    Urban Transportation Policy: A Guide and Road Map

    The main transportation issues facing cities today fall into familiar categories--congestion and public transit. For congestion, there is now a far richer menu of options that are understood, technically feasible, and perhaps politically feasible. One can now contemplate offering roads of different qualities and prices. Many selected road segments are now operated by the private sector. Road pricing is routinely considered in planning exercises, and field experiments have made it more familiar to urban voters. Concerns about environmental effects of urban trucking have resulted in serious interest in tolled truck-only express highways. As for public transit, there is a need for political mechanisms to allow each type of transit to specialize where it is strongest. The spread of “bus rapid transit†has opened new possibilities for providing the advantages of rail transit at lower cost. The prospect of pricing and privatizing highway facilities could reduce the amount of subsidy needed to maintain a healthy transit system. Privately operated public transit is making a comeback in other parts of the world. The single most positive step toward better urban transportation would be to encourage the spread of road pricing. A second step, more speculative because it has not been researched, would be to use more environmentally-friendly road designs that provide needed capacity but at modest speeds, and that would not necessarily serve all vehicles.Transportation policy; Road pricing; Privatization; Product differentiation

    MEASURING LOSS, LATENCY AND JITTER BASED ON APPLICATION TYPES TO IMPROVE APPLICATION ROUTING DECISIONS

    Current Software Defined Wide Area Network (SDWAN) solutions typically utilize a Service Level Agreement (SLA) definition in conjunction with policy to match and classify traffic types in order to direct traffic over SDWAN tunnels. An SLA definition can include values of loss, latency, and jitter, which are measured via a Bi-directional Forwarding Detection (BFD) channel that exists between two Transport Locators (TLOCs). These values collectively represent the liveliness of a network including the status of the BFD link. In current implementations, BFD control messages are sent with a high priority Differentiated Services Code Point (DSCP) marking, such as \u2748\u27. SLA metrics based on such a high priority packet, however, do not reflect the priority that it will be received by the actual data that flows through an edge device. Techniques presented herein address such issues by providing for a more accurate representation or measurements of loss, latency, and jitter for various desired traffic profiles for a network along with capabilities to use such measurements to direct different traffic types to correct tunnels

    This paper explores the different yet complementary aspects of the panopticon and the panspectron using the case study of the Israeli controlled Palestinian territory, the Gaza Strip. Beginning with a brief theoretical discussion of the concept of panopticon and panspectron expanding on the existing literature, the paper moves on to discuss the implementation of panoptical and panspectral technologies and practices in the Gaza Strip and situates these within a larger framework of control of the Palestinian population under Israeli occupation, and discusses seepage of these surveillance technologies into Israeli society proper and\ud beyond into the international arena.\u

    Design and Implementation of a Python-Based Active Network Platform for Network Management and Control

    Active networks can provide lightweight solutions for network management-related tasks. Specific requirements for these tasks have to be met, while at the same time several issues crucial for active networks can be solved rather easily. A system addressing especially network management was developed and implemented. It provides a flexible environment for rapid development using the platform-independent programming language Python, and also supports platform dependent native code. By allowing to add new functions to network devices it improves the performance of Internet routers, and simplifies the introduction and maintenance of new services
