    Application of computer-aided dispatch in law enforcement: An introductory planning guide

    A set of planning guidelines for the application of computer-aided dispatching (CAD) to law enforcement is presented. Some essential characteristics and applications of CAD are outlined; the results of a survey of systems in the operational or planning phases are summarized. Requirements analysis, system concept design, implementation planning, and performance and cost modeling are described and demonstrated with numerous examples. Detailed descriptions of typical law enforcement CAD systems, and a list of vendor sources, are given in appendixes

    Is the responsibilization of the cyber security risk reasonable and judicious?

    Cyber criminals appear to be plying their trade without much hindrance. Home computer users are particularly vulnerable to attack by an increasingly sophisticated and globally dispersed hacker group. The smartphone era has exacerbated the situation, offering hackers even more attack surfaces to exploit. It might not be entirely coincidental that cyber crime has mushroomed in parallel with governments pursuing a neoliberalist agenda. This agenda has a strong drive towards individualizing risk i.e. advising citizens how to take care of themselves, and then leaving them to face the consequences if they choose not to follow the advice. In effect, citizens are “responsibilized .” Whereas responsibilization is effective for some risks, the responsibilization of cyber security is, we believe, contributing to the global success of cyber attacks. There is, consequently, a case to be made for governments taking a more active role than the mere provision of advice, which is the case in many countries. We conclude with a concrete proposal for a risk regulation regime that would more effectively mitigate and ameliorate cyber risk

    At the Nexus of Neoliberalism, Mass Incarceration, and Scientific Racism: the Conflation of Blackness with Risk in the 21st century

    This paper examines how the systems of power of neoliberalism, scientific racism, and mass incarceration intersect to construct and uphold the image of “black criminality” and “blackness as a risk” to society. Risk assessments used to determine prison sentencing exemplify this phenomenon. Histories of deliberate associations between blackness and criminality--through science, media, political rhetoric, and economic systems--create a field in which risk assessment is widely regarded as a useful and scientifically neutral tool in mass incarceration. Particular scientific, economic, and carceral circumstances culminating in the 21st century collude to elevate risk assessments into one aspect of a big data apparatus endowed with the capacity to predict and control future behaviors. The paper suggests future directions for scientific research to promote racial justice in the context of mass incarceration

    Lying takes time : a meta-analysis on reaction time measures of deception

    Lie detection techniques are frequently used, but most of them have been criticized for the lack of empirical support for their predictive validity and presumed underlying mechanisms. This situation has led to increased efforts to unravel the cognitive mechanisms underlying deception and to develop a comprehensive theory of deception. A cognitive approach to deception has reinvigorated interest in reaction time (RT) measures to differentiate lies from truths and to investigate whether lying is more cognitively demanding than truth telling. Here, we provide the results of a meta-analysis of 114 studies (n = 3307) using computerized RT paradigms to assess the cognitive cost of lying. Results revealed a large standardized RT difference, even after correction for publication bias (d = 1.049; 95% CI [0.930; 1.169]), with a large heterogeneity amongst effect sizes. Moderator analyses revealed that the RT deception effect was smaller, yet still large, in studies in which participants received instructions to avoid detection. The autobiographical Implicit Association Test produced smaller effects than the Concealed Information Test, the Sheffield Lie Test, and the Differentiation of Deception paradigm. An additional meta-analysis (17 studies, n = 348) showed that, like other deception measures, RT deception measures are susceptible to countermeasures. Whereas our meta-analysis corroborates current cognitive approaches to deception, the observed heterogeneity calls for further research on the boundary conditions of the cognitive cost of deception. RT-based measures of deception may have potential in applied settings, but countermeasures remain an important challenge

    Does competition enhance performance or cheating? A laboratory experiment

    In this paper we experimentally test whether competing for a desired reward does not only affect individuals’ performance, but also their tendency to cheat. Recent doping scandals in sports as well as forgery and plagiarism scandals in academia have been partially explained by „competitive pressures“, which suggests a link between competition and cheating. In our experiment subjects conduct a task where they have the possibility to make use of illegitimate tools to better their results. We find that women react much stronger to competitive pressure by increasing their cheating activity while there is no overall sex difference in cheating. However, the effect of competition on women’s cheating behavior is entirely due to the fact that women, on average, are doing worse with respect to the assigned task. Indeed we find that it is the ability of an individual to conduct a particular task and not sex that crucially affects the reaction to competition.
