    Pervasiveness and efficacy in regulatory governance – neo-liberalism as ideology and practice in European telecommunications reorganisation

    Telecommunications provides one of the most well-developed examples of the growth of neo-liberalism. The sector is interesting since the contrast between its pre neoliberal and post neo-liberal characteristics is particularly stark. This paper explores the impacts of neo-liberalism in European telecommunications, placing particular focus on the EU institutional context. It considers the conseqences of neo-liberalism as ideology, on the one hand, and practice, on the other. It finds that, ideologically, neoliberalism has become deeply pervasive in European telecommunications and for its advocates can be regarded as a highly successful project spanning almost 30 years. In terms of practice, the paper argues that the pursuit of neo-liberalism has been less successful. In particular, competition has proven complex and difficult to create and there are concerns over the ability of the neo-liberal model to provide sufficient investment to deliver new Next Generation Networks. However, these deficiencies tend to be under-played due to the ideological and rhetorical success of the neo-liberal project in telecommunications.

    [Excerpt] The term “New Economy” has been coined to describe the remarkable economic performance of the 1990s. Stiroh, (1999) an economist at the Federal Reserve Bank of New York observes that its defining characteristic is a “focus on increasing globalization and expanding information technology” (pg. 87). Research suggests that revenues from electronic based business to business trade will double over the next five years from 43billionin1998to43 billion in 1998 to 1.3 trillion in 2003. Revenues from business to consumer trade are predicted to rise from 8billionto8 billion to 108 billion over the same time period (Forrester Research, 1998). However, there is increasing attention to the challenges facing business in the new economy, and an increasing chorus of analysts suggesting how tenuous many of these business models really are. A recent Barron’s article showed that many dot-com companies have only days of remaining cash (Willoughby, March 20, 1999). Such a key emerging phenomenon has not escaped the attention of writers, though the existing body of writing has some important gaps. We would classify existing e-business literature into two groups. First, there is a growing body of literature that discusses the how the Internet is transforming business models and organizational strategies. A second, much smaller body of work has focused on e-HR, or more specifically, the implications of the Internet on various HR practices

    Governing information infrastructures and services in telecommunications

    Purpose – Telecommunications comprises a vital component of information infrastructures and services, with a historically strong public interest dimension. For the best part of 30 years, the telecommunications sector in Europe has been the subject of a radical reorganisation in structural and operational terms along the lines of neo-liberalism. This paper aims to analyse the significance of the neo-liberal project in telecommunications in respect of the related dimensions of ideology and practice. Design/methodology/approach – The paper presents a public policy critique of the manifestation of neo-liberalism in the telecommunications sector in the European Union, employing desk-based research on relevant primary and secondary source documentation. Findings – The paper finds that proponents of neo-liberalism have been able to secure the broad acceptance of neo-liberalism as a “view of the world” for telecommunications. It shows that in practice, however, the neo-liberal model in telecommunications provides evidence of a less than efficacious adoption process in three respects: neo-liberalism requires an elaborately managed system the regulatory burden of which has been under-emphasised; the normative success of neo-liberalism has masked how difficult it has actually proven to be to create competition; the preoccupation with markets and competition has resulted in de-emphasis of public interest issues in telecommunications. Originality/value – This paper contributes up-to-date knowledge of the nature and effects of neo-liberalism in the European telecommunication sector. It provides a challenge and counterweight to the “received wisdom” that neo-liberalism has been an overwhelmingly successful approach to the re-ordering of European telecommunications

    Internet sales as a new mode of internationalization

    The way that organizations explore the Internet has been the focus of a substantial body of scientific studies and non-academic reflection. The main goal of this study is to analyze the potential of the internet as a mode of internationalization and the factors that influence the results of the adoption of this mean to access foreign markets. For this purpose, we examine the determinants of the level of international sales made via internet estimating an ordered probit model. The results show that the importance of previous experience in using the internet and developing international activity, together with the level of internet marketing budget , the level of investment on internet sophistication, the firm dimension, the business age and the type pf activity are variables that determine the results obtain in the international sales trough the internet.info:eu-repo/semantics/publishedVersio

    Integrating e-commerce standards and initiatives in a multi-layered ontology

    The proliferation of different standards and joint initiatives for the classification of products and services (UNSPSC, e-cl@ss, RosettaNet, NAICS, SCTG, etc.) reveals that B2B markets have not reached a consensus on the coding systems, on the level of detail of their descriptions, on their granularity, etc. This paper shows how these standards and initiatives, which are built to cover different needs and functionalities, can be integrated in an ontology using a common multi-layered knowledge architecture. This multi-layered ontology will provide a shared understanding of the domain for applications of e-commerce, allowing the information sharing between heterogeneous systems. We will present a method for designing ontologies from these information sources by automatically transforming, integrating and enriching the existing vocabularies with the WebODE platform. As an illustration, we show an example on the computer domain, presenting the relationships between UNSPSC, e-cl@ss, RosettaNet and an electronic catalogue from an e-commerce platform

    SOLACE: A framework for electronic negotiations

Thus, the evaluation of electronic negotiation systems is difficult as each one is based on a different framework. Additionally, each developer has to design a new framework for any system to be developed, leading to a ‘reinvention of the wheel’. This paper presents SOLACE—a generic framework for multi-issue negotiations, which can be applied to a variety of negotiation scenarios. In contrast with other frameworks for electronic negotiations, SOLACE supports hybrid systems in which the negotiation participants can be humans, agents or a combination of the two. By recognizing the importance of strategies in negotiations and incorporating a time attribute in negotiation proposals, SOLACE enhances existing approaches and provides a foundation for the flexible electronic negotiation systems of the future

    A Model for Semantic IS Standards

    We argue that, in order to suggest improvements of any kind to semantic information system (IS) standards, better understanding of the conceptual structure of semantic IS standard is required. This study develops a model for semantic IS standard, based on literature and expert knowledge. The model is validated by case descriptions of two particular semantic IS standards. The model shows characteristics of semantic IS standards. Some of these characteristics might become steering factors for improving the development, adoption and quality of standards, among others
