Entre Bruxelas e Lisboa : a europeização das políticas educativas no Programa Novas Oportunidades
Tese de mestrado, Ciências da Educação (Formação de Adultos), Universidade de Lisboa, Instituto de Educação, 2010A presente investigação tem como objectivo explorar as relações existentes
entre a União Europeia e o Estado português na criação e implementação do
Programa Novas Oportunidades. Para o efeito, consideramos que estamos a
presenciar a criação de uma nova ordem educativa mundial, onde o nosso objecto de
estudo se inscreve.
Para compreendermos o que está na origem destes processos, afiliamos a
nossa investigação à abordagem, agenda globalmente estruturada para a educação,
que permitindo perceber a forma como o fenómeno de globalização se relaciona com
a educação, assim como as novas articulações e desígnios que constroem um novo
mandato para a educação. Assim, compreendemos que o processo de construção de
políticas educativas é, na actualidade, partilhado por um conjunto de actores, dos
quais se destacam as organizações internacionais, a União Europeia, e os próprios
Estados. Neste processo de transferência de autoridade nacional para instâncias
internacionais, descobrem fortes processos de regulação transnacionais e nacionais,
que moldam e adequam os sistemas educativos aos imperativos económicos globais.
Partindo desta conjuntura, construímos um dispositivo metodológico que nos
permitiu proceder à análise documental qualitativa dos discursos que norteiam a acção
da Estratégia de Lisboa e do Programa Novas Oportunidades, com o objectivo de
desconstruir os argumentos que legitimam a sua acção, e descobrir elementos
ideológicos e racionalidades estratégicas, que estão na origem desta nova ordem
educativa mundial.
Sendo o Programa Novas Oportunidades, uma das medidas políticas para
jovens e adultos pouco escolarizados com mais visibilidade em Portugal, e estando
este inserido num projecto europeu para a competitividade e desenvolvimento
económico europeu, tentámos identificar e perceber as relações que se estabelecem,
enquadrando-as num contexto de governação e regulação transnacional.This research aims to explore the relationship between the EU and the
Portuguese State in the creation and implementation of the New Opportunities
Program. To this end, we believe that we are witnessing the creation of a new
worldwide educational order, where our object of study fits.
To understand what is behind these processes, our research affiliate of the approach,
globally structured agenda for education, which allows understanding how the
phenomenon of globalization is related to education, as well as new joint designs and
building a new mandate for education. Thus, we understand that the process of
constructing educational policies is, at present, shared by a set of actors, among which
are international organizations, the European Union and the States themselves. In this
process of transfer the national authority to international bodies, they find strong
processes of national and transnational regulation, which shape and fit the educational
systems to the global economic imperatives.
From this juncture, we construct a methodological device that allowed us to
analyze qualitative document discourses that guide the action of the Lisbon Strategy
and New Opportunities Program, in order to deconstruct the arguments that legitimize
their actions and finding ideological elements and strategic rationalities, which are the
source of this new worldwide educational order.
As the New Opportunities Program, one of the policy measures for under
schooled youth and adults with more visibility in Portugal, and the latter being inserted
in a European project for European competitiveness and economic development, we
tried to identify and understand the relationships established, fitting them in a context of
governance and transnational regulation

A profissão académica nas universidades e as políticas de educação superior: os casos de Portugal e Espanha

nacionais distintos – Portugal e Espanha –, e no quadro das sucessivas reformas
universitárias das últimas quatro décadas, as transformações ocorridas nas condições e
nos contextos de trabalho da profissão académica em universidades públicas nestes dois
países. Para tal, partimos do princípio que não se pode estudar políticas educativas de
um país tendo apenas como contexto os aspectos sociais, políticos e económicos
circunscritos ao espaço nacional de um Estado-nação.
No campo teórico, procurámos compreender o conceito de «profissão
académica» na sua relação com a universidade, tendo como pano de fundo o actual
processo de reforma política que a universidade está a atravessar no contexto europeu,
convergente com a intenção de criar um novo modelo de universidade que conduza ao
proclamado Espaço Europeu de Educação Superior. Para tal, mobilizámos autores de
referência tanto do estudo da profissão académica como do campo das políticas
educativas do ensino superior.
O campo empírico, enquadrado numa investigação de natureza qualitativa e
centrado num «estudo colectivo de casos», mobiliza a análise resultante de um conjunto
de entrevistas a professores e investigadores de universidades públicas em Portugal e
Espanha. Não se tratando de um «estudo comparado», a comparação surge como
inevitável para conhecer como é que estes dois países respondem internamente a
directrizes políticas comuns convergentes com a intenção de criar um modelo de
universidade europeu.
Conclui-se que directrizes iguais conduzem a reformas políticas nacionais
diferentes, mas com impactos semelhantes. De entre estes, destaca-se a importância que
as reformas na política científica – por via do modelo de avaliação – têm tido na
reconfiguração dos contextos e das condições de trabalho da profissão académica, ao
ponto da utilização da expressão «professor universitário» não representar mais a
profissão académica: a docência deixou de ser o elemento chave na profissionalidade
deste grupo de profissionais.The dissertation analyses and studies the transformations that have taken place
in the working conditions and contexts of the academic profession in public universities
in two different countries – Portugal and Spain – and within the framework of
university reforms over the last four decades. For this purpose, it was assumed that it is
not possible to study a country’s education policies restricting the context to social,
political and economic aspects within each country’s national boundaries.
On a theoretical level, an understanding was sought of the concept of
“academic profession” in its relationship with the university, within the framework of
the current process of political reform that universities are undergoing in the European
context, in line with the aim to create a new university model that can lead to the future
European Area for Higher Education. A review was made of essential literature on both
the study of the academic profession and education policies in higher education.
The empirical investigation, involving qualitative research focusing on a
“collective study of cases”, analysed the results of a series of interviews of lecturers and
researchers at public universities in Portugal and Spain. While not intended to be a
“comparative study”, comparisons inevitable arose when studying how these two
countries respond internally to common political guidelines aimed at creating a
European university model.
It was concluded that the same guidelines lead to different national policy
reforms, although they may have similar impacts. One of these impacts is the
importance of academic policy reforms – through the assessment model – for the
reconfiguration of working contexts and conditions in the academic profession, to the
point where use of the expression “university teacher” no longer represents the
academic profession: teaching is no longer the key element in the professionalisation of
this group of professionals

This paper investigates transitional states of spaces between images, moving images, and the use of sketchbook/page works through a questioning and auto-ethnographic approach to research and practice. Viewing illustration as a refexive space, the investigations demonstrate exchangesbetween authorship, interaction, narrative, time, and space. Valuing the ‘in-between’ states that exist between the unfnished and fnished, the research questions notions of in-fux, moving, nebulous states. Through alternative publishing forms, the research concerns dissemination through emerging digital platforms
