The Blended Learning Unit, University of Hertfordshire: A Centre for Excellence in Teaching and Learning, Evaluation Report for HEFCE
The University of Hertfordshireâs Blended Learning Unit (BLU) was one of the 74 Centres for Excellence in Teaching and Learning (CETLs) funded by the Higher Education Funding Council for England (HEFCE) between 2005 and 2010. This evaluation report follows HEFCEâs template. The first section provides statistical information about the BLUâs activity. The second section is an evaluative reflection responding to 13 questions. As well as articulating some of our achievements and the challenges we have faced, it also sets out how the BLUâs activity will continue and make a significant contribution to delivery of the University of Hertfordshireâs 2010-2015 strategic plan and its aspirations for a more sustainable future. At the University of Hertfordshire, we view Blended Learning as the use of Information and Communication Technology (ICT) to enhance the learning and learning experience of campus-based students. The University has an excellent learning technology infrastructure that includes its VLE, StudyNet. StudyNet gives students access to a range of tools, resources and support 24/7 from anywhere in the world and its robustness, flexibility and ease of use have been fundamental to the success of the Blended Learning agenda at Hertfordshire. The BLU has comprised a management team, expert teachers seconded from around the University, professional support and a Student Consultant. The secondment staffing model was essential to the success of the BLU. As well as enabling the BLU to become fully staffed within the first five months of the CETL initiative, it has facilitated access to an invaluable spectrum of Blended Learning, research and Change Management expertise to inform pedagogically sound developments and enable change to be embedded across the institution. The BLU used much of its capital funding to reduce barriers to the use of technology by, for example, providing laptop computers for all academic staff in the institution, enhancing classroom technology provision and wirelessly enabling all teaching accommodation. Its recurrent funding has supported development opportunities for its own staff and staff around the institution; supported evaluation activities relating to individual projects and of the BLUâs own impact; and supported a wide range of communication and dissemination activities internally and externally. The BLU has led the embedding a cultural change in relation to Blended Learning at the University of Hertfordshire and its impact will be sustained. The BLU has produced a rich legacy of resources for our own staff and for others in the sector. The Universityâs increased capacity in Blended Learning benefits all our students and provides a learning experience that is expected by the new generation of learners in the 21st century. The BLUâs staffing model and partnership ways of working have directly informed the structure and modus operandi of the Universityâs Learning and Teaching Institute (LTI). Indeed a BLU team will continue to operate within the LTI and help drive and support the implementation of the Universityâs 2010-2015 Strategic plan. The plan includes ambitions in relation to Distance Learning and Flexible learning and BLU will be working to enable greater engagement with students with less or no need to travel to the university. As well as opening new markets within the UK and overseas, even greater flexibility for students will also enable the University to reduce its carbon footprint and provide a multifaceted contribution to our sustainability agenda. We conclude this executive summary with a short paragraph, written by Eeva Leinonen, our former Deputy Vice-Chancellor, which reflects our aspiration to transform Learning and Teaching at the University of Hertfordshire and more widely in the sector. âAs Deputy Vice Chancellor at Hertfordshire I had the privilege to experience closely the excellent work of the Blended Learning Unit, and was very proud of the enormous impact the CETL had not only across the University but also nationally and internationally. However, perhaps true impact is hard to judge at such close range, but now as Vice Principal (Education) at King's College London, I can unequivocally say that Hertfordshire is indeed considered as the leading Blended Learning university in the sector. My new colleagues at King's and other Russell Group Universities frequently seek my views on the 'Hertfordshire Blended Learning' experience and are keen to emulate the successes achieved at an institutional wide scale. The Hertfordshire CETL undoubtedly achieved not only what it set out to achieve, but much more in terms of scale and impact. Using tablets for e-assessment of project-based learning
Technology is confirmed to be an effective tool for assessment and feedback, in particular for computer-assisted assessment (Irons, 2008; Challis, 2005), producing feedback (Heinrich et al., 2009) and publishing feedback (Bloxham and Boyd, 2007; Denton, 2003; Denton et al., 2008). The arrival of affordable mobile devices has introduced a new means for enhancing the above practices (Fabian and MacLean, 2014; Plimmer and Mason, 2006; Salem, 2013). Student preferences to smart phones and tablet devices steer the technological innovation towards ubiquitous mobile connectivity. Inspired by the benefits of such life and study style, educators have started exploring the use of these technologies. Tablet computers prove to become their preferred choice as they resolve some of the limitations associated with the design, readability and comprehensiveness of the feedback for mobile devices with smaller screens (Strain-Seymour, 2013, Rootman-le Grange and Lutz, 2013). This paper reports how tablets and the Form Connext mobile app have been used for engaging a sample of 300 Business Studies students in in-class online assessment and designing and providing timely comprehensive feedback. The study has followed an action research strategy that is grounded on a continuous and dynamic process of reflection (Carr and Kemmis, 2003) on the effectiveness of assessment of student projects documented electronically through wikis and electronic portfolios. It refines the use of tablets for summative and formative assessment of the project-based learning tasks through three review cycles, each of which incorporated a Reflection and Improvements stage. The experience resulted in enhancement of assessment strategies and contribution to the development of contemporary models of learning through effective assessment and feedback (Carr and Kemmis, 2003). The results of the work confirm that tablet computers are an effective tool in assessing e-materials in larger classes for two primary reasons. Firstly, design of e-forms facilitates rigorous process of reflection and understanding assessment criteria that in turn benefit students when preparing for the assessment. Hence, legible and detailed feedback is produced anytime anywhere with synchronous updates within the marking team. Secondly, students benefit from immediate comprehensive feedback allowing them to reflect on and improve their understanding of subject matters, as well as to engage in discussing specific details of the work that are captured through the form. An unexpected outcome was the enhanced reputation and respect to the tutors amongst students, the triggering of student curiosity and enthusiasm in applying similar approach to their own work. The diffusion for the practice amongst other units and identifying other purposes for which the mobile app could be used are also seen as achievements exceeding the expectations of the project team

Developing Point of Learning : an innovative approach to enhancing professional learning
In this paper we:
* expand upon some of the issues with current approaches used in the development and assessment of professional practice,
* outline the current emphasis upon a life of learning and why we need a new approach to assessment that enhances the development of professional practice,
* introduce and provide a brief overview of Point of Learning (PoL) â a new approach that builds upon our growing understanding of learning and takes advantage of the power of digital technology,
* explain how PoL overcomes problems with existing approaches,
* develop the theoretical underpinning for this new approach and
* present the overarching structure in which this new model can be developed. This is illustrated with an example from the schools sector â though it is important to remember that PoL is applicable to any professional development context

Using the Inquiry-based Learning Approach to Enhance Student Innovativeness: A Conceptual Model
Individual innovativeness has become one of the most important employability skills for university graduates. In this paper, we focus on how students could be better prepared to be innovative in the workplace, and we argue that inquiry-based learning (IBL) â a pedagogical approach in which students follow the inquiry-based processes used by scientists to construct knowledge â can be effective for this purpose. Drawing on research which examines the social and cognitive micro-foundations of innovative behaviour, we develop a conceptual model that links IBL and student innovativeness, and introduce three teacher-controlled design elements that can influence the strength of this relationship, namely whether an inquiry is open or closed, discovery-focused or information focused and individual or teambased. We argue that an open, discovery-focused and team-based inquiry offers the greatest potential for enhancing studentsâ skills in innovation. [Project Summary]
As one of the earliest distance learning providers The Open University (OU) has a rich heritage of archived learning materials. An ever increasing amount of that is in digital form and is being deposited with the University Archive. This growth has been driven by digitisation activity from projects such as AVA (Access to Video Assets) and the Fedora-based Open University Digital Library âa place to discover digital and digitised archival content from the OU Library, from videos and images to digitised documentsâ. Other digital content is being captured from web archiving activities, such as work to preserve Moodle Virtual Learning Environment course websites. An evidence based understanding is required to inform digital preservation policies, curation strategy and investment in digital library development.
Following the Pre-enhancement, Enhancement and Post-enhancement methodology set out by Jisc, STELLAR adopted the model of a balanced scorecard to ascertain the value ascribed to the non-current learning materials. Four aspects were considered: Personal and professional perspectives of value; Value to the Higher Educational and academic communities; Value to internal processes and cultures; Financial perspectives of value. The outcomes of the survey indicated that stakeholders place a high value on the materials, and that they perceived them to have value in all areas evaluated.
Three OU courses were chosen from the digital library for the transformation stage. These materials were enhanced and transformed into RDF, a process that required more extensive metadata expertise and effort than was expected. Following enhancement the RDF was accessed through a tool called DiscOU, created by a member of the project team from the OUâs Knowledge Media Institute. DiscOU uses both linked data and a semantic meaning engine to analyse the meaning of the text in a search query. This is matched against the meaning of the content derived from an index of the full-text of the digital library content.
In the final stage stakeholders were asked through a survey and series of workshops to use the DiscOU proof-of-concept tool to assess their perception of the value of this transformation. This has revealed that overall, academics and other stakeholders in the university do believe that the value of the selected materials was positively impacted by the application of semantic technologies
