    Building a Socio-technical Perspective of Community Resilience with a Semiotic Approach

    Situated in the diversity and adversity of real-life contexts facing crisis situations, this research aims at boosting the resilience process within communities supported by digital and social technology. In this paper, eight community leaders in different parts of the world are invited to express their issues and wishes regarding the support of technology to face social challenges. Methods and artefacts based on the Organisational Semiotics (OS) and the Socially-Aware computing have been applied to analyse and consolidate this data. By providing both a systemic view of the problem and also leading to the identification of requirements, the analysis evidences some benefits of the OS-based approach to consolidate perspectives from different real-life scenarios towards building a socio-technical solution

    Supporting Inter-Agency Collaboration in Emergency Management: Recurring Challenges Relevant for CSCW

    Emergency management requires effective collaboration between different agencies. This work implies several challenges due to a heterogeneous mix of actors with different procedures, practices, and support tools. Despite being focused in various research streams, emergency responders still report challenges with sharing information and establishing shared situational awareness in responding to complex events. The paper presents results from a large-scale digital tabletop exercise that illustrate recurring challenges related to support for collaborative procedures, a communication network structure combining several media, use of geocollaborative tools, and configuration of collaborative environments in co-located operations centers.     Toward Digital, Critical, Participatory Action Research: Lessons From The #BarrioEdProj

    The Education in our Barrios project, or #BarrioEdProj, is a digital critical participatory action research (D+CPAR) project that examines the interconnected remaking of public education and a New York City Latino core community in an era of racial capitalism. This article is a meditation on the ongoing development of #BarrioEdProj as an example of strategically coupling digital media with the theories and practices of critical participatory action research (CPAR). The author describes the project and the theoretical and political commitments that frame this project as a form of public and participatory science. The author then discusses some of the lessons that have been learned as the research group implemented the project and decided to move to a digital archiving model when our digital media design was initially ineffective. The author argues that rather than dropping digital media, engaged scholars must continue to explore the potentially transformative work that can come from carefully devised D+CPAR

    Knowledge as a Service Framework for Disaster Data Management

    Each year, a number of natural disasters strike across the globe, killing hundreds and causing billions of dollars in property and infrastructure damage. Minimizing the impact of disasters is imperative in today’s society. As the capabilities of software and hardware evolve, so does the role of information and communication technology in disaster mitigation, preparation, response, and recovery. A large quantity of disaster-related data is available, including response plans, records of previous incidents, simulation data, social media data, and Web sites. However, current data management solutions offer few or no integration capabilities. Moreover, recent advances in cloud computing, big data, and NoSQL open the door for new solutions in disaster data management. In this paper, a Knowledge as a Service (KaaS) framework is proposed for disaster cloud data management (Disaster-CDM), with the objectives of 1) storing large amounts of disaster-related data from diverse sources, 2) facilitating search, and 3) supporting their interoperability and integration. Data are stored in a cloud environment using a combination of relational and NoSQL databases.
