A characteristics framework for Semantic Information Systems Standards
Semantic Information Systems (IS) Standards play a critical role in the development of the networked economy. While their importance is undoubted by all stakeholdersâsuch as businesses, policy makers, researchers, developersâthe current state of research leaves a number of questions unaddressed. Terminological confusion exists around the notions of âbusiness semanticsâ, âbusiness-to-business interoperabilityâ, and âinteroperability standardsâ amongst others. And, moreover, a comprehensive understanding about the characteristics of Semantic IS Standards is missing. The paper addresses this gap in literature by developing a characteristics framework for Semantic IS Standards. Two case studies are used to check the applicability of the framework in a âreal-lifeâ context. The framework lays the foundation for future research in an important field of the IS discipline and supports practitioners in their efforts to analyze, compare, and evaluate Semantic IS Standard

ICOPER Project - Deliverable 4.3 ISURE: Recommendations for extending effective reuse, embodied in the ICOPER CD&R
The purpose of this document is to capture the ideas and recommendations, within and beyond the ICOPER community, concerning the reuse of learning content, including appropriate methodologies as well as established strategies for remixing and repurposing reusable resources. The overall remit of this work focuses on describing the key issues that are related to extending effective reuse embodied in such materials. The objective of this investigation, is to support the reuse of learning content whilst considering how it could be originally created and then adapted with that âreuseâ in mind. In these circumstances a survey on effective reuse best practices can often provide an insight into the main challenges and benefits involved in the process of creating, remixing and repurposing what we are now designating as Reusable Learning Content (RLC).
Several key issues are analysed in this report: Recommendations for extending effective reuse, building upon those described in the previous related deliverables 4.1 Content Development Methodologies and 4.2 Quality Control and Web 2.0 technologies. The findings of this current survey, however, provide further recommendations and strategies for using and developing this reusable learning content. In the spirit of âreuseâ, this work also aims to serve as a foundation for the many different stakeholders and users within, and beyond, the ICOPER community who are interested in reusing learning resources.
This report analyses a variety of information. Evidence has been gathered from a qualitative survey that has focused on the technical and pedagogical recommendations suggested by a Special Interest Group (SIG) on the most innovative practices with respect to new media content authors (for content authoring or modification) and course designers (for unit creation). This extended community includes a wider collection of OER specialists. This collected evidence, in the form of video and audio interviews, has also been represented as multimedia assets potentially helpful for learning and useful as learning content in the New Media Space (See section 4 for further details).
Section 2 of this report introduces the concept of reusable learning content and reusability. Section 3 discusses an application created by the ICOPER community to enhance the opportunities for developing reusable content. Section 4 of this report provides an overview of the methodology used for the qualitative survey. Section 5 presents a summary of thematic findings. Section 6 highlights a list of recommendations for effective reuse of educational content, which were derived from thematic analysis described in Appendix A. Finally, section 7 summarises the key outcomes of this work
The INCF Digital Atlasing Program: Report on Digital Atlasing Standards in the Rodent Brain
The goal of the INCF Digital Atlasing Program is to provide the vision and direction necessary to make the rapidly growing collection of multidimensional data of the rodent brain (images, gene expression, etc.) widely accessible and usable to the international research community. This Digital Brain Atlasing Standards Task Force was formed in May 2008 to investigate the state of rodent brain digital atlasing, and formulate standards, guidelines, and policy recommendations.

Our first objective has been the preparation of a detailed document that includes the vision and specific description of an infrastructure, systems and methods capable of serving the scientific goals of the community, as well as practical issues for achieving
the goals. This report builds on the 1st INCF Workshop on Mouse and Rat Brain Digital Atlasing Systems (Boline et al., 2007, _Nature Preceedings_, doi:10.1038/npre.2007.1046.1) and includes a more detailed analysis of both the current state and desired state of digital atlasing along with specific recommendations for achieving these goals

The Measurement of Quality of Semantic Standards: the Application of a Quality Model on the SETU standard for eGovernment
eGovernment interoperability should be dealt with using high-quality standards. A quality model for standards is presented based on knowledge from the software engineering domain. In the tradition of action research the model is used on the SETU standard, a standard that is mandatory in the public sector of the Netherlands in order to achieve eGovernment interoperability. This results in improvement suggestions for the SETU standards, just as improvement suggestions for the quality model have been identified. Most importantly it shows that a quality model can be used for several purposes, including selecting standards for eGovernment interoperability
A commentary on standardization in the Semantic Web, Common Logic and MultiAgent Systems
Given the ubiquity of the Web, the Semantic Web (SW) offers MultiAgent Systems (MAS) a most wide-ranging platform by which they could intercommunicate. It can be argued however that MAS require levels of logic that the current Semantic Web has yet to provide. As ISO Common Logic (CL) ISO/IEC IS 24707:2007 provides a firstorder logic capability for MAS in an interoperable way, it seems natural to investigate how CL may itself integrate with the SW thus providing a more expressive means by which MAS can interoperate effectively across the SW. A commentary is accordingly presented on how this may be achieved. Whilst it notes that certain limitations remain to be addressed, the commentary proposes that standardising the SW with CL provides the vehicle by which MAS can achieve their potential.</p
Specifications and Development of Interoperability Solution dedicated to Multiple Expertise Collaboration in a Design Framework
This paper describes the specifications of an interoperability platform based on the PPO (Product Process Organization) model developed by the French community IPPOP in the context of collaborative and innovative design. By using PPO model as a reference, this work aims to connect together heterogonous tools used by experts easing data and information exchanges. After underlining the growing needs of collaborative design process, this paper focuses on interoperability concept by describing current solutions and their limits. Then a solution based on the flexibility of the PPO model adapted to the philosophy of interoperability is proposed. To illustrate these concepts, several examples are more particularly described (robustness analysis, CAD and Product Lifecycle Management systems connections)
