    Implementasi Electronic Government dalam Mewujudkan Good Governance dan Smart City (Studi Kasus: Pemerintah Kota Makassar)

    E-Government adalah konsep untuk semua tindakan dalam sektor publik (baik di tingkat Peme­rintah Pusat maupun Pemerintah Daerah) yang melibatkan teknologi informasi dan komunikasi dalam rangka mengoptimalisasi proses pelayanan publik yang efisien, transparan, efektif dan akuntabel. E-government berhubungan dengan kemampuan untuk menggunakan teknologi informasi dan komunikasi untuk me­ningkatkan hubungan antara pemerintah dan ma­syarakat, antara pemerintah dan pelaku bisnis, dan antara instansi pemerintah dengan instansi pemerintah lainnya. Penerapan e-government di kota merupakan salah satu wujud program Smart City sebagai konsep dalam melengkapi tataa kelola pemerintahan yang baik dengan lebih kompeten, sehingga dapat mengoptimalisasikan penggunaan sistem Teknologi Informasi dan Komunikasi (TIK) pada sistem pemerintahan (E-Government), dengan tujuan tercipta lingkungan kerja yang efektif, efisien, serta transparan dan akuntabilitas. Hasil penelitian ini menunjukkan, perkembangan sistem e-government khususnya di Kota Makassar secara kuantitas mulai meningkat namun secara kualitas belum memadai. Untuk lebih meningkatkan pengembangan e-government di Kota Makassar baik dari segi kuantitas maupun kualitas maka diperlukan adanya komitmen dari pemerintah dalam menyempurnakan pengembangan E-Government terutama dari segi infrastruktur, SDM, aplikasi, regulasi serta sosialisasi di internal pemerintah maupun kepada masyarakat. Penelitian ini diharapkan dapat membirikan dukungan tercapainya keberhasilan implementasi E-Government dan mampu memperbaiki mutu pelayanan publik demi terciptanya Smart City di Kota Makassa

    Electronic government procurement adoption behavior amongst Malaysian SMEs

    The aim of this study is to investigate the relationship between a model of electronic procurement (e-procurement) adoption behavior and the level of Government e-procurement adoption amongst Small Medium Enterprise (SME) in Malaysia. Data was collected through questionnaires that were distributed to SME selected randomly in all SME in Malaysia.The data were analyzed using factor analysis, reliability analysis, independent-sample t-test, descriptive statistics, Pearson Correlation and multiple regressions. Regression results reveals that ‘power’, ‘trust’ and ‘value’ have a positive relationship with the level of e-procurement adoption amongst SME in Malaysia.All dimensions, namely; the power of supplier, power of procurement, trust on supplier, trust on information technology, value of implementation system efficiency and value of cost efficiency were also correlated with the level of e-procurement adoption amongst SME. Past studies on e-procurement are beset by problems of buyer-seller relationship perspective.In addition, these studies are skewed towards Government-SME relationship perspective which the Government possesses more power than SME and provide a better incentive to educate and influence SME to adopt e-procurement.In investigation the relationship between a model of e-procurement adoption behavior and the level of Government e-procurement adoption amongst SME in Malaysia, this study also tries to provides recommendation to Malaysian government for improving the level of e-procurement adoption amongst SME

    Egyptian electronic government: The university enrolment case study

    E-government projects have potential for greaterefficiency and effectiveness of government operations. For thisreason, many developing countries governments have investedheavily in this agenda and an increasing number of e- governmentprojects are being implemented. However, there is a lack of clearcase material, which describes the potentialities and consequenceexperienced by organizations trying to manage with this change. TheMinistry of State for Administrative Development (MSAD) is theorganization responsible for the e- Government program in Egyptsince early 2004. This paper presents a case study of the process ofadmission to public universities and institutions in Egypt which is ledby MSAD.     Improving Public Administration Performance through Electronic Government Applications

    Electronic Government applications have been the focus of hundreds of local and national government administrations all over the world during the past decade. The emphasis of most of these applications lies in their effort to improve the experience of the user in interacting with public administration services and to minimise waiting times in completing transactions public services and citizens. Early applications were relying mainly on the speed and simplicity of submitting a request by the user while most of the work beyond the web based interaction was carried out as in the era before the introduction of the web based applications. The benefits from such endeavours have been short lived as citizens are looking for real enhancements in they way public administration serves their needs and responds to their requests. The authors argue that for e-government applications to succeed changes would have to be effected in the way public administration organizes itself and how it utilizes information management systems to respond to user / citizen requirements including and addressing the goals of all stakeholders involved. Currently the number of successful applications to that end is quite low when compared to the projects implemented so far. The authors propose steps that would maintain the focus of future implementations in doing so

    This paper summarises the results of the Citizenship Information national survey of information needs and information seeking behaviour of the UK general public. The project was funded by the BLR&IC and comprised a survey by questionnaire covering all regions of the United Kingdom. 1294 responses were received giving a valid and demographically representative response rate of 45.7%. A highly significant majority (79.2%) believed that access to information was very important for exercising their rights as a citizen. The paper goes on to review the issues arising from the project and from government policy in relation to the provision of information to the public and considers the likely trends emerging from policy as it is formulated presently
