    Seafloor characterization using airborne hyperspectral co-registration procedures independent from attitude and positioning sensors

    The advance of remote-sensing technology and data-storage capabilities has progressed in the last decade to commercial multi-sensor data collection. There is a constant need to characterize, quantify and monitor the coastal areas for habitat research and coastal management. In this paper, we present work on seafloor characterization that uses hyperspectral imagery (HSI). The HSI data allows the operator to extend seafloor characterization from multibeam backscatter towards land and thus creates a seamless ocean-to-land characterization of the littoral zone

    Arctic Standards: Recommendations on Oil Spill Prevention, Response, and Safety in the U.S. Arctic Ocean

    Oil spilled in Arctic waters would be particularly difficult to remove. Current technology has not been proved to effectively clean up oil when mixed with ice or when trapped under ice. An oil spill would have a profoundly adverse impact on the rich and complex ecosystem found nowhere else in the United States. The Arctic Ocean is home to bowhead, beluga, and gray whales; walruses; polar bears; and other magnificent marine mammals, as well as millions of migratory birds. A healthy ocean is important for these species and integral to the continuation of hunting and fishing traditions practiced by Alaska Native communities for thousands of years.To aid the United States in its efforts to modernize Arctic technology and equipment standards, this report examines the fierce Arctic conditions in which offshore oil and gas operations could take place and then offers a summary of key recommendations for the Interior Department to consider as it develops world-class, Arctic-specific regulatory standards for these activities. Pew's recommendations call for improved technology,equipment, and procedural requirements that match the challenging conditions in the Arctic and for full public participation and transparency throughout the decision-making process. Pew is not opposed to offshore drilling, but a balance must be achieved between responsible energy development and protection of the environment.It is essential that appropriate standards be in place for safety and for oil spill prevention and response in this extreme, remote, and vulnerable ecosystem. This report recommends updating regulations to include Arctic specific requirements and codifying temporary guidance into regulation. The appendixes to this report provide substantially more detail on the report's recommendations, including technical background documentation and additional referenced materials.     Ocean governance: the New Zealand dimension

      The Oceans Governance project was funded by the Emerging Issues Programme, overseen by the Institute of Policy Studies at Victoria University of Wellington. Its primary goal is to provide interested members of the public and policymakers with a general overview and a description of the types of principles, planning tools and policy instruments that can be used to strengthen and improve marine governance in New Zealand. The major findings of this study are that the existing marine governance framework in New Zealand emphasises a traditional sector-by-sector approach to management and planning and that this fragmented governance framework contributes to a number of institutional challenges. In addition, the study identifies a number of factors that influence marine planning and decision-making in the country, including but not limited to; the relationships between economic use of marine resources and the maintenance of marine ecosystem services and goods; Māori interests, perspectives and treaty obligations; the role of international treaties and conventions; the synergistic and cumulative impacts of multiple use and climate disturbance on marine ecosystems, and the role of scientists and science in marine planning and decision-making.The report makes two general recommendations.  First, with respect to the territorial sea (which includes the marine area out to 12 nautical miles) the report recommends that regional councils develop integrative marine plans where conflict between users and users-ecosystems is likely to develop in the future.  Second, the report recommends the adoption of new role for central government to support an ecosystem-based approach to integrative marine planning and decision-making

    A Guide to Evaluating Marine Spatial Plans

    Marine spatial plans are being developed in over 40 countries around the world, to distribute human activities in marine areas more sustainably and achieve ecological, social, and economic objectives. Monitoring and evaluation are often considered only after a plan has been developed. This guide will help marine planners and managers, monitor and evaluate the success of marine plans in achieving real results and outcomes. This report emphasizes the importance of early integration of monitoring and evaluation in the planning process, the importance of measurable and specific objectives, clear management actions, relevant indicators and targets, and involvement of stakeholders throughout the planning process.

    Marine Spatial Planning: Case Studies

    With marine planning developing in many parts of the world, especially the E.U., U.S. and Australia, it is important for industry to be part of the creation of a shared vision for a marine area and the necessary elements (e.g., outreach, funding, boundaries) of such an effort. World Ocean Council, with funding from the Gordon and Betty Moore Foundation, undertook a project to inform and, as appropriate, engage a diverse range of ocean industries on marine planning and encourage the use of credible science and risk assessment.The project identified industry sectors and business categories and researched industry perspectives on marine planning in part through the following five case studies. These case studies were selected to provide a broad range of regions across the globe and MSP examples at different stages of design, implementation, monitoring and adaptive management. The case studies are based on interviews with many private sector and government sector participants of planning processes, online documents, maps and available information, and a review of MSP literature. Stakeholder feedback, benefits and challenges from these five case studies are incorporated into the WOC report Ocean Industries and Marine Planning.

    O&M Models for Ocean Energy Converters: Calibrating through Real Sea Data

    Of the cost centres that combine to result in Levelised Cost of Energy (LCOE), O&M costs play a significant part. Several developers have calculated component costs, demonstrating how they can become commercially competitive with other forms of renewable energy. However, there are uncertainties relating to the O&M figures that can only be reduced through lessons learned at sea. This work presents an O&M model calibrated with data from real sea experience of a wave energy device deployed at the Biscay Marine energy Platform (BiMEP): the OPERA O&M Model. Two additional case studies, utilising two other O&M calculation methodologies, are presented for comparison with the OPERA O&M Model. The second case study assumes the inexistence of an O&M model, utilising a Simplified Approach. The third case study applies DTOcean’s (a design tool for ocean energy arrays) O&M module. The results illustrate the potential advantages of utilising real sea data for the calibration and development of an O&M model. The Simplified Approach was observed to overestimate LCOE when compared to the OPERA O&M Model. This work also shows that O&M models can be used for the definition of optimal maintenance plans to assist with OPEX reduction.The authors are grateful to the European commission for funding the OPERA and EnFAIT projects as part of the Horizon 2020 framework.
