    Sustainability Standards and Stakeholder Engagement: Lessons From Carbon Markets

    Stakeholders play an increasingly active role in private governance, including development of standards for measuring sustainability. Building on prior studies focused on standards and stakeholder engagement, we use an innovation management theoretical lens to compare stakeholder engagement and standards developed in two carbon markets: the Climate Action Reserve and the U.N.’s Clean Development Mechanism. We develop and test hypotheses regarding how different processes of stakeholder engagement in standard development affect the number, identity, and age of stakeholders involved, as well as the variation and quality of the resulting standards. In doing so, we contribute to the growing literature on stakeholder engagement in developing sustainability standards

    Economic resilience and crowdsourcing platforms

    The increased interdependence and complexity of modern societies have increased the need to involve all members of a community into solving problems. In times of great uncertainty, when communities face threats of different kinds and magnitudes, the traditional top-down approach where government provides solely for community wellbeing is no longer plausible. Crowdsourcing has emerged as an effective means of empowering communities with the potential to engage individuals in innovation, self-organization activities, informal learning, mutual support, and political action that can all lead to resilience. However, there remains limited resource on the topic. In this paper, we outline the various forms of crowdsourcing, economic and community resilience, crowdsourcing and economic resilience, and a case study of the Nepal earthquake. his article presents an exploratory perspective on the link can be found between crowdsourcing and economic resilience. It introduces and describes a framework that can be used to study the impact of crowdsourcing initiatives for economic resilience by future research.     Toward a Better Understanding of Complex Emergency Response Systems: An Event-Driven Lens for Integrating Formal and Volunteer-Based, Participatory Emergency Responses

    abstract: Traditionally, emergency response is in large part the role and responsibility of formal organizations. Advances in information technology enable amateurs or concerned publics to play a meaningful role in emergency response. Indeed, in recent catastrophic disasters or crises such as the 2010 Haiti earthquake and the 2011 Japan earthquake and nuclear crisis, participatory online groups of the general public from both across the globe and the affected areas made significant contributions to the effective response through crowdsourcing vital information and assisting with the allocation of needed resources. Thus, a more integrative lens is needed to understand the responses of various actors to catastrophic crises or disasters by taking into account not only formal organizations with legal responsibilities, but also volunteer-based, participatory groups who actively participate in emergency response. In this dissertation, I first developed an “event-driven” lens for integrating both formal and volunteer-based, participatory emergency responses on the basis of a comprehensive literature review (chapter 1). Then I conducted a deeper analysis of one aspect of the event-driven lens: relationships between participatory online groups and formal organizations in crisis or disaster situations. Specifically, I explored organizational and technical determinants and outcomes of forming such relationships (chapter 2). As a consequence, I found out three determinants (resource dependence, shared understanding, and information technology) and two outcomes (inter-organizational alignment and the effectiveness of coordinated emergency response) of the relationship between participatory online groups and formal organizations and suggested seven hypotheses. Furthermore, I empirically tested these hypotheses, focusing on the 2015 Nepal earthquake case (chapter 3). As a result, I found empirical evidence that supports that shared understanding and information technology improve the development of the relationship between participatory online groups and formal organizations. Moreover, research findings support that the development of the relationship enhances inter-organizational coordination. Lastly, I provide implications for future research (chapter 4). This dissertation is expected to contribute to bridging the disconnect between the emergency management literature and the crisis informatics literature.     Environmental justice in the age of big data : challenging toxic blind spots of voice, speed, and expertise

    In recent years, grassroots environmental justice activists have increasingly used big data techniques for monitoring, recording, and reporting toxic environmental exposures. Despite the promise of big data for environmental justice, there is a need to address structural barriers to making toxic environmental exposures visible, and to avoid over-relying on new digital methods and techniques as a panacea for problems of voice. The emphasis of real-time analysis in crowdsourced and participatory big data is good at tracking the immediate aftermath of environmental disasters, but it misses slower-burning environmental problems that emerge over time. While big data more generally may have implications for understanding toxic exposure landscapes across different temporal and spatial scales, it is complex, difficult to analyze, and faces significant problems of reliability. There are three key blind spots of the ethos and practice of big data in relation to environmental justice: voice, speed, and expertise. In the context of increasing pressure to embrace new tools and technologies, it is also important to slow down and to reflect on the wider implications of the age of big data

    The Impact of Crowdsourcing on Organisational Practices:The Case of Crowdmapping

    In this paper, we investigate the possible impact of crowdsourcing on organisational practices. We answer the research question of whether and to what extent the practices of crowdmapping impact humanitarian organisations. To answer this question, we examine a crowdmapping initiative during a natural disaster. The data collection is based on forty interviews with different actors including crowdmappers, humanitarian organisations, government specialists and technology providers. Concepts from structuration theory are applied to conceptualise and make sense of the data. The findings reveal the process of change that took place in the practices of a humanitarian organisation. They also show that these changes recursively impacted the practices of crowdmapping. We then argue that there is a duality of change between the micro-practices of crowdmapping and the macro-practices of a humanitarian organisation. The implications of the study on research and practice are then discussed

    An investigation into the role of crowdsourcing in generating information for flood risk management

    Flooding is a major global hazard whose management relies on an accurate understanding of its risks. Crowdsourcing represents a major opportunity for supporting flood risk management as members of the public are highly capable of producing useful flood information. This thesis explores a wide range of issues related to flood crowdsourcing using an interdisciplinary approach. Through an examination of 31 different projects a flood crowdsourcing typology was developed. This identified five key types of flood crowdsourcing: i) Incident Reporting, ii) Media Engagement, iii) Collaborative Mapping, iv) Online Volunteering and v) Passive VGI. These represent a wide range of initiatives with radically different aims, objectives, datasets and relationships with volunteers. Online Volunteering was explored in greater detail using Tomnod as a case study. This is a micro-tasking platform in which volunteers analyse satellite imagery to support disaster response. Volunteer motivations for participating on Tomnod were found to be largely altruistic. Demographics of participants were significant, with retirement, disability or long-term health problems identified as major drivers for participation. Many participants emphasised that effective communication between volunteers and the site owner is strongly linked to their appreciation of the platform. In addition, the feedback on the quality and impact of their contributions was found to be crucial in maintaining interest. Through an examination of their contributions, volunteers were found to be able to ascertain with a higher degree of accuracy, many features in satellite imagery which supervised image classification struggled to identify. This was more pronounced in poorer quality imagery where image classification had a very low accuracy. However, supervised classification was found to be far more systematic and succeeded in identifying impacts in many regions which were missed by volunteers. The efficacy of using crowdsourcing for flood risk management was explored further through the iterative development of a Collaborative Mapping web-platform called Floodcrowd. Through interviews and focus groups, stakeholders from the public and private sector expressed an interest in crowdsourcing as a tool for supporting flood risk management. Types of data which stakeholders are particularly interested in with regards to crowdsourcing differ between organisations. Yet, they typically include flood depths, photos, timeframes of events and historical background information. Through engagement activities, many citizens were found to be able and motivated to share such observations. Yet, motivations were strongly affected by the level of attention their contributions receive from authorities. This presents many opportunities as well as challenges for ensuring that the future of flood crowdsourcing improves flood risk management and does not damage stakeholder relationships with participants

    The changing landscape of disaster volunteering: opportunities, responses and gaps in Australia

    There is a growing expectation that volunteers will have a greater role in disaster management in the future compared to the past. This is driven largely by a growing focus on building resilience to disasters. At the same time, the wider landscape of volunteering is fundamentally changing in the twenty-first century. This paper considers implications of this changing landscape for the resilience agenda in disaster management, with a focus on Australia. It first reviews major forces and trends impacting on disaster volunteering, highlighting four key developments: the growth of more diverse and episodic volunteering styles, the impact of new communications technology, greater private sector involvement and growing government expectations of and intervention in the voluntary sector. It then examines opportunities in this changing landscape for the Australian emergency management sector across five key strategic areas and provides examples of Australian responses to these opportunities to date. The five areas of focus are: developing more flexible volunteering strategies, harnessing spontaneous volunteering, building capacity to engage digital (and digitally enabled) volunteers, tapping into the growth of employee and skills-based volunteering and co-producing community-based disaster risk reduction. Although there have been considerable steps taken in Australia in some of these areas, overall there is still a long way to go before the sector can take full advantage of emerging opportunities. The paper thus concludes by identifying important research and practice gaps in this area

    Manufactured Scarcity: Countering Artificial Information Vacuums through Grassroot Risk Communications during the COVID-19 Pandemic

    Globally, the COVID-19 pandemic has not only revealed medical disparities between countries in terms of access to vaccines but has also unveiled huge rifts in knowledge and information flow regarding the pandemic and vaccination amongst the general public. With this in view, we will interrogate how grassroot communicators and social networking sites have worked alongside each other to disseminate information about the pandemic that counters the narratives provided by the state. As scholars of rhetoric, we intend to trace the ways in which professional communication and state disinformation produce information vacuums amongst citizens while also illuminating how localized resistance and social justice activism taking place through coalition building on social media, can disrupt and dismantle deficiency narratives and furthermore provide grassroot material support to those in dire need. In other words, drawing upon Ding’s Critical Contextualized Methodology, the proposed chapter will present a case study on Nepal by incorporating the petite narratives--after Lyotard--of “non-western cultural actors” (Ding, 2014, p. 30) in order to study the process and impact of alternative information flows during the time of risk and disaster, especially during the ongoing global pandemic
