    Using Valuation-Based Decision Making to Increase the Efficiency of China\u27s Patent Subsidy Strategies

    [Excerpt] “The Chinese government has grown concerned that its patent fee subsidy programs have not funded the most deserving patents, and thus they no longer wish to spend public resources to promote low-value patents. Instead, the government would prefer subsidy programs that encourage the most deserving patents. The Patent Strategy reflects this desire, as the fourth strategic focus of the Patent Strategy recognizes the need to “[o]ptimize [China’s] patent subsidy policy and further define the orientation to enhance patent quality.”19 This Article explains how a disciplined and transparent valuation-based decision making process can help the Chinese government design patent fee subsidy programs that allocate funds more consistently to deserving patents. In addition, this Article offers the outline of a practical valuation model the Chinese government could use to filter patent fee subsidy requests.

    The diffusion of IP telephony and vendors' commercialisation strategies

This study investigates the diffusion of IP telephony in Denmark by focusing on vendors’ commercialisation strategies. The theory of disruptive innovation is introduced to investigate vendors’ perceptions about IP telephony and explore their strategies that affect the diffusion process in the residential market. The analysis is based on interview data collected from the key market players. The study's findings suggest that IP telephony is treated as a sustaining innovation that goes beyond the typical voice transmission and enables provision of advanced services such as video telephony

    Who you’re gonna call? The development of university digital leaders

    In our hyper-connected digitised educational world, university tutors are interested in capitalising on affordances of digital trends in teaching and learning. Students, under the alias of preservice- teachers, walk among them equipped with digital skills in areas of their interest. How can we encourage collaboration between tutors and students that can promote the use of the digital force wisely, support the development of students’ professional identities further and extend tutors’ digital competences? The story of nine tutors and eleven undergraduate pre-service-teachers working together on digital partnerships is set against discussions around digital leadership and citizenship. This case study aims to highlight how universities can respond to technology-driven change by engaging students further and support their awareness of digital citizenship. The overall results showed that the informal learning that students have capitalised outside the classroom can be used to scaffold their development of digital citizenship through offline community engagement. It demonstrates the advantage of using such opportunities as a means to encourage citizenship practices among university student communities and the positive impact that such synergies can have on all the participants

    Climate change and radical energy innovation: the policy issues

    Although the impacts of greenhouse gas build-up remain uncertain, they have the potential to be very serious and possibly catastrophic. If the outcomes are serious then neither improving energy efficiency nor adaptation policies will cope with the problems of warming. Reducing climate impacts without impeding economic development will require new low or zero emissions energy carriers and associated technologies. This paper argues that current innovation policy initiatives aim at only limited dimensions of energy technology: they either promote incremental change in existing technologies, or improving performance in existing renewable alternatives. They will neither induce fundamental innovation in carrier technologies, nor change the basic technological regime of hydrocarbon production, distribution and use. For this, more radical „mission-oriented? programmes are necessary. In turn, these will require new policy instruments and methods, new roles for government, and new dimensions of international collaboration and global governance of innovation strategies.
