Requirements for such systems may be summarized as follows: (1) production cost; (2)miner safety; (3) miner health; (4) environmental impact; and (5) coal conservation.     This paper develops a dynamic framework to analyze the political sustainability of economic reforms in developing countries. First, we demonstrate that economic reforms that are proceeding successfully may run into a political impasse, with the reform’s initial success having a negative impact on its political sustainability. Second, we demonstrate that greater state capacity to make compensatory transfers to those adversely affected by reform, need not always help the political sustainability of reform, but can also hinder it. Finally, we argue that in ethnically divided societies, economic reform may be completed not despite ethnic conflict, but because of it

    The authors review the applications of noncooperative bargaining theory to waterrelated issues-which fall in the category of formal models of negotiation. They aim to identify the conditions under which agreements are likely to emerge and their characteristics, to support policymakers in devising the"rules of the game"that could help obtain a desired result. Despite the fact that allocation of natural resources, especially trans-boundary allocation, has all the characteristics of a negotiation problem, there are not many applications of formal negotiation theory to the issue. Therefore, the authors first discuss the noncooperative bargaining models applied to water allocation problems found in the literature.     The purpose of the paper is to review the applications of non-cooperative bargaining theory to water related issues – which fall in the category of formal models of negotiation. The ultimate aim is that of, on the one hand, identify the conditions under which agreements are likely to emerge, and their characteristics; and, on the other hand, to support policy makers in devising the “rules of the game” that could help obtain a desired result. Despite the fact that allocation of natural resources, especially of trans-boundary nature, has all the characteristics of a negotiation problem, there are not many applications of formal negotiation theory to the issue. Therefore, this paper first discusses the noncooperative bargaining models applied to water allocation problems found in the literature. Particular attention will be given to those directly modelling the process of negotiation, although some attempts at finding strategies to maintain the efficient allocation solution will also be illustrated. In addition, this paper will focus on Negotiation Support Systems (NSS), developed to support the process of negotiation. This field of research is still relatively new, however, and NSS have not yet found much use in real life negotiation.     Value and utility in a historical perspective

    Since value and utility are the highest profile abstractions that underlie an epoch’s intellectual climate and ethical principles, their evolution reflects the transformation of socioeconomic conditions and institutions. The “Classical Phase” flourished during the first global system, laissez-faire/metal money/zero multilateralism (GS1); the second, “Subjective/Utilitarian” phase marked the long transition to the current epoch of “Modern Subjectivism/General Equilibrium,” tied to the second and extant global system, mixed economy/minimum reserve banking/weak multilateralism (GS2). History has witnessed the material de-essentialization of value and substantialization of utility. But now the two concepts face a thorough transvaluation as the world’s combined demographic and economic expansion encounters ecological/physical limitations. An extended macrohistoric implosion may lead to a third form of global self-organization: two-level economy/maximum bank reserve money/strong multilateralism (GS3). If history unfolds along the suggested path, not only economics, but also thinking about economics would change. It would be considered an evolving hermeneutic of the human condition expressed through global-system-specific texts. The implied critical alteration, with the recognition of the entropy law’s importance as its focal point, matches the prediction of Swiss thinker Jean Gebser (1905-1973) about the impending mutation of human consciousness into its integral/arational structure. Such extrapolations form the context in which the fourth historical phase of value and utility is hypothesized, leading to the material re-essentialization of value and de-substantialization of utility

    Teacher Self-Efficacy and Implicit Theories of Intelligence: Implications for Novice Teacher Retention

    This is a study about the beliefs novice teachers hold about their own self-efficacy for teaching, their personal implicit theories of intelligence, and the influence those beliefs might have on new teachers’ intentions to remain in the teaching profession. The theoretical framework incorporates three elements: self-efficacy for teaching, implicit theory of intelligence, and intent to remain in the teaching profession. Using person centered analysis, I examined the ways in which teacher self-efficacy interacted with implicit theories of intelligence and how those beliefs may be related to novice teachers’ intent to remain in the profession. Cluster analysis identified profiles of teaching self-efficacy and implicit theories of intelligence in novice teachers, and ANOVA results suggest that teachers scoring in the higher ranges of self-efficacy for teaching and displaying a more incremental theory of intelligence report that they are more likely to remain in the teaching profession as their long-term career. Results are discussed as possible avenues for improving novice teacher retention in the U.S

    During this period effort was devoted to: formulation of system performance goals in the areas of production cost, miner safety, miner health, environmental impact, and coal conservation, survey and in depth assessment of promising technology, and characterization of potential resource targets. Primary system performance goals are to achieve a return on incremental investment of 150% of the value required for a low risk capital improvement project and to reduce deaths and disability injuries per million man-hour by 50%. Although these performance goals were developed to be immediately applicable to the Central Appalachian coal resources, they were also designed to be readily adaptable to other coals by appending a geological description of the new resource.
