    Educational economics plays an increasing role in university development. In order to attract students well developed curricula are needed and they are expected to contain a fair amount of digital resources, which are much more expensive to create than sheets of paper in the old days. The flip side is: they can be sold. Whereas hand-outs remained an obscure asset, suitably organized electronic courseware promises to become a major business. As "Learning Management Systems" offer comprehensive services to entire universities at substantial costs, university administrators try to channel traditional teaching into new formats, hoping to serve more students at lesser expense. One catchword, capturing those concerns, is "learning object". A learning object is the equivalent of a chunk of beef, registered according to some classificatory scheme, marked by a stamp of approval by some authority, deep-frozen and waiting for delivery. Here is a more respectable description. Learning objects are digital entities designed to be used (and re-used) in learning activities.[1] They are supposed to be independent of specific educational settings, disengaged from more comprehensive courses. Information pertaining to their educational, technical and legal status is to be captured by meta-data accompanying the objects. Learning object repositories (LORs) collect those molecular units and offer facilities for search and peer evaluation

    In search of excellence - Innovation contests to foster innovation and entrepreneurship in Portugal

    Numerous initiatives of different nature have taken place in Portugal over the recent years aiming at raising consciousness of the importance and advantages of innovation and entrepreneurship, persuading businesspeople to place innovation as strategic intent and encouraging would-be entrepreneurs to come forward with novel businesses ideas. Innovation contests are but one of such initiatives. From sporadic events before 2000, the phenomenon gained unprecedented dimension and growing sophistication at several levels, including the number of innovation contests launched annually, number and kind of organizations involved, volume and kind of prizes and support in business plan construction. Today, this is a popular means that a range of different organizations use to uncovering novel business ideas and promoting innovation and entrepreneurship. Based on a large data base purposefully built for this research by the author, this paper aims to describe the phenomenon of innovation contests in Portugal and characterize its evolution over the period 2000-2008. Findings show a general use of contests as instruments to promote and prize innovation across a range of target audiences going from high school students to established businesses; an increasing trend in the number of innovation contests launched annually in Portugal; high rates of rotation of the innovation contests launched annually over the period under analysis; a growing diversification in the type of promoters which is particularly clear from 2004 onwards; and that private firms, higher education institutions and business associations appear to be gaining a prominent role as promoters of innovation contests.Innovation contest, innovation, entrepreneurship, Portugal.

    Social media users often make explicit predictions about upcoming events. Such statements vary in the degree of certainty the author expresses toward the outcome:"Leonardo DiCaprio will win Best Actor" vs. "Leonardo DiCaprio may win" or "No way Leonardo wins!". Can popular beliefs on social media predict who will win? To answer this question, we build a corpus of tweets annotated for veridicality on which we train a log-linear classifier that detects positive veridicality with high precision. We then forecast uncertain outcomes using the wisdom of crowds, by aggregating users' explicit predictions. Our method for forecasting winners is fully automated, relying only on a set of contenders as input. It requires no training data of past outcomes and outperforms sentiment and tweet volume baselines on a broad range of contest prediction tasks. We further demonstrate how our approach can be used to measure the reliability of individual accounts' predictions and retrospectively identify surprise outcomes.Comment: Accepted at EMNLP 2017 (long paper

    The most significant copyright development of the twenty first century has not arisen through any law enacted by Congress or opinion rendered by the Supreme Court. Instead, it has come from the unorganized, informal practices of various, unrelated users of copyrighted works, many of whom probably know next to nothing about copyright law. In order to comprehend this paradox, one must look at what is popularly known as Web 2.0, and the growth of user-generated content in blogs, wikis, podcasts, mashup videos, and social networking sites like Facebook and MySpace. Although users often create new works of their own, sometimes the works are remixed with copyrighted content of others. The growth of user-generated content challenges the conventional understandings of copyright law under which copyrights are understood largely as static and fixed from the top down. Under this view, copyright holders are at the center of the copyright universe and exercise considerable control over their exclusive rights. Obtaining prior authorization from the copyright holder is typically assumed to be necessary for others legally to re-use the copyrighted work, apart from a fair or other permitted use (which often is not easy to determine in advance). This Article challenges the conventional account of copyright law, particularly as applied to Web 2.0. The formalist understanding of copyright law ignores reality. The Copyright Act is riddled with gray areas and gaps, many of which persist over time because so few copyright cases are ever filed and the majority of those filed are not resolved through a judgment. My core thesis is that informal copyright practices - i.e., practices that are not authorized by formal copyright licenses, but whose legality falls within a gray area of copyright law - effectively serve as important gap-fillers in our copyright system. The informal practices related to user-generated content provide a compelling example of this phenomenon. These practices make manifest three significant features of our copyright system that have escaped the attention of legal scholars: (i) our copyright system could not function without informal copyright practices; (ii) collectively, users wield far more power in influencing the shape of copyright law than is commonly perceived; and (iii) uncertainty in formal copyright law can lead to the phenomenon of warming, in which - unlike chilling - users are emboldened to make unauthorized uses of copyrighted works based on seeing what appears to be an increasingly accepted practice.     Social representation of competition and fraud

    Good citizenship includes fair competitive strategies. Dishonest competitive behaviour – such as fraud – can reflect the absence of one main characteristic of good citizenship as mindfulness of laws and social rules. This article investigates the social representation of competition and fraud with two samples of students from business schools in France and in Hungary. Two complementary studies were carried out with P. Vergùs’ associative method and C. Flament and M. L. Rouquette’s tools. The purpose of the first study (NFrench=104, NHungarian=107) is to characterize the central core of the respondents’ representation of both competition and fraud. On the basis of different cultural, historical and economic backgrounds, it was expected that the concepts of fraud and competition would overlap more extensively among Hungarian students than among French students. Results from the first study suggest only slight differences regarding the content of the representations; moreover, in both samples the representations of competition and fraud lacked significant overlap. Hungarian representations of competition and fraud are characterized by a lower level of coherence. Furthermore, academic cheating is mentioned more frequently by Hungarian students than by French students. Following the methodological guidelines of social representations, in order to confirm the results of the first study, a second investigation was carried out (NFrench=115, NHungarian=127) with an alternative associative method. These results confirmed the first study in terms of the content of the social representations and differences regarding coherence. Finally, in the case of Hungarian students a higher prevalence of reference to academic cheating, and links between fraud and competition were found. Hungarians’ competitive result orientation, linked social representations of competition and fraud via a higher prevalence of academic cheating which can refer to the weaker inclination of Hungarians in terms of rule keeping behaviours, which is one of the hallmarks of a good citizen
