    Open source repositories: Implications for libraries

    Software that is accepted as “Open source” should comply with 10 conditions which are itinerated in the paper. The paper subsequently describes the application of open source initiatives in the digital library context. Three open source digital library initiatives developed by the Digital Library Research Group at the Faculty of Computer Science and information Technology, University of Malaya are highlighted. These are; (a) MyManuskrip: digital library of Malay manuscripts; (b) MyAIS : Digital library of Malaysian scholarly journals and conference proceedings; and (d) DSpace@Um: a digital library of dissertations, theses and final year project reports. Other “free” systems such as EJUM: electronic journal of university of Malaya is also described to highlight the slight difference between open source and being free. The paper also describes the libraries involved in the initiatives and the changing eco-system which libraries must accept to embrace the open source culture

    Enterprise Systems and Organizational Agility: A Review of the Literature and Conceptual Framework

    The impact of enterprise systems (ES) on organizational agility (OA) is an under-researched area. Given that most organizations are heavily investing on ES infrastructure and the increasing demand for agility, the lack of research on ES and OA is a critical oversight. This article reviews previous literature on information systems in general and ES in particular and organizational agility. The article offers a comprehensive and deepened perspective toward the existing discourses on ES-enabled organizational agility. Using insights from the dynamic capability theory, we propose a conceptual framework that highlights how organizations can exploit ESs to improve their agility in two significant ways―by creating and constantly developing an ES-enabled sensing and responding capability. We also argue that the quality of the ES competence provides the necessary technical and business platform for deploying and exploiting ES in building and rebuilding sensing and responding capabilities. The proposed framework sheds light on three important missing factors in the realm of IT-enabled organizational agility, namely ES competency, the alignment between ES-enabled sensing and responding capability, and environmental dynamism. Our theorizing makes an original contribution to ES and IS research by extending previous works of IT-enabled organizational agility by introducing the three constructs previously mentioned

    Program on State Agency Remote Sensing Data Management (SARSDM)

    A planning study for developing a Missouri natural resources information system (NRIS) that combines satellite-derived data and other information to assist in carrying out key state tasks was conducted. Four focal applications -- dam safety, ground water supply monitoring, municipal water supply monitoring, and Missouri River basin modeling were identified. Major contributions of the study are: (1) a systematic choice and analysis of a high priority application (water resources) for a Missouri, LANDSAT-based information system; (2) a system design and implementation plan, based on Missouri, but useful for many other states; (3) an analysis of system costs, component and personnel requirements, and scheduling; and (4) an assessment of deterrents to successful technological innovation of this type in state government, and a system management plan, based on this assessment, for overcoming these obstacles in Missouri

    From the National Surveillance State to the Cybersurveillance State

    This article anchors the phenomenon of bureaucratized cybersurveillance around the concept of the National Surveillance State, a theory attributed to Professor Jack Balkin of Yale Law School and Professor Sanford Levinson of the University of Texas School of Law. Pursuant to the theory of the National Surveillance State, because of the routinized and administrative nature of government-led surveillance, normalized mass surveillance is viewed as justified under crime and counterterrorism policy rationales. This article contends that the Cybersurveillance State is the successor to the National Surveillance State. The Cybersurveillance State harnesses technologies that fuse biometric and biographic data for risk assessment, embedding bureaucratized biometric cybersurveillance within the Administrative State. In ways that are largely invisible, the Cybersurveillance State constructs digital avatars for administrative governance objectives and targets digital data deemed suspicious. Consequently, constitutional violations stemming from cybersurveillance systems will be increasingly difficult to identify and challenge

    The shape and form of the 21st century academic library in South Africa : the case of the University of Cape Town libraries

    This study sought to ascertain the shape and form of the 21st century academic library in South Africa, using the case of UCT Libraries. The objective was supported by sub-objectives, namely: to ascertain, via a rigorous review of literature, how far along academic libraries worldwide are with incorporating technological advances in their services; to identify the progress of UCT Libraries in establishing itself as a 21st century academic library; to ascertain how readily staff adapt to changes and new technology in the library; and, to ascertain user expectations of a modern, digital era academic library. A qualitative design with a case study approach was employed by the study. The study was supported by organizational learning theory. Themes emanating from the literature include, inter alia, open access, MOOCs, digital humanities and research data management. Further data was collected via interviews and a questionnaire survey of purposively sampled library staff. Stratified random sampling was used to extract samples from the targeted user population (UCT undergraduates, postgraduates and, academics and researchers) for surveying by means of online questionnaires. The study concludes that academic libraries, the world over, are adapting their services according to user demands and users’ use of current technology; that UCT Libraries is currently in the process of establishing itself as a 21st century academic library and that the progress and procedures currently in place to encourage new developments, holds UCT Libraries in good stead towards establishing itself as a 21st century academic library service; that the prevailing culture of organizational learning in UCT Libraries bodes well for constantly adapting to new technologies; and, that users are generally satisfied with the services they are receiving from the Library. Although the case of UCT Libraries was used in this study, in many ways this case is typical of academic libraries in other parts of South Africa as well as in other parts of the world and hence this study of the shape and form of the 21st century academic library has relevance to other academic library contexts as well
