    Crafting Courts in New Democracies: The Politics of Subnational Judicial Reform in Brazil and Mexico

    Why does the strength of local courts vary in new democracies? Highlighting empirical and theoretical puzzles generated by the state-level variation in court strength within Latin Americas two largest democracies, Brazil and Mexico, this study offers a historical institutional explanation of judicial change. Notably, in contrast to much \u27new institutionalist\u27 work — which examines the effects of formal instititutional arrangements — judicial institutions here are the dependent variable. The theoretical framework builds on existing explanations regarding the effects of electoral competition and ideology, specifying underlying causal logics and mechanisms. The framework also highlights the role of actors internal to institutions (judges), and the importance of social movement theory for understanding interactions between ideological judges and sympathetic actors outside the institution, leading to judicial mobilization or behavior \u27beyond the bench. The empirical analysis draws on the analytic leverage of a subnational level of analysis and integrates quantitative and qualitative methods, yielding conclusions that would be impossible using either method in isolation. First, time-series cross-section analyses of judicial spending (as a proxy for court strength) examine broad relationships across Brazil\u27s 26 states from 1985 to 2006 and Mexico\u27s 31 states from 1993-2007. Quantitative tools for case selection identify \u27nested\u27, model-testing cases, around which I build small-N research designs consisting of three states in each country. The in-depth, qualitative analysis draws on 115 personal, semi-structured interviews with judges and other legal elites, archival evidence, and direct observation to trace the process of judicial change. Overall, electoral competition operates as a pre-condition for reform, but its effect is indeterminate once a minimum threshold of competition is crossed. Ideology has the most consistent and meaningful effect on reform. Actors and their intentions matter. However, the expression of these intentions is contingent upon the nature of opportunity structures, including mobilization strategies and alliances, as well as overlapping historical processes. In short, I find that strong reforms are most likely where progressive judges coincide with sympathetic, left-of-center politicians. The results emphasize the role of ideas and the conditional expression of these ideas, that is, the contingency of intentionality

    International Environmental Agreements in the Presence of Adaptation

    We show that adaptive measures undertaken by countries in the face of climate change, apart from directly reducing the damage caused by climate change, may also indirectly mitigate greenhouse gas emissions by increasing the stable size of international agreements on emission reductions. Moreover, we show that the more effective the adaptive measure in terms of reducing the marginal damage from emissions, the larger the stable size of the international environmental agreement. In addition, we show that larger coalitions, in the presence of adaptation, may lead to lower global emission levels and higher welfare.International Environmental Agreements, Adaptation, Coalition Formation, Climate Change

    Cultural Resources Remote-Sensing Survey Of Areas Adjacent To Shamrock Island, Corpus Christi Bay, Nueces County, Texas

    Coastal Environments Inc. (CEI) conducted a cultural resources remote-sensing survey of two areas adjacent to Shamrock Island, Nueces County, Texas. The northern-most of these covers 56.38 hectares (139.31 acres), while the southern-most survey area encompasses 44.8 hectares (110.69 acres). These are proposed locations of sand borrow areas to be used by the Nature Conservancy, Texas Coast Office for the Shamrock Island Restoration Project. Data were collected by Naismith Marine of Houston, Texas on December 15th and 17th, 2014 and supervised by the principal investigator and the remotesensing specialist from CEI. Remote-sensing equipment used in the project include a Geometrics 882 cesium magnetometer, an Edgetech 4125 dual frequency side-scan sonar system, and a digital recording fathometer. Positioning was performed with a differential global positioning system (DGPS) with corrections provided by a Virtual Reference Station (VRS). Upon delivery to CEI, additional processing and analysis was performed on the data and relevant archival work performed in order to determine the cultural significance of remote-sensing anomalies. While the remote-sensing data delineate an array of modern oil targets, two targets of possible cultural significance (designated anomalies M11 and M16) were identified. It is recommended that these targets either be avoided or that further investigations are carried out to determine their cultural significance

    EGFR isoforms and gene regulation in human endometrial cancer cells

    BACKGROUND: Epidermal growth factor (EGF) and its receptor (EGFR) constitute a principal growth-promoting pathway in endometrial cancer cells. Pre-clinical studies were undertaken to compare the expression of EGFR isoforms and the downstream effects of activating or blocking EGFR function in Ishikawa H cells, derived from a moderately differentiated type I endometrioid adenocarcinoma, or in Hec50co cells, derived from a poorly differentiated type II adenocarcinoma with papillary serous sub-differentiation. RESULTS: We investigated whether EGFR mutations are present in the tyrosine kinase domain (exons 18-22) of EGFR and also whether EGFR isoforms are expressed in the Ishikawa H or Hec50co cell lines. Sequence of the EGFR tyrosine kinase domain proved to be wild type in both cell lines. While both cell lines expressed full-length EGFR (isoform A), EGFR and sEGFR (isoform D) were expressed at significantly lower levels in Hec50co cells compared to Ishikawa H cells. Analysis of gene expression following EGF vs. gefitinib treatment (a small molecule EGFR tyrosine kinase inhibitor) was performed. Early growth response 1, sphingosine kinase 2, dual specificity phosphatase 6, and glucocorticoid receptor DNA binding factor 1 are members of a cluster of genes downstream of EGFR that are differentially regulated by treatment with EGF compared to gefitinib in Ishikawa H cells, but not in Hec50co cells. CONCLUSIONS: Type I Ishikawa H and type II Hec50co endometrial carcinoma cells both express EGFR and sEGFR, but differ markedly in their responsiveness to the EGFR inhibitor gefitinib. This difference is paralleled by differences in the expression of sEGFR and EGFR, as well as in their transcriptional response following treatment with either EGF or gefitinib. The small cluster of differently regulated genes reported here in these type I vs. type II endometrial cancer-derived cell lines may identify candidate biomarkers useful for predicting sensitivity to EGFR blockade

    Threats of future climate change and land use to vulnerable tree species native to Southern California

    Climate and land-use changes are expected to drive high rates of environmental change and biodiversity loss in Mediterranean ecosystems this century. This paper compares the relative future impacts of land use and climate change on two vulnerable tree species native to Southern California (Juglans californica and Quercus engelmannii) using species distribution models. Under the Intergovernmental Panel for Climate Change's A1B future scenario, high levels of both projected land use and climate change could drive considerable habitat losses on these two already heavily-impacted tree species. Under scenarios of no dispersal, projected climate change poses a greater habitat loss threat relative to projected land use for both species. Assuming unlimited dispersal, climate-driven habitat gains could offset some of the losses due to both drivers, especially in J. californica which could experience net habitat gains under combined impacts of both climate change and land use. Quercus engelmannii, in contrast, could experience net habitat losses under combined impacts, even under best-case unlimited dispersal scenarios. Similarly, projected losses and gains in protected habitat are highly sensitive to dispersal scenario, with anywhere from > 60% loss in protected habitat (no dispersal) to > 170% gain in protected habitat (unlimited dispersal). The findings underscore the importance of dispersal in moderating future habitat loss for vulnerable species
