    Inefficiencies in markets for intellectual property rights: experiences of academic and public research institutions

    The formal use of such intellectual property rights (IPR) as patents and registered copyright by universities has increased steadily in the last two decades. Mainstream arguments, embedded in economic theory and policy, advocating the use of IPR to protect academic research results are based on the view that IPR marketplaces work well and allow universities to reap significant benefits. However, there is a lack of evidence-based research to justify or critically evaluate these claims. Building upon an original survey of 46 universities and public research organizations in the United Kingdom, this study analyses the quality of the institutions underpinning the markets for patents and copyright, investigating potential inefficiencies that could lead to underperformance of the IPR system. These include ‘IPR market failures’ with respect to search processes and transparency; price negotiation processes; uncertainties in the perception of the economic value of IRP and the relationship with R&D cost. Further sources of underperformance may include ‘institutional failures’ with respect to enforcement and regulation. Particular attention is paid to the role of governance forms (e.g. alternative types of licensing agreements) through which IPR exchanges take place. We find that a high share of universities report market failures in IPR transactions and that the choice of IPR governance forms matter for the obstacles that are encountered. Given the importance of widely disseminating university research outcomes to foster innovation and economic development, the presence of inefficiencies in IPR markets suggests that such objectives could best be achieved by encouraging open distribution of knowledge, rather than privatization of academic knowledge

    Public choice economists began studying the economics of anarchy in the 1970s. Since then, the amount of research on anarchy has burgeoned. This article surveys the important public choice contributions to the economics of anarchy. Following the lead of the early public choice economists, many current economists are researching and analyzing how individuals interact without government. From their non-public-interested explanations of the creation of government law enforcement to their historical studies of attempts to internalize externalities under anarchy, public choice scholars are arriving at a more realistic perspective on government and how people interact when government law enforcement is lacking. Till detta gassystem fanns bristande information om hur dessa komponenter fungerar och hÀnger ihop. Detta examensjobb har till syfte att skapa en funktionsbeskrivning i form av en lÀttlÀst operatörsmanual, för nya och erfarna operatörer. Informationen till funktionsbeskrivningen har kompilerats frÄn tillverkarmanualer, konstruktionsritningar, informationspÀrmar, intervjuer samt ABB styrsystem. Bilder har tagits och redigerats, för att ge en illustrativ överblick av fluider och gasers vÀg genom gassystemet och dess kringutrustning. Information och bilder har sedan sammanstÀllts i en funktionsbeskrivning (Se bilaga 1).The study which is presented in this report has been carried out at R1K, which is a section of the RönnskÀr smelter plant. The plant is owned by New Boliden. In the year of 2007 a new gas system containing several new components were built. The operators that were in charge of monitoring the new system were not given sufficient education about the new components and their part in the system as whole. The purpose of this study is to create a function functional description about the system and all its components. The functional description is to be presented in the form of an easy-to-use manual for both experienced and new operators. The manual has been compiled from manufacturer manuals, construction blueprints, scattered operator manuals, knowledge of the ABB operator-system and interviews with various employees. To give the operators and the readers a good visual overview of all the different gas and fluid flows in the system pictures have been taken. All this have been compiled into the operator manual that is the functional description. (See attachment 1)

    What determines the mechanism chosen to resolve a commercial dispute? To what degree does the aggrieved recover damages? And does the relationship survive in the aftermath? The answers to these questions affect expectations as to the costs of transacting and, thereby, the development of markets. But they have received almost no attention in the economic literature on the post-socialist transition. This article exploits a rich survey of small and medium-sized manufacturing enterprises in three post-socialist countries to explain behavioral responses to an inter-firm payment dispute.
