    Integration of first-principles methods and crystallographic database searches for new ferroelectrics: Strategies and explorations

    In this concept paper, the development of strategies for the integration of first-principles methods with crystallographic database mining for the discovery and design of novel ferroelectric materials is discussed, drawing on the results and experience derived from exploratory investigations on three different systems: (1) the double perovskite Sr(Sb1/2_{1/2}Mn1/2_{1/2})O3_3 as a candidate semiconducting ferroelectric; (2) polar derivatives of schafarzikite MMSb2_2O4_4; and (3) ferroelectric semiconductors with formula M2M_2P2_2(S,Se)6_6. A variety of avenues for further research and investigation are suggested, including automated structure type classification, low-symmetry improper ferroelectrics, and high-throughput first-principles searches for additional representatives of structural families with desirable functional properties.Comment: 13 pages, 5 figures, 4 table

    Effective medical surplus recovery

    We analyze not-for-profit Medical Surplus Recovery Organizations (MSROs) that manage the recovery of surplus (unused or donated) medical products to fulfill the needs of underserved healthcare facilities in the developing world. Our work is inspired by an award-winning North American non-governmental organization (NGO) that matches the uncertain supply of medical surplus with the receiving parties’ needs. In particular, this NGO adopts a recipient-driven resource allocation model, which grants recipients access to an inventory database, and each recipient selects products of limited availability to fill a container based on its preferences. We first develop a game theoretic model to investigate the effectiveness of this approach. This analysis suggests that the recipient-driven model may induce competition among recipients and lead to a loss in value provision through premature orders. Further, contrary to the common wisdom from traditional supply chains, full inventory visibility in our setting may accelerate premature orders and lead to loss of effectiveness. Accordingly, we identify operational mechanisms to help MSROs deal with this problem. These are: (i) appropriately selecting container capacities while limiting the inventory availability visible to recipients and increasing the acquisition volumes of supplies, (ii) eliminating recipient competition through exclusive single-recipient access to MSRO inventory, and (iii) focusing on learning recipient needs as opposed to providing them with supply information, and switching to a provider-driven resource allocation model. We use real data from the NGO by which the study was inspired and show that the proposed improvements can substantially increase the value provided to recipients

    The European Regional Crime Database: Data from the Book 'Crime in Europe'

    This paper contains a documentation of the EU regional crime database (EURCD). The EURCD is the basis of the analyses presented in our recently published book 'Crime in Europe' which, in turn, is the result of a research project conducted on behalf of the EU Commission. The EURCD is a panel dataset containing information on 12 Interpol crime categories (murder, sex offences, rape, serious assault, theft, aggravated theft, robbery and violent theft, breaking and entering, theft of motor cars, fraud, drug offences and total offences) across eight EU member states (Denmark, Germany, Spain, Italy, the Netherlands, Finland, Sweden and England & Wales) for the maximal period 1980-1998 (length of period depends on country and region). The spatial structure of the EURCD is organised according to Eurostat's NUTS-system, meaning that it contains data broken down into, for instance, German 'Kreise', Spanish 'Provincias' and Italian 'Provincias'. Crime data obtained for countries which, for reasons explained in the paper, could not (Belgium, Greece, Portugal) or only partly (England & Wales) be integrated into the analyses is (or will soon be) provided in country-specific files. There is a lack of data for Ireland and Luxemburg because regional crime data does not exist for these countries, and for France and Austria which refused to participate in the project. In order to allow multivariate analyses of the causes and consequences of crime the EURCD also contains a sizeable number of non-crime variables. By providing this data to the public we hope to enhance empirical crime research in Europe which until today has been denied adequate attention by both criminologists and economists.

    A quantum computer (QC) can solve many computational problems more efficiently than a classic one. The field of QCs is growing: companies (such as DWave, IBM, Google, and Microsoft) are building QC offerings. We position that software engineers should look into defining a set of software engineering practices that apply to QC's software.     Clustering of twitter technology tweets and the impact of stopwords on clusters

    Year of 2010 could be termed as the year in which Twitter became completely mainstream. Twitter, which started as a means of communicating with friends, became much more than its beginning. Now Twitter is used by companies to promote their new products, used by movie industry to promote movies. A lot of advertising and branding is now tied to Twitter and most importantly any breaking news that happens, the first place one goes and tries to find is to search it on Twitter. Be it the Mumbai attacks that happened in 2008, or the minor earthquakes that happened in Bay Area in 2010 or the twitter revolution cause of the Iran elections, most of the tech and not so tech savvy viewers were following twitter rather than any main stream news channels. In fact most of the breaking news now comes on Twitter because of the huge number of user base rather than the traditional mainstream media. The focus of this paper is clustering with the TF-IDF weighted mechanism of daily technology news tweets of prominent bloggers and news sites using Apache Mahout and to evaluate the effects of introducing and removing stop words on the quality of clustering.
