    Applications of Negotiation Theory to Water Issues

    The purpose of the paper is to review the applications of non-cooperative bargaining theory to water related issues – which fall in the category of formal models of negotiation. The ultimate aim is that to, on the one hand, identify the conditions under which agreements are likely to emerge, and their characteristics; and, on the other hand, to support policy makers in devising the “rules of the game” that could help obtain a desired result. Despite the fact that allocation of natural resources, especially of trans-boundary nature, has all the characteristics of a negotiation problem, there are not many applications of formal negotiation theory to the issue. Therefore, this paper first discusses the non-cooperative bargaining models applied to water allocation problems found in the literature. Particular attention will be given to those directly modelling the process of negotiation, although some attempts at finding strategies to maintain the efficient allocation solution will also be illustrated. In addition, this paper will focus on Negotiation Support Systems (NSS), developed to support the process of negotiation. This field of research is still relatively new, however, and NSS have not yet found much use in real life negotiation.     Complex negotiations in multi-agent systems

    Los sistemas multi-agente (SMA) son sistemas distribuidos donde entidades autónomas llamadas agentes, ya sean humanos o software, persiguen sus propios objetivos. El paradigma de SMA ha sido propuesto como la aproximación de modelo apropiada para aplicaciones como el comercio electrónico, los sistemas multi-robot, aplicaciones de seguridad, etc. En la comunidad de SMA, la visión de sistemas multi-agente abiertos, donde agentes heterogÊneos pueden entrar y salir del sistema dinåmicamente, ha cobrado fuerza como paradigma de modelado debido a su relación conceptual con tecnologías como la Web, la computación grid, y las organizaciones virtuales. Debido a la heterogeneidad de los agentes, y al hecho de dirigirse por sus propios objetivos, el conflicto es un fenómeno candidato a aparecer en los sistemas multi-agente. En los últimos aùos, el tÊrmino tecnologías del acuerdo ha sido usado para referirse a todos aquellos mecanismos que, directa o indirectamente, promueven la resolución de conflictos en sistemas computacionales como los sistemas multi-agente. Entre las tecnologías del acuerdo, la negociación automåtica ha sido propuesta como uno de los mecanismos clave en la resolución de conflictos debido a su uso anålogo en la resolución de conflictos entre humanos. La negociación automåtica consiste en el intercambio automåtico de propuestas llevado a cabo por agentes software en nombre de sus usuarios. El objetivo final es conseguir un acuerdo con todas las partes involucradas. Pese a haber sido estudiada por la Inteligencia Artificial durante aùos, distintos problemas todavía no han sido resueltos por la comunidad científica todavía. El principal objetivo de esta tesis es proponer modelos de negociación para escenarios complejos donde la complejidad deriva de (1) las limitaciones computacionales o (ii) la necesidad de representar las preferencias de múltiples individuos.     Conflict Mediation and Culture: Lessons from the Gambia

    The issue of cultural variation in conflict mediation has attracted considerable interest, probably because of wide-ranging theoretical, methodological, and ethical implications. Scholars are raising increasing questions about both generic theories of the mediation process and past conceptualizations of the culture construct. This article reviews theoretical perspectives on culture and conflict mediation and discusses them in relation to fieldwork conducted in the Gambia among three ethnolinguistic groups. Some local and cross-cultural patterns in the mediation process were found. These patterns are associated with variables such as ethnicity, gender, and social status. However, comparative analysis on the individual level revealed considerable diversity in praxis, suggesting that cross-cultural studies should go beyond descriptions of group tendencies. Indeed, the amount of variation in the data implies a need to reconsider aspects of prevailing approaches to conflict mediation.     All negotiations in international organizations and all multilateral conferences are chaired by member state representatives or supranational officials, with mandates to manage the agenda, structure the deliberations, and broker agreements. Yet existing literature offers no coherent explanation of the sources of this institutional practice or its effects on negotiation outcomes. The intention in this paper is to present the first cut of a theory whose purpose it is to address this gap. The paper asks two main questions: What explains the emergence of the chair as a governance form in international negotiations? What determines the influence of the chair over multilateral bargaining outcomes

    Peacemakers, Patrons, & Politics: How International Mediation Leads to Local-Level Change in Protracted Conflicts

    The resolution of protracted (or “frozen”) conflicts in Cyprus and Kosovo has been a long-standing item on the agendas of the UN Security Council, European regional organizations, and powerful third states. This study conducts a multi-level analysis of conflict resolution in these protracted conflicts that conceptualizes actors within disputed territories not strictly as clients of powerful patron states, but as independent political actors with their own agency in conflict. While international negotiations proceed at one level, facilitated by international organizations and experienced mediators, actors ‘on the ground’ within ‘local regimes’ pursue their own interests and are often sites of conflict between hard-line ‘spoilers’ and more cooperative players who favor a settlement. In this study I conduct two in-depth case studies that trace the dynamics of local-level competition during negotiations to identify specific mechanisms that contribute to or spoil implementation of a settlement. Findings indicate that while powerful patron states (Turkey and Serbia) are willing to revise national policy towards the conflict when compensated by mediators (manipulative mediation), they face the uncertainty of local-level actors for whom a settlement is not necessarily beneficial. To reduce the uncertainty of potential ‘spoilers’ on the ground, patron states in turn manipulate local-level political competition to marginalize hardliners by altering reward structures and providing political patronage to cooperative players

    Investigation of an intelligent personalised service recommendation system in an IMS based cellular mobile network

    Success or failure of future information and communication services in general and mobile communications in particular is greatly dependent on the level of personalisations they can offer. While the provision of anytime, anywhere, anyhow services has been the focus of wireless telecommunications in recent years, personalisation however has gained more and more attention as the unique selling point of mobile devices. Smart phones should be intelligent enough to match user’s unique needs and preferences to provide a truly personalised service tailored for the individual user. In the first part of this thesis, the importance and role of personalisation in future mobile networks is studied. This is followed, by an agent based futuristic user scenario that addresses the provision of rich data services independent of location. Scenario analysis identifies the requirements and challenges to be solved for the realisation of a personalised service. An architecture based on IP Multimedia Subsystem is proposed for mobility and to provide service continuity whilst roaming between two different access standards. Another aspect of personalisation, which is user preference modelling, is investigated in the context of service selection in a multi 3rd party service provider environment. A model is proposed for the automatic acquisition of user preferences to assist in service selection decision-making. User preferences are modelled based on a two-level Bayesian Metanetwork. Personal agents incorporating the proposed model provide answers to preference related queries such as cost, QoS and service provider reputation. This allows users to have their preferences considered automatically

    Advances in Negotiation Theory: Bargaining, Coalitions and Fairness

    Bargaining is ubiquitous in real-life. It is a major dimension of political and business activities. It appears at the international level, when governments negotiate on matters ranging from economic issues (such as the removal of trade barriers), to global security (such as fighting against terrorism) to environmental and related issues (e.g. climate change control). What factors determine the outcome of negotiations such as those mentioned above? What strategies can help reach an agreement? How should the parties involved divide the gains from cooperation? With whom will one make alliances? This paper addresses these questions by focusing on a non-cooperative approach to negotiations, which is particularly relevant for the study of international negotiations. By reviewing non-cooperative bargaining theory, non-cooperative coalition theory, and the theory of fair division, this paper will try to identify the connection among these different facets of the same problem in an attempt to facilitate the progress towards a unified framework.Negotiation theory, Bargaining, Coalitions, Fairness, Agreements
