    Electric Telegraph to e-Scotland: Networking remote and rural communities

    There are said to be parallels in the impact that the advent of the telegraph and the internet had on their respective societies. This chapter looks at two examples of state intervention and subsidy in the development of those two communications infrastructures in remote and rural areas of Scotland, at either end of the revolution in electric communications. Both applied the technology of the day to break down geographical barriers, to increase connectivity, to spread information, and to enhance social and business links. Both initiatives grew in part out of a government concern that Scotland should not fall behind the level of technological provision available in other European countries, thereby disadvantaging Scottish business as well as citizens (a comparison with the state-owned telegraph systems in Belgium, Switzerland and France informed the 1868 Telegraph Act, and the development of a broadband infrastructure across a range of European Union countries has been quoted by the Scottish Government). The emphasis in both cases was on affordable wide-ranging availability to benefit individuals as much as business, though with an understanding that business needs would be the driver and would provide the bulk of the finance to establish and maintain the infrastructure. The first was a product of nationalisation with the expansion of the telegraph network from 1870 to 1872 driven by demand. Following is an analysis of that demand and its impact, alongside a description of the development of the network across remote and rural areas over the two years of the scheme. The second examines the rationales behind Scottish Government initiatives since 2001 to extend broadband provision and outlines the technical solutions devised in partnership with commercial operators and funding bodies to reach non-commercially viable areas and to stimulate take up

    Always in control? Sovereign states in cyberspace

    For well over twenty years, we have witnessed an intriguing debate about the nature of cyberspace. Used for everything from communication to commerce, it has transformed the way individuals and societies live. But how has it impacted the sovereignty of states? An initial wave of scholars argued that it had dramatically diminished centralised control by states, helped by a tidal wave of globalisation and freedom. These libertarian claims were considerable. More recently, a new wave of writing has argued that states have begun to recover control in cyberspace, focusing on either the police work of authoritarian regimes or the revelations of Edward Snowden. Both claims were wide of the mark. By contrast, this article argues that we have often misunderstood the materiality of cyberspace and its consequences for control. It not only challenges the libertarian narrative of freedom, it suggests that the anarchic imaginary of the Internet as a ‘Wild West’ was deliberately promoted by states in order to distract from the reality. The Internet, like previous forms of electronic connectivity, consists mostly of a physical infrastructure located in specific geographies and jurisdictions. Rather than circumscribing sovereignty, it has offered centralised authority new ways of conducting statecraft. Indeed, the Internet, high-speed computing, and voice recognition were all the result of security research by a single information hegemon and therefore it has always been in control

    The Alt-Right is a neo-fascist white supremacist movement that is involved in violent extremism and shows signs of engagement in extensive disinformation campaigns. Using social media data mining, this study develops a deeper understanding of such targeted disinformation campaigns and the ways they spread. It also adds to the available literature on the endogenous and exogenous influences within the US far right, as well as motivating factors that drive disinformation campaigns, such as geopolitical strategy.     Global Visions and Globalizing Corporations: an Analysis of Images and Texts from Fortune Global 500 Companies

    Transnational corporations (TNCs) have a central role to play in globalization. At the same time, globalization carries risks for the corporation, and not all of those associated with TNCs may support globalization. While much of the globalization literature suggests that corporations are globalizing their production systems, or contributing to a global culture, there is little exploration of how globalization is framed and mediated within the corporate community itself. This article employs a semiotic analysis of images and texts from annual reports of Fortune Global 500 corporations. It argues that globalizing TNCs generate several narratives geared to persuading employees, shareholders, business partners and members of the financial community of the merits of globalization. They can be divided into at least three types geared to brand, industry leadership or organization. The narratives all have common themes to the extent that they are rooted in a customer focus, but they also demonstrate multiple and sometimes ambiguous global aspirations and expectations.Capitalism; Globalization; Image; Narrative; Semiotics; Transnational Corporation

    It’s a long way to Monte-Carlo: probabilistic display in GPS navigation

    We present a mobile, GPS-based multimodal navigation system, equipped with inertial control that allows users to explore and navigate through an augmented physical space, incorporating and displaying the uncertainty resulting from inaccurate sensing and unknown user intentions. The system propagates uncertainty appropriately via Monte Carlo sampling and predicts at a user-controllable time horizon. Control of the Monte Carlo exploration is entirely tilt-based. The system output is displayed both visually and in audio. Audio is rendered via granular synthesis to accurately display the probability of the user reaching targets in the space. We also demonstrate the use of uncertain prediction in a trajectory following task, where a section of music is modulated according to the changing predictions of user position with respect to the target trajectory. We show that appropriate display of the full distribution of potential future users positions with respect to sites-of-interest can improve the quality of interaction over a simplistic interpretation of the sensed data

    The imminent pervasive adoption of vehicular communication, based on dedicated short-range technology (ETSI ITS G5 or IEEE WAVE), 5G, or both, will foster a richer service ecosystem for vehicular applications. The appearance of new cryptography based solutions envisaging digital identity and currency exchange are set to stem new approaches for existing and future challenges. This paper presents a novel tolling architecture that harnesses the availability of 5G C-V2X connectivity for open road tolling using smartphones, IOTA as the digital currency and Hyperledger Indy for identity validation. An experimental feasibility analysis is used to validate the proposed architecture for secure, private and convenient electronic toll payment
