    Open source as a signalling device : an economic analysis

    Open source projects produce goods or standards that do not allow for the appropriation of private returns by those who contribute to their production. In this paper we analyze why programmers will nevertheless invest their time and effort to code open source software. We argue that the particular way in which open source projects are managed and especially how contributions are attributed to individual agents, allows the best programmers to create a signal that more mediocre programmers cannot achieve. Through setting themselves apart they can turn this signal into monetary rewards that correspond to their superior capabilities. With this incentive they will forgo the immediate rewards they could earn in software companies producing proprietary software by restricting the access to the source code of their product. Whenever institutional arrangements are in place that enable the acquisition of such a signal and the subsequent substitution into monetary rewards, the contribution to open source projects and the resulting public good is a feasible outcome that can be explained by standard economic theory

    Risks of user-development application in small business

    This paper discusses the risks of developing computerised business applications by end-users particularly in the small business environment. As today’s end-users are becoming more and more sophisticated, coupled with the proliferation of Information Technology (IT) that has brought the computerisation of business activities within reach of many small firms, understanding the benefits and risks of user-developed applications would contribute towards the small firm’s effectiveness in IT adoption. This is particularly relevant in today’s managing business where businesses, including the small firms, in a volatile environment will have to compete not only locally but also globally,and IT is seen to be an enabler that can help small firms to increase their competitiveness. Relevant literature on the benefits and risks of user-developed applications were sought and summarised in this paper. Findings were also based on a case study investigation of small firms with no formal IT function where observations were made on the end-user developers who were given the responsibility to develop the firm’s computerised applications. Whilst the benefits have been enormously highlighted and at times overshadowed the risks, due attention is given to examining the risks so as to provide a more balanced report and a precautionary measure for end-user developers.     Information Communication Technology (ICT) is part of everyday life and the skills needed are quickly becoming a prerequisite for daily life. There is a dire shortage of ICT skills in South Africa and any attempt to circumvent this problem creates an even greater urgency. Several reports and much research have been conducted to establish the extent of the problem and many proposals and initiatives have been established to address it, but the problem seems to prevail. The aim of this study is to investigate the problems contributing to ICT skills shortages in South Africa, the initiatives in place to address it and to determine a possible need for skills by looking at other research and reports

    Strategic Analysis for the Open Source Institute at Simon Fraser University

    Over the last decades, Open Source Software (OSS) has become increasingly popular and moved into the mainstream software industry. Our project\u27s goal is to investigate the need for an Open Source Institute (OSI) within Simon Fraser University (SFU). We performed a literature review and interviewed IT specialists from various local companies. We identified some barriers to the adoption of OSS, including lack of working knowledge of OSS, lack of multi-tier technical support, and legal concerns. Our analysis confirmed the need for this institute to promote OSS. We recommend that the SFU-OSI should broker technical support for OSS, to increase the level of awareness by organizing events and incubator-type initiatives, to offer various levels of training, to create standards and frameworks for user-friendly and well-documented OSS, to mine the undocumented innovations embedded in mature OSS, and to work with governments to leverage OSS for the betterment of society

    A planning study for developing a Missouri natural resources information system (NRIS) that combines satellite-derived data and other information to assist in carrying out key state tasks was conducted. Four focal applications -- dam safety, ground water supply monitoring, municipal water supply monitoring, and Missouri River basin modeling were identified. Major contributions of the study are: (1) a systematic choice and analysis of a high priority application (water resources) for a Missouri, LANDSAT-based information system; (2) a system design and implementation plan, based on Missouri, but useful for many other states; (3) an analysis of system costs, component and personnel requirements, and scheduling; and (4) an assessment of deterrents to successful technological innovation of this type in state government, and a system management plan, based on this assessment, for overcoming these obstacles in Missouri

    Agile Testing: Improving the Process : Case Descom

    The thesis was assigned by Descom, a marketing and technology company based in Jyväskylä. The aim of the thesis was to research the current state of testing inside the organization, and to improve on the existing processes and practices. The thesis was carried out as a design research (applied action research), because the focus was improving already existing processes inside a company. The theory base contains a wide range of subjects from agile development models, the testing process, and process improvement models to agile testing. Without a solid base of multiple aspects it would have been impossible to understand how the testing works as a process and how it could have been improved. As Descom uses agile development it was necessary to follow the same principles throughout the writing of the thesis and on results. As a result information was provided for the company about the current state of testing procedures at Descom and how to improve the testing and processes in the future. The documentation already existing for testing such as the test plan and test report were updated. New documents such as a process improvement plan based on Critical Testing Processes, test strategy and testing policy were also created. Figures of the testing process, and the processes for all test types in use were created to be used as a visual aid for understanding the testing as whole at Descom.Opinnäytetyön toimeksianto tuli Descomilta, joka on Jyväskylästä lähtöisin oleva markkinointi ja teknologia yritys. Työn tavoitteena oli tutkia testauksen tilaa organisaatiossa ja kehittää olemassa olevia prosesseja ja käytäntöjä. Tutkimusmenetelmäksi valikoitui kehittämistutkimus, koska painotus oli olemassa olevien prosessien kehityksessä yrityksen sisällä. Teoriapohjassa käsiteltiin monia aiheita ketterästä sovelluskehityksestä, testausprosessista ja prosessi kehityksestä aina ketterään testaukseen asti. Ilman kattavaa pohjaa monille osa-alueille, olisi ollut mahdotonta ymmärtää miten testaus toimii prosessina ja miten sitä pystyy kehittämään. Descom toimii ketterän sovelluskehityksen mukaisesti projekteissaan, joten oli tärkeää seurata samoja ketteriä periaatteita läpi opinnäytetyön kirjoittamisen ja tuloksissa. Tuloksena saatiin tietoa yritykselle, siitä miten testaus on toiminut Descomilla ja kuinka testausta ja prosesseja tulisi kehittää tulevaisuudessa. Myös aiemmin olemassa olleet testausdokumentit päivitettiin. Uusina dokumentteina laadittiin suunnitelma prosessikehitykseen, joka perustui Critical Testing Processes –malliin, testausstrategia ja testauspolitiikka.     Intellectual Agent Ensemble with Professional Competencies, Pattern Recognition and Decision Making

    Each competence is exercised by an intellectual agent with a competent functional professional image. Intellectual agents form an ensemble with clever ethical artificial intelligence. The use of an ensemble with intelligent ethical artificial intelligence in various environments is carried out by synergistically adjusting the interaction of intelligent agents based on data from a specific environment obtained by an analytical competent intellectual agent. Modeling holographic processes of the human psyche based on artificial intelligence of machine learning with Fourier transformation using full parametric sequences of necessary and sufficient data of holograms of target objects solves the problem of their unambiguous detection in different environments and in different conditions. An ensemble of intelligent decision-making agents is a cognitive information system that makes a decision based on an objective analysis of available data in difficult situations, in an interactive mode, taking into account performance criteria and resource-time constraints. Decision-making criteria are functionalities that express preferences and allow ranking the quality of decisions. Decisions are made on the basis of rules. Decision rules are a set of logical constructs used to produce a decision based on criteria, data, and knowledge. An ensemble of intellectual agents with professional competencies, pattern recognition and decision-making fully model the abilities of the human psyche
