    Housing and Mobility Toolkit for San Mateo County

    Since the end of the Great Recession, San Mateo County has attracted new workers at a record rate without building anywhere near enough housing. This jobs-housing imbalance drives the cost of housing up and forces many moderate and lower-income employees and their families out of the County. A lack of access to quality affordable housing in the County and the entire Bay Area along with limited transportation options means that an increased number of employees drive in and out of the County every workday. The resultant congestion, gridlock, and long commutes along with other negative environmental, social, and economic impacts create a major concern for communities in the County and beyond. Clearly, this problem has two distinct but interrelated dimensions: housing development and transportation planning. A select group of Mineta Transportation Institute (MTI) Research Associates worked closely with representatives from the San Mateo County Home for All initiative to help address this challenge by developing a toolkit of successful case studies with a holistic approach to housing development and transportation planning

    Wireless communication, identification and sensing technologies enabling integrated logistics: a study in the harbor environment

    In the last decade, integrated logistics has become an important challenge in the development of wireless communication, identification and sensing technology, due to the growing complexity of logistics processes and the increasing demand for adapting systems to new requirements. The advancement of wireless technology provides a wide range of options for the maritime container terminals. Electronic devices employed in container terminals reduce the manual effort, facilitating timely information flow and enhancing control and quality of service and decision made. In this paper, we examine the technology that can be used to support integration in harbor's logistics. In the literature, most systems have been developed to address specific needs of particular harbors, but a systematic study is missing. The purpose is to provide an overview to the reader about which technology of integrated logistics can be implemented and what remains to be addressed in the future

    Improving Livability Using Green and Active Modes: A Traffic Stress Level Analysis of Transit, Bicycle, and Pedestrian Access and Mobility

    Understanding the relative attractiveness of alternatives to driving is vitally important toward lowering driving rates and, by extension, vehicle miles traveled (VMT), traffic congestion, greenhouse gas (GHG) emissions, etc. The relative effectiveness of automobile alternatives (i.e., buses, bicycling, and walking) depends on how well streets are designed to work for these respective modes in terms of safety, comfort and cost, which can sometimes pit their relative effectiveness against each other. In this report, the level of traffic stress (LTS) criteria previously developed by two of the authors was used to determine how the streets functioned for these auto alternative modes. The quality and extent of the transit service area was measured using a total travel time metric over the LTS network. The model developed in this study was applied to two transit routes in Oakland, California, and Denver, Colorado

    Household Income and Vehicle Fuel Economy in California

    This white paper presents the findings from an analysis of the fiscal implications for vehicle owners of changing from the current statewide fuel tax to a “road user charge” (RUC) based on vehicle-miles traveled (VMT). Since 1923, California’s motor vehicle fuel tax has provided revenue used to plan, construct, and maintain the state’s publicly funded transportation systems. Over time, improvements in vehicle fuel efficiency and the effects of inflation have reduced both the revenue from the fuel tax and its purchasing power. Thus, there is growing interest among policy makers for replacing the state’s per-gallon fuel tax with an RUC based on VMT. This study analyzes the 2010-2011California Household Travel Survey (CHTS) to identify the potential effects this policy change would be likely to have on households across the state. The analysis found that while daily household fuel consumption and VMT both appear to increase with household income, urban and rural households show roughly the same amount of fuel consumption and VMT. No statistically significant difference in cost was found between the two programs in any income group. This suggests that an RUC designed to collect the same amount of revenues statewide as the current fuel tax would not place a significant financial burden on California households

    PATHOS: Pervasive at Home Sleep Monitoring

    Sleeping disorders affect a large percentage of the population, and many of them go undiagnosed each year because the method of diagnosis is to stay overnight at a sleep center. Because pervasive technologies have become so prevalent and affordable, sleep monitoring is no longer confined to a permanent installation, and can therefore be brought directly into the user home. We present a unique solution to the problem of home sleep monitoring that has the possibility to take the place of and expand on the data from a sleep center. PATHOS focuses not only on analyzing patterns during the night, but also on collecting data about the subject lifestyle that is relevant and important to the diagnosis of his/her sleep. PATHOS means “evoking emotion.” Here, we mean Pathos will help us to keep healthy: both mentally and physically. Our solution uses existing technology to keep down cost and is completely wireless in order to provide portability and be easily to customize. The daytime collection also utilizes existing technology and offers a wide range of input methods to suit any type of person. We also include an in-depth look at the hardware we used to implement and the software providing user interaction. Our system is not only a viable alternative to a sleep center, it also provides functions that a static, short-term solution cannot provide, allowing for a more accurate diagnosis and treatment
