Contextuality and Information Systems: how the interplay between paradigms can help

Through this paper, we theorize on the meanings and roles of context in the study of information systems. The literatures of information systems and information science both explicitly conceptualize information systems (and there are multiple overlapping definitions). These literatures also grapple with the situated and generalizable natures of an information system. Given these shared interests and common concerns, this paper is used as a vehicle to explore the roles of context and suggests how multi-paradigmatic research ??? another shared feature of both information science and information systems scholarship ??? provides a means to carry forward more fruitful studies of information systems. We discuss the processes of reconstructed logic and logic-in-use in terms of studying information systems. We argue that what goes on in the practice of researchers, or the logic-in-practice, is typified by what we are calling the contextuality problem. In response, we envision a reconstructed logic, which is an idealization of academic practices regarding context. The logic-in-use of the field is then further explained based on two different views on context. The paper concludes by proposing a model for improving the logic-in-use for the study of information systems

An Approach to Argumentative Reasoning Servers with Multiple Preference Criteria

Argumentation is an attractive reasoning mechanism due to its dialectical and non monotonic nature, and its properties of computational tractability. In dynamic domains where the agents deal with incomplete and contradictory information, to determine the accepted or warranted information, an argument comparison criterion must be used. Argumentation systems that use a single argument comparison criterion have been widely studied in the literature. In some of these approaches, the comparison is xed and in others the criterion can be replaced in a modular way. In this work we introduce an argumentative server that provides recommendations to its client agents and the ability to decide how multiple argument comparison criteria can be combined. In the proposed formalism, the argumentative reasoning is based on the criteria selected by the client agents. Naval Integration into Joint Data Strategies and Architectures in JADC2

NPS NRP Technical ReportAs Joint capabilities mature and shape into the Joint All Domain C2 Concept, Services, COCOMs and Coalition Partners will need to invest into efforts that would seamlessly integrate into Joint capabilities. The objective for the Navy is to study the options for Navy, including Naval Special Warfare Command under SOCOM, on how to integrate Navy's data strategy and architecture under the unifying JADC2 umbrella. The other objectives are to explore alternatives considered by the SOCOM and the Air Force, which are responsible for JADC2 Information Advantage and Digital Mission Command & Control. A major purpose of Joint, Services/COCOMs, agencies and Coalition Partners capabilities is to provide shared core of integrated canonical services for data, information, and knowledge with representations for vertical interoperability across all command levels and JADC2, lateral interoperability between Naval Service/COCOMs, and any combination of JADC2 constituents, agencies, and coalition partners. Our research plan is to explore available data strategy options by leveraging previous NRP work (NPS-20-N313-A). We will participate in emerging data strategy by Navy JADC2 project Overmatch. By working with MITRE our team will explore Air Force JADC2 data strategy implemented in ABMS DataOne component. Our goal is to find a seamless integration between Naval Data Strategy and data strategies behind JADC2 Information Advantage and Digital Mission Command & Control capabilities. Our plan includes studying Service-to-Service and Service-to-COCOM interoperability options required for Joint operations with a goal to minimize OODA's loop latency across sensing, situation discovery & monitoring, and knowledge understanding-for-planning, deciding, and acting. Our team realizes JADC2 requires virtual model allowing interoperability between subordinate C2 for services, agencies, and partner. Without such flexible 'joint' intersection organizational principal hierarchical structure it would be impossible to define necessary temporal and spatial fidelities for each level of organizational command required for implanting JADC2. Research deliverables will document the results of the exploration of Joint, COCOM, Agency and Partner Data Strategies approaches as JADC2 interoperability options to the emerging JADC2. The normativity of code as law: towards input legitimacy

In the debate on how the new information and communication technologies impact on democratic politics the role played by the digital architecture seems to be surprisingly underrated. In particular, while a lot of attention has been paid to the possibilities that new technologies open up to democratic theory, few works have attempted to look at how democracy may help in shaping technologies. By adopting as a starting point the approach known as ‘code as law’, the paper aims at two objectives: to re-affirm the importance of discussing normative principles to guide the process of code writing in order to reinvigorate the debate; to claim the importance of input reasons when deciding which principles should be chosen. After having remarked that code is relevant for establishing democratic norms, the paper briefly tackles with the main attempts by European scholars to deal with this issue. Then, a couple of practical examples of how code impacts on democratic rights are sketched out. In the last section of the paper a shift from an output-based approach to the legitimacy of code to an input-based is openly advocated: an inquiry into the legitimacy of code should focus on its production

Collectives Action Theory and Practice of Public Policy: The Relationship between Public Policy and Collective Action

Collective action plays a critical role in the theory and practice of public policy. This paper tries to answer the following questions: Why is collective action important to a society and to the economy? What are the various ways in which collective action affects public policy and how public policy affects collective action? Why is collective action problematic, what have groups done to address these problems, and what are the implications (if any) of these actions? In answering these questions, the paper focuses on a broader perspective about the idea of collective action and the various ways in which it may be manifested and some of its exiting nuances. Carl Schmitt’s Fear: Nomos – Norm – Network

Carl Schmitt is still astonishingly present in the legal discourse. Yet instead of indulging in the study of his explicit ‘lesson’ and its possible impact on contemporary legal problems, it might be worthwhile to survey the primary cause of his greatest fear. Following this perspective, the article analyses Schmitt’s concept of the nomos, distinguishing it from the traditional normativist approach on the one hand and confronting it with a more recent understanding of law in terms of the network conception on the other. Thus Schmitt’s view of the developing legal system in the twentieth century proves to be relevant to our current efforts to grasp newly emerging legal phenomena in the twenty- -first century.
