    Review of Universal Salt Iodation in East Central and Southern Africa (ACSA)

    \ud This paper presents a regional position on Universal Salt Iodation (USI) intervention in 14 countries ill the East, Central and Southern Africa( ECSA) region,namely;Botswana,Kenya,Malawi,Mauritius,Mozambique,Namibia,bells,South Africa, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe The is a follow-up to a resolution on the need to develop a regional position on USI intervention which was made at the Commonwealth Regional Health Community 25th Health Ministers Conference in Port Louis, Mauritius from November;29,1996. The overall objective was to get views on the implementation of USI intervention in order to identify areas requiring facilitation, harmonization , coordination and collaboration at nation and regional levels in the ECSA. The preparation of paper involved reviewing of USI legislation regulations plans of action, survey reports and workshop papers. To substantiate the literature review, individual interviews were held with USI stakeholders in Malawi, Namibia, Tanzania, Zambia, and Zimbabwe from July 10-21, 1997 In respect of the findings, all the CRHC mainland member states are implementing USI intervention as a long term strategy for virtual elimination of the year 2000. The evaluation results of some of the national programmes have shown improvement of indicators of adequacy of iodine in the body. For example there is crease in levels of urinary iodine and reduction of goiter in countries where the intervention has been implemented actively over the past few years. In order to enforce the marketing of iodated salt, more than half of the CRHC member states have legislated USI where those who have not passed legislation yet are promoting USI through extensive advocacy and marketing strategy. These national USI programmes are being augmented by technical, financial and material support from United Nations and multilateral agencies, and the cooperation and compliance of the salt industry in iodating and packaging salt in line with USI legislation of country in the ECSA region. There are obstacles and constraints that impinge on the progress of USI in the entire ECSA region: The national USI legislation and regulations are not harmonized. The role of other sub-sector such as agriculture, trade and industry, and issues related to quality assurance are not spelt out in the regulations. There is still disparity in level of awareness of USI and its importance at all levels. Except Malawi, the rest of CRHC member states have no USI legislation for all salt intended for animal consumption. This is threatening sustenance of USI as there some leakages of uniodated salt from livestock sub-sector to people. Further threat emerges from communities who produce uniodated salt on a small scale for their own consumption and sale in their localities. The export and import duty for iodated and uniodate salt are the same. This does not deter traders and consumers to market and use uniodated salt because its price is either low or similar to the price of iodated salt. The challenge is, therefore, how to place the USI high on the agenda of relevant national and ECSA regional sub-sectors which formulate, implement and coordinate policy in order to strengthen and harmonize the intervention as well as deploying regionally acceptable measures to overcome the constraints. The CRHC should facilitate the harmonization of the USI regulations in the ECSA region including the reduction of the present high iodine levels to the levels (20-40ppm iodine[30-66ppm Potassium iodate]) that are recommended by the WHO. The CRHC should ensure that quality assurance issues are made mandatory in order to promote quality of salt iodations during production and packaging. The CRHC should facilitate development of guidelines regarding the roles of all sub-sectors such as ministries of Agriculture, Health and Trade and Industry, Departments of customs (Revenue Collection Authorities) and Bureaus of Standards in the USI which should issued under the directive of the Southern Africa Development Community and Common Market for Eastern and Southern Africa trade agreement. The CRHC should facilitate and support promotion of USI through regional networking,development and production of information, education and communication(IEC) material, designation of a regional IDD/USI day establishment of IIDD newsletter. The CRHC should ensure that member states consider making uniodated salt for whatever use a controlled commodity and impose deterrent export and import duty in order to protect, support and promote use of iodated salt for human and animal consumption in the region. The CRHC should facilitate establishment of at least one regional micronutrients reference laboratory and improvement of the national laboratories. The CHRC should strengthen the Department of Food Security and Nutrition of personnel in order to enhance capacity to accomplish the suggested activities listed below along with other planned work in the Department. The CHRC should endeavor to mobilize technical, financial and resources for support of salt iodations in the region especially in countries which are lagging behind and small salt procedure. Facilitating and supporting the evaluation of selected national USI programmes in order to confirm the case for reduction of iodine levels in the ECSA region. Facilitating review and harmonization of USI legislation and relevant Standards Act in the ECSA region. Initiating and supporting the collaboration on the proposed imposition of deterrent export and import duty on uniodated salt in order to protect and promote use of iodated salt. Facilitating and supporting the guide for role vital sub-sector such as Bureaus of Standard, Chamber of Commerce, and Ministries of Trade and Industry, Agriculture, departments of Customs and Excise, in the promotion, supporting, protecting and monitoring USI in the ECSA region. Facilitating network and all aspects of IEC and designation of an IDD day in ECSA. Conducting ECSA regional conferences on USI policy direction and review with consideration of SADC and COMESA trade agreements. Establishing a regional data bank on USI and micronutrient in order to enhance and facilitate regional networking. Establishing a regional micronutrients reference laboratory for improvement of micronutrients laboratory services whilst on one hand, supporting devolution of some the services to the provinces in order to easy congestion in national laboratories. Collecting, documenting and disseminating USI current information and technology in the ECSA member states through newsletter, bulletins and regional workshops. Conducting and supporting training on: Micronutrients, food security and nutrition in order to develop and capacity for execution of intervention and Programme-driven (operational) research on micronutrient, food security and nutrition. \u

    The governance of domestic fiscal stability in the Eurozone prior to the financial crises (2000-2007): What lessons for implementation of the TSCG?

    After its first thorough revision in 2005, the Stability & Growth Pact (SGP) has recently been transformed into a Fiscal Stability Treaty, which in all likelihood will become operational as from January 1, 2013. Part of this treaty is the incorporation of balanced budget rules into domestic constitutions and into national budgeting processes. These rules concern general government public finances and not only central government budgets. This paper discusses the effectiveness of such domestic rules for general government, by looking at the political capacity of EMU member states to domestically implement EMU fiscal rules in the period 2000-2007 (i.e. before the emergence of the financial crises). Compliance with the EMU rules varied considerably between the –then- euro-12. The paper shows that institutional arrangements to enhance fiscal discipline within central government had almost fully converged between eurozone members and cannot explain these compliance differences. Regarding non-central government sectors it is shown that countries with low compliance either used imposed (rather than agreed) internal stability pacts or did not have such pacts at all. Compliance problems are subsequently explained by looking at the political capacity of countries to deliberate the EMU stability paradigm with all actors involved. Four countries are looked at in particular: Ireland, Finland, Germany and the Netherlands. Based on this case analysis it is argued that central governments that had a high level of ideological dispersion and competition (dispersed governments) were better in such deliberation than single-party or stable coalition central governments (non-dispersed or concentrated governments). Political backlash on the EMU stability paradigm can be expected to be more prominent in the latter case; the emergence of a modified EMU paradigm (and the resulting modification of the SGP) is mainly the result of political backlash on the original paradigm in these states. Finally, some lessons are drawn for the implementation of the new Fiscal Stability Treaty

    Deep Cascade Multi-task Learning for Slot Filling in Online Shopping Assistant

    Slot filling is a critical task in natural language understanding (NLU) for dialog systems. State-of-the-art approaches treat it as a sequence labeling problem and adopt such models as BiLSTM-CRF. While these models work relatively well on standard benchmark datasets, they face challenges in the context of E-commerce where the slot labels are more informative and carry richer expressions. In this work, inspired by the unique structure of E-commerce knowledge base, we propose a novel multi-task model with cascade and residual connections, which jointly learns segment tagging, named entity tagging and slot filling. Experiments show the effectiveness of the proposed cascade and residual structures. Our model has a 14.6% advantage in F1 score over the strong baseline methods on a new Chinese E-commerce shopping assistant dataset, while achieving competitive accuracies on a standard dataset. Furthermore, online test deployed on such dominant E-commerce platform shows 130% improvement on accuracy of understanding user utterances.     Morphologische Entwicklung des Ucayali in Peru ohne menschliche Einflüsse

    The Ucayali River originates in the high Andean Mountains near the city of Cusco in Peru. After about 1,600 km, it joins with the Marañón River. Both the Ucayali River and the Marañón River are sources of the Amazon. From 2001 to 2005, the Ministry of Transport and Communication of Peru funded a study to determine the navigability of the Ucayali River. In the process, an extensive data set was acquired including hydrological and sedimentological data as well as a comprehensive topographical survey of the riverbed. Since the Ucayali River has experienced no stream channel modification in the past, the available data provide information about the flow pattern for a natural stream and insight into a reference ecosystem. This paper offers the first analysis of the available data and a sediment transport calculation for the Ucayali River.Der Ucayali entspringt in den Anden nahe der Stadt Cusco in Peru. Er fließt über eine Strecke von rd. 1.600 km durch Peru bis zum Zusammenfluss mit dem Marañón. Beide Flüsse bilden die Quellflüsse für den Amazonas. Im Rahmen einer Studie über die Schiffbarkeit des Ucayali wurden vom peruanischen Ministerium für Verkehr und Kommunikation von 2001 bis 2005 umfangreiche Datenerhebungen durchgeführt. Die Datenerhebungen umfassen u. a. hydrologische und sedimentologische Daten sowie umfangreiche Vermessungen des Flusslaufs. Da der Ucayali bislang keinerlei Regulierungs- oder Ausbaumaßnahmen unterlegen ist, geben die Daten einen Einblick in die natürlichen Fließverhältnisse eines großen Flusses und damit einen Einblick in ein Referenz-Ökosystem.     Best Oral Communication Award for Young Authors, atorgat pel comitè científic HYCELTEC 2019Polymer electrolyte membrane fuel cells (PEMFCs) have been recognized as one of the most promising eneygy conversion devices for commercial application due to their specific advantages, such as low operation temperature, zero pollutant emission, and high efficiency, etc. Since PEMFC is a highly nonlinear system and some parameters are related to the operation condition, most existing models are difficult to accurately predict the PEMFC characteristics. Thus, it is necessary to exploit parameter estimation methods for PEMFC to online determine the unknown model parameters by using easily measurable data to obtain concrete models. Most of the parameter estimations schemes for PEMFC have been designed based on intelligent optimization techniques. However, optimization methods cannot address the estimation problem online since they focus exclusively on offline searching procedure, which introduces heavy computational costs in the practical implementation and thus cannot be used in the real-time applications.     3-D Tracking and Visualization of Hundreds of Pt-Co Fuel Cell Nanocatalysts During Electrochemical Aging

    We present an electron tomography method that allows for the identification of hundreds of electrocatalyst nanoparticles with one-to-one correspondence before and after electrochemical aging. This method allows us to track, in three-dimensions (3-D), the trajectories and morphologies of each Pt-Co nanocatalyst on a fuel cell carbon support. The use of atomic-scale electron energy loss spectroscopic imaging enables the correlation of performance degradation of the catalyst with changes in particle/inter-particle morphologies, particle-support interactions and the near-surface chemical composition. We found that, aging of the catalysts under normal fuel cell operating conditions (potential scans from +0.6 V to +1.0 V for 30,000 cycles) gives rise to coarsening of the nanoparticles, mainly through coalescence, which in turn leads to the loss of performance. The observed coalescence events were found to be the result of nanoparticle migration on the carbon support during potential cycling. This method provides detailed insights into how nanocatalyst degradation occurs in proton exchange membrane fuel cells (PEMFCs), and suggests that minimization of particle movement can potentially slow down the coarsening of the particles, and the corresponding performance degradation.Comment: Nano Letters, accepte
