEL requires a radar to cue the fire control system for target engagement. Past efforts to employ high-energy lasers have relied on large, stationary radars for target acquisition. The reliance on such radars limits a unit's ability to maneuver and results in the laser being employed primarily from a defensive posture. To maximize maneuverability and enable the offensive employment of the MMHEL, the U.S. Army needs an on-platform radar that is compact and inexpensive enough to equip multiple Strykers within a Stryker Brigade Combat Team with the capability to engage targets from a mobile platform. The RCCTO is currently tasked with accelerating efforts to fill this need. The intent of this report is to assist the RCCTO in these efforts by generating a list of viable radar alternatives and conducting a cost effectiveness analysis to produce a recommendation of the most optimal solution.     Throughout the years, the healthcare business knowledge, requirements, and the number of patients seeking medical attention has grown tremendously to a point where sensitive cases needed the input from multiple healthcare institutions in order to track the patient’s medical history and make the most adequate decisions for each situation. Technology and digital information fulfils a great role in addressing these problems and improving healthcare provision. However, due to the immense number of organizations and systems in this business, sharing a patient’s clinical information can be a major problem if the systems are not capable of understanding the data sent to each other. Ensuring interoperability between systems is crucial to guarantee the continuous flow of a patient’s clinical history transmission and to improve the health professionals’ work. As a company working in the field of healthcare, ALERT’s main goal is to help organizations improve in their health business and to help prolong life, by providing the necessary technology that is capable of benefiting the health professional’s work management and sharing the necessary information with other organizations. Thus, the company seeks to constantly improve its product suite, ALERT®, by meeting the worldwide organizations requirements and assuring interoperability based on the existing health standards in the market. This way, the company wants to add in the ALERT suite the latest standard, Fast Healthcare Interoperability Resources (FHIR ® ), which brings great technological innovations for interoperability’s improvement, provided by the standards developing organization, Health Level Seven International (HL7), being also considered to be a suitable standard for mobile applications thanks to its capabilities and ease of implementation. Herewith, thisthesis presents a development and architectural approach to apply FHIR features in the product suite, along with the problem and solution analysis, including the evaluation of suitable frameworks for the implementation phase. Considering the experiments’ results, the implemented FHIR services actually improved the product’s performance, and thanks to the standard’s specification, the implementation of its core features proved to be simple and straightforward while respecting the key criteria for some of the developed services.Ao longo dos anos, o conhecimento, as exigências, e o número de pacientes à procura de cuidados médicos na área de negócio de cuidados de saúde, tem vindo a aumentar drasticamente ao ponto de ser necessária a opinião de outras instituições para casos de maior sensibilidade, de modo a que o historial médico do paciente fosse acompanhado e que servisse para tomar as decisões mais adequadas para o problema em questão. A tecnologia e a informação digital representam um grande papel na resolução de problemas e promoção de entrega de cuidados de saúde. No entanto, devido à imensa quantidade de organizações e sistemas nesta área de negócio, a partilha de informação clínica relativa a um paciente pode vir a ser um grave problema caso os sistemas não sejam capazes de compreender os dados que estão a ser transmitidos entre eles. Deste modo, assegurar interoperabilidade entre sistemas é crucial para garantir um fluxo contínuo de transmissão de informação relativa ao historial clínico de um paciente, e para melhorar o trabalho dos profissionais de saúde. Sendo uma empresa que trabalha na área de cuidados de saúde, a ALERT tem como principal objetivo ajudar as organizações a melhorar o seu negócio de saúde e ajudar a prolongar a vida, fornecendo a tecnologia necessária que beneficie a gestão de trabalho dos profissionais de saúde e que partilhe informação com outras organizações. Com isto, esta tese apresenta uma abordagem arquitetural e de desenvolvimento para a aplicação de funcionalidades FHIR no produto, juntamente com a análise do problema e da solução, incluindo a avaliação de ferramentas adequadas para a fase de implementação. Os resultados de teste obtidos para os serviços FHIR implementados, demonstraram uma melhoria na performance do produto, e graças à especificação do standard, a implementação das principais funcionalidades provou ser simples e direta, respeitando os principais critérios para os serviços desenvolvidos
