    Safety policy and requirements for payloads using the Space Transportation System (STS)

    The Space Transportation Operations (STO) safety policy is to minimize STO involvement in the payload and its GSE (ground support equipment) design process while maintaining the assurance of a safe operation. Requirements for assuring payload mission success are the responsibility of the payload organization and are beyond the scope of this document. The intent is to provide the overall safety policies and requirements while allowing for negotiation between the payload organization and the STO operator in the method of implementation of payload safety. This revision provides for a relaxation in the monitoring requirements for inhibits, allows the payload organization to pursue design options and reflects, additionally, some new requirements. As of the issue date of this NHB, payloads which have completed the formal safety assessment reviews of their preliminary design on the basis of the May 1979 issue will be reassessed for compliance with the above changes

    Methodological developments for probabilistic risk analyses of socio-technical systems

    International audienceNowadays, the risk analysis of critical systems cannot be focused only on a technical point of view. Indeed, several major accidents have changed this initial way of thinking. As a result, there exist numerous methods that allow to study risks by considering on the main system resources: the technical process, the operator constraining this process, and the organisation conditioning human actions. However, few works propose to jointly use these different methods to study risks in a global approach. In that way, this paper presents a methodology, which is under development between CRAN, EDF and INERIS, allowing an integration of these different methods to probabilistically estimate risks. This integration is based on unification and structuring knowledge concepts; and the quantitative aspect is achieved through the use of Bayesian Networks. An application of this methodology, on an industrial case, demonstrates its feasibility and concludes on model capacities, which are about the necessary consideration of the whole causes for a system weakness treatment, and the classification of these contributors considering their criticality for this system. This tool can thus be used to help decision makers to prioritise their actions

    Application of multi-agents to power distribution systems

    The electric power system has become a very complicated network at present because of re-structuring and the penetration of distributed energy resources. In addition, due to increasing demand for power, issues such as transmission congestion have made the power system stressed. A single fault can lead to massive cascading effects, affecting the power supply and power quality. An overall solution for these issues can be obtained by a new artificial intelligent mechanism called the multi-agent system. A multi-agent system is a collection of agents, which senses the environmental changes and acts diligently on the environment in order to achieve its objectives. Due to the increasing speed and decreasing cost in communication and computation of complex matrices, multi-agent system promise to be a viable solution for today\u27s intrinsic network problems.;A multi-agent system model for fault detection and reconfiguration is presented in this thesis. These models are developed based on graph theory and mathematical programming. A mathematical model is developed to specify the objective function and the constraints.;The multi-agent models are simulated in Java Agent Development Framework and MatlabRTM and are applied to the power system model designed in the commercial software, Distributed Engineering Workstation(c) . The circuit that is used to model the power distribution system is the Circuit of the Future, developed by Southern California Edison.;The multi-agent system model can precisely detect the fault location and according to the type of fault, it reconfigures the system to supply as much load as possible by satisfying the power balance and line capacity constraints. The model is also capable of handling the assignment of load priorities.;All possible fault cases were tested and a few critical test scenarios are presented in this thesis. The results obtained were promising and were as expected

    Implementing the Information Technology Information Library (Itil) Framework

    This project proposes the implementation of the Information Technology Infrastructure Library (ITIL) framework for a mid-sized Real Estate Investment Trust (REIT) specializing in commercial warehouses. Due to rapid growth, lack of process and lack of business visibility, the Information Technology (IT) department struggles to provide highly reliable business systems that meet the requirements for the business. The gap in business relationships results in a negative image for the IT department and causes situations where individual business groups contract directly with outsourced IT providers. After developing the IT solution, the business group contacts the internal IT department for involvement with the deployment. The IT department must ensure the outsourced solution will work with internal IT systems or networks regardless of the technology stack or support model. Often, the costs associated with this last minute support are not captured or reported within the overall outsourced IT project. The IT department consulted with Forrester research and Capgemini to review the overall IT environment and process maturity. After performing the review and analyzing the findings, IT management determined that process improvement was required to improve overall IT services and IT service delivery speed. Rather than focus on what led to the decision to implement ITIL, this project will discuss how ITIL provided the foundation to ensure timely, consistent and reliable delivery of IT Services. ITIL also helped improve the IT departments\u27 image with the business by assisting in higher quality implementations and consistency resulting in less IT downtime and more controlled IT systems. When asked about the benefit of ITIL, Carie Zoellner-Buell, a VP of Global Infrastructure and Operations said, ITIL has taken the organization to a whole new level of operation that we were never able to attain in the past. Using ITIL based processes has allowed us to be much more effective in managing IT by adding structure and efficiency
