    Strategies for sustainable socio-economic development and mechanisms their implementation in the global dimension

    The authors of the book have come to the conclusion that it is necessary to effectively use modern approaches to developing and implementation strategies of sustainable socio-economic development in order to increase efficiency and competitiveness of economic entities. Basic research focuses on economic diagnostics of socio-economic potential and financial results of economic entities, transition period in the economy of individual countries and ensuring their competitiveness, assessment of educational processes and knowledge management. The research results have been implemented in the different models and strategies of supply and logistics management, development of non-profit organizations, competitiveness of tourism and transport, financing strategies for small and medium-sized enterprises, cross-border cooperation. The results of the study can be used in decision-making at the level the economic entities in different areas of activity and organizational-legal forms of ownership, ministries and departments that promote of development the economic entities on the basis of models and strategies for sustainable socio-economic development. The results can also be used by students and young scientists in modern concepts and mechanisms for management of sustainable socio-economic development of economic entities in the condition of global economic transformations and challenges

    The Potential of an Enhanced Cooperation Measure in the EAFRD (2014-2020): the case of Ireland

    This report was funded by the Department of Agriculture, Food and the Marine (DAFM) through the National Rural Network (February-May, 2012).The current Proposal for a Regulation of the European Parliament and of the Council on support for Rural Development by the European Agricultural Fund for Rural Development (EAFRD) includes Article (36) Cooperation that is potentially instrumental for realising the objectives of FOOD HARVEST 20204. The purpose of this report is to assess the scope and potential of Article 36 in the context of Irish agriculture and its findings have four key aspects. First, the main areas of confluence between Article 36 and primary policy objectives as set out in Food Harvest 2020 are identified. Second, a range of cooperation categories and types relevant to Article 36, many of which are operational in Ireland, are profiled. Third, drawing from case-studies of these co-operation types5, the operational characteristics of each type are presented, focusing on compatibility with Article 36. Possible supports that would encourage and assist the formation and operation of the cooperation types on a broad scale into the future, and also any possible constraints that would prevent success, are indicated.     Isle of Gigha Heritage Trust: an innovation history

    The Isle of Gigha Heritage Trust is a company limited by guarantee with a charitable status, consisting of an elected board of directors to represent the Isle of Gigha residents. Since its inception, the Isle of Gigha Heritage Trust has created three subsidiary trading companies, which operate the island’s commercial activities (such as the running of three wind turbines). These provide the Trust with financial sustainability and fund regeneration on the island. The aims of the Trust in setting up Gigha Renewable Energy Limited were, firstly, to advance community ownership and development on the island; secondly, to promote the financial, social and environmental sustainability of the island; and thirdly, to generate profits to be recycled into other community projects on the island, including housing improvements and energy efficiency measures. This innovation history traces the development of the Isle of Gigha Heritage Trust from its inception (i.e. when the community bought their island from its laird in 2002) through to its development of a portfolio of renewable and energy efficiency projects

    Adaptation of domestic state governance to international governance models

    The purpose of the article is to provide the evolving international trends of modern management models and authorial vision of model of state governance system in Ukraine, its subsystems, in particular, the system of provision of administrative services that is appropriate for the contemporary times. Methodology. On the basis of scientific and theoretical approaches to the definitions of terms “state governance” and “public governance”, there was an explanation of considerable difference between them and, taking into consideration, the mentality of Ukrainian society and peculiar weak side in self-organization, the authors offered to form authorial model of governance on the basis of historically traditional for Ukraine model of state governance and to add some elements of management concepts that proved their significance, efficiency and priority in practice. Results. The authors emphasized the following two prevailing modern management models in the international practice: “new state management” and “good governance”. The first concept offered for consideration served as a basis for the semantic content of state activity that reflects more the state of administrative reformation. Practical meaning. A practical introduction of management to the domestic model of governance creates the range of contradictions that do not allow implementing herein concept. Pursuant to authors, the second one allows in considerable measure to reform state governance, considering historically developed peculiarities of this model. Moreover, the involvement of concept herein into introduction of informational and communicational technologies in the process of governance eliminates the necessity of power decentralization, it allows to form real net structure and, at the same, to keep vertical power structure, to involve citizens for formation and taking of management decisions, to form electronic communicational channel of feedback, to provide citizens with electronic administrative services. All indicated advantages of the concept certify about the necessity to reform state governance exactly in this field. Meaning/ Distinction. This article raises a question about the significance of formation and sequence of state policy in Ukraine aimed at creating an information-oriented society, space, as well as informational and technological infrastructure

    Налоговое или монетарное стимулирование? Эволюционные аргументы в пользу налоговых реформ

    Статья посвящена исследованию проблемы обоснования мер регулирования развития эмерджентной экономики - фискальных и (или) монетарных, с использованием методов эволюционного моделирования. Для этого была построена экономико-математическая модель, имитирующая процессы коэволюции развитой и развивающейся стран, связанных через глобальные цепочки создания стоимости. В этой модели каждая из стран характеризуется собственной исходной структурой экономических субъектов, определяемой соотношением предприятий-эгоистов (предрасположенных к консервативному поведению) и предприятий-альтруистов (предрасположенных к инновационному поведению), а также специфическим населением и демографическими процессами. Результаты вычислительных экспериментов показали, что успех того или иного способа экономического регулирования принципиально зависит от особенностей исходного состояния институциональной среды хозяйствования. В институциональной среде с «прозрачными» длинными правилами игры и, соответственно, длинным горизонтом хозяйственного планирования наилучший результат в виде высоких темпов роста производства в эмерджентной экономике дает политика дешевых денег в сочетании с высокими «европейскими» налогами. Иная ситуация наблюдается в более реалистичной ситуации с короткими правилами игры и, соответственно, коротким (не более 5 лет) горизонтом хозяйственного планирования. В этом случае любая налоговая политика (низкие или высокие налоги) в сочетании любыми деньгами (дешевыми или дорогими), в определенном смысле теряет значение, поскольку изначально отсталая инновационная система не позволяет быстро получать высокие результаты, а преимущества экономического роста в отделенном будущем не принимаются во внимание. Вместе с тем, для постепенного формирования лучшей инновационной системы низкие налоги и дешевые деньги имеют важное значение, поскольку создают лучшие условия для выживания предприятийальтруистов, облегчая им инвестиционную деятельность, способную принести многократный прирост технической производительности и экономической эффективности. В любом случае, в контексте эволюционной экономической теории, исходя из проведенных вычислительных экспериментов, налоговая политика в условиях эмерджентных рынков сохраняет свой регуляторный потенциал, и, таким образом, требует дальнейшего реформирования в контексте «новой реальности», основанной на глобальных цепочках создания стоимости.The article deals with the problem of substantiation of the emergent economies development regulatory measures (fiscal and / or monetary), using the evolutionary modelling methods. For this purpose, the mathematical model was constructed that simulates the co-evolution process of the advanced and developing countries, linked by global value chains. In this model, each country is characterized by its original structure of economic entities, defined by the ratio of the egoistic enterprises (predisposed to conservative behaviour) to the altruistic enterprises (predisposed to innovation), as well as by specific population and demographic processes. The results of the computational experiments have shown that the success of economic regulation fundamentally depends on the peculiarities of the initial state of the institutional environment. In the institutional environment with the «transparent» long behaviour and, accordingly, a long economic planning horizon, the best result in the form of average annual production growth rate of the emergent economies is provided by the cheap money policy combined with the high European taxes. A different situation is observed in more realistic short behaviour and, accordingly, short (under 5 years) economic planning horizon. In this case, any tax policy (neither low nor high taxes) together with any money (neither cheap nor expensive), to a certain extent loses its significance, as the initially backward innovative system does not allow to quickly get good results, and the long-term benefits of the potential economic growth are not taken into consideration. However, low taxes and cheap money are important as they create better conditions for survival of the altruistic enterprises, facilitating their investment activities, which can multiply increase their technical performance and economic efficiency. Still, in the context of the evolutionary economics and following the conducted computational experiments, the fiscal policy in terms of emerging markets retains its regulatory capacity, and therefore requires further reforms in the context of the «new reality» based on the global value chains

    From Fragmentation to Function: Critical Concepts and Writings on Social Capital Markets' Structure, Operation, and Innovation

    We hope to see a future in which more funds flow to investments seeking the generation of social and/or environmental value in conjunction with some level of financial performance. As the 'capital markets' moniker would suggest, we would like to see these capital flows be performance-based (so that funds advance the work of high-performance investees, while being less accessible to lower-performing and/or riskier ventures). Furthermore, we would like to see these investments adopt structures that more completely address the diverse needs and interests of investors and investees. Our ambition is that by better organizing the ideas and initiatives of the many individuals who have worked to frame this emerging market, these goals may be advanced. The paper's secondary goals are to help focus future research and praxis on efforts that build on the significant body of existing work without unduly re-treading well-worn analytical paths. This paper seeks to promote an elevated discussion of the social capital markets, a discourse focusing on  high-leverage issues. The paper also invites experts from related academic and practical fields to engage in a conversation that has to this point largely been conducted between social sector professionals turning their attention to capital flows and finance professionals placing their expertise in the service of social purposes

    Net structure of subject-to-subject relations in the management of the system of administrative services provision

    The purpose of the work is to form the net structure of management of the system of administrative services provision on the basis of implementation of subject-to-subject interactions between state sector and civil society. Methodology. The methodology basis for the investigation is the abstract-logical analysis of theoretical and methodological backgrounds for management of relations and interactions. For the theoretical generalization and formation of net structure, there are used scientific recommendations of Ukrainian scientists regarding the necessity to implement subject-to-subject relations in the system of administrative services provision. Results. The investigations allowed confirming that the hierarchical structure of the state governance system does not give an opportunity to implement equal interaction between a subject of provision and a subject of an appeal as these relations have one – way communication and the feedback channel has a formal character. Moreover, the civil society is not considered by state sector to be a source of methods and ways to develop the system of state governance, in particular, the management system of administrative services provision. Practical meaning. The net structure of management will allow implementing the subject-subject relations in the system, under which the actions of the subject of provision – that means state sector – will be directed to the realization of rights and interests of the subjects of appeal. In their turn, apart from the performance of all legislative responsibilities that they should perform, they can carry out activities directed to the development of management activity in the system of administrative services provision and the whole system of state governance as an integral system of management. Meaning/Distinction. The provided model of the net structure will allow involving citizens in the processes of state governance and increasing the impact of the civil sector during the making of state and management decisions and, as a result, to confirm subject-to-subject positions in the relations

    The paper aims to investigate the possible relationship between Tourism Supply Chain and Strategic Partnership, read as a way to reduce and better manage the complexity in Tourism Industry. This last has been analysed under multi-disciplinary approaches (economic, sociological, psychological, anthropological and geographic) to better understand its main components. A synthesis of origin of Tourism Supply Chain term was provided. VRIO framework and PEST analysis was used with the aim to better understand the strategic decision of integration the chain with a single or multiple rings.
