The global hydrology education resource
This article is a selective overview of a range of contemporary teaching resources currently available globally for university hydrology educators, with an emphasis on web-based resources. Major governmental and scientific organizations relevant to the promotion of hydrology teaching are briefly introduced. Selected online teaching materials are then overviewed, i.e. PowerPoint presentations, course materials, and multimedia. A range of websites offering free basic hydrology modelling software are mentioned, together with some data file sources which could be used for teaching. Websites offering a considerable range of general hydrology links are also noted, as are websites providing international and national data sets which might be incorporated into teaching exercises. Finally, some discussion is given on reference material for different modes of hydrology teaching, including laboratory and field exercises
Historical Overview: The Parliamentary Library from Past to Present
Parliamentary libraries (also known under various terminologies such
as federal libraries, legislative libraries, information resource centers, documentation
centers, or reference services) enhance the research and information
capacity of parliaments. As their histories show, however, some
also came to consider their constituencies as lying beyond the confines of
their parent legislature.published or submitted for publicatio

The Ontology of General Relativity
General Relativity generated various early philosophical interpretations. His adherents have highlighted the "relativization of inertia" and the concept of simultaneity, Kantians and Neo-Kantians have underlined the approach of certain synthetic "intellectual forms" (especially the principle of general covariance, and logical empirics have emphasized the philosophical methodological significance of the theory.
Reichenbach approached the GR through the "relativity of geometry" thesis, trying to build a "constructive axiomatization" of relativity based on "elementary matters of fact" (Elementartatbestande) for the observable behavior of light rays, rods and clocks.
The mathematician Hermann Weyl attempted a reconstruction of Einstein's theory based on the epistemology of a "pure infinitesimal geometry", an extended geometry with additional terms that formally identified with the potential of the electromagnetic field.

Using R, LaTeX and Wiki for an Arabic e-learning platform
E-learning plays an important role in education as it supports online education via computer networks and provides educational services by utilising information technologies. We present a case study describing the development of an Arabic language elearning course in statistics. Discussed are issues concerning e-learning in Arab countries with special focus on problems of the application of e-learning in the Arab world and the difficulties concerning the design Arabic platforms such as language problems, cultural and technical problems, especially ArabTeX works difficulty with LaTeX format. Thus Wiki is offered as a solution to such problems. Wiki supports LaTeX and other statistical programs, for instance R, andWiki offers the solution to language problems. Details of this technology are discussed and a solution as to how this system can serve in building an Arab platform is presented.E-learning, MM*Stat, Wiki, ArabTeX, Statistical software
Multimedia Semantic Integrity Assessment Using Joint Embedding Of Images And Text
Real world multimedia data is often composed of multiple modalities such as
an image or a video with associated text (e.g. captions, user comments, etc.)
and metadata. Such multimodal data packages are prone to manipulations, where a
subset of these modalities can be altered to misrepresent or repurpose data
packages, with possible malicious intent. It is, therefore, important to
develop methods to assess or verify the integrity of these multimedia packages.
Using computer vision and natural language processing methods to directly
compare the image (or video) and the associated caption to verify the integrity
of a media package is only possible for a limited set of objects and scenes. In
this paper, we present a novel deep learning-based approach for assessing the
semantic integrity of multimedia packages containing images and captions, using
a reference set of multimedia packages. We construct a joint embedding of
images and captions with deep multimodal representation learning on the
reference dataset in a framework that also provides image-caption consistency
scores (ICCSs). The integrity of query media packages is assessed as the
inlierness of the query ICCSs with respect to the reference dataset. We present
the MultimodAl Information Manipulation dataset (MAIM), a new dataset of media
packages from Flickr, which we make available to the research community. We use
both the newly created dataset as well as Flickr30K and MS COCO datasets to
quantitatively evaluate our proposed approach. The reference dataset does not
contain unmanipulated versions of tampered query packages. Our method is able
to achieve F1 scores of 0.75, 0.89 and 0.94 on MAIM, Flickr30K and MS COCO,
respectively, for detecting semantically incoherent media packages.Comment: *Ayush Jaiswal and Ekraam Sabir contributed equally to the work in

Open source and consumption
This article illuminates the common concepts and widely-observed practices concerning open source. Positioning 'open-source' as a common practice and a viable methodology for collaborative participatory co-production in today's knowledge society, the article explains how open-source co-production participatory methods, now also seen in mundane cultural, food and beverage production and consumption, evolve from the Free/Libre Open Source Software (FLOSS) movement, what motivate people to participate, and how such practices implicate in different sectors in contemporary societies. This article argues that the open-source practices resemble the amateur DIY cultures and can be considered as a lifestyle, elected and subscribed by some. Open source suggests that consumption is no longer simply a passive activity; it could be a personal statement, a liberating, creative and varied experience
