    This study examines the membership structure of a large centralized cooperative from an organizational workability view. Structure is created by dividing membership organizationally, i.e., assigning different roles and tasks to different groups of members, as well as to individual members, and bringing coordination to these differentiations. The membership structure of the case cooperative was found large in number of members, highly differentiated, and well coordinated.     Changing Framework of Local Governance and Community Participation in Elementary Education in India

    In recent years, strengthening and better functioning of local governance have become prime concerns of educational reform agenda. Establishment of effective local governance has been part of overall changes in educational governance for several years in many countries including India. It is now widely recognized that effective local governance considerably impacts on access to education as well as the enrolment, retention and learning experiences of children in school. It is in this context, that this paper provides an overview of the changing framework of governance of elementary education and community participation in India with a special focus on its role in improving the participation of children. An attempt has also been made to examine the extent to which grassroots level functionaries and local bodies like panchayat and VEC are able to get involved in decision making processes and different approaches that have been taken by different states in regards to local governance of education. Drawing references from recent efforts made by different states, the paper has tried to establish a link between effectiveness of local governance and issues regarding access, equity and quality of school education. While discussing the changing framework of local governance, the paper critically examines the guiding principles of governance reform from two perspectives. ‘Top-down’ and ‘bottom-up’ approaches are discussed, in terms of ensuring the effectiveness of the system and empowering people for active participation in decentralized decision making process

    Assessment of the development of aquifer management councils (COTAS) for sustainable groundwater management in Guanajuato, Mexico

    Collective groundwater management by water users—self-regulation—is increasingly advocated as a complement to state regulation. This article analyzes the attempts by the Guanajuato State Water Commission (CEAG) in central Mexico to promote user self-regulation through the establishment and development of 14 Consejos TĂ©cnicos de Aguas (COTAS; Technical Water Councils). Based on a joint assessment by a former senior CEAG policy-maker and two researchers, Guanajuato’s groundwater-management policy is reviewed to understand why user self-regulation was less successful than expected. It concludes that increasing awareness and improving the knowledge base on groundwater is not enough to trigger self-regulation by groundwater users. A wider delegation of responsibilities to the COTAS is necessary, combined with: (1) functioning mechanisms for enforcing groundwater legislation, especially concerning well permits and pumped volumes, and (2) mechanisms that ensure the legitimacy and accountability of users’ representatives to both users and state agencie

    Governance, membership, and community : developing a regional consumer co-operative in Saskatchewan

    Retailers in rural Saskatchewan are having to contend with two predominant trends—rural and retail restructuring. Decreasing rural populations, increased consumer mobility, and the chronic instability of primary industries such as agriculture and forestry continue to impact rural communities in the province. The growing presence of multinational corporations, the drive for economies of scale, and the centralization of services into larger urban centers are all influencing the retail sector, particularly in rural areas. In response to these trends, retail co-operatives operating in Northern and Central Saskatchewan have joined a larger urban-based co-op in Prince Albert to form a regional co-operative. Co-operative theory suggests this regional structure may create internal obstacles for co-ops that differ from those of private firms, as co-operatives must consider the implications of reorganization on membership structures and member relations. While most of the empirical investigation has focused on large agricultural co-operatives, less attention has been afforded to consumer co-operatives.Through interviews with the delegates and managers of the Prince Albert Co-operative Association (PACA), this study examines how a multi-branch consumer co-operative has adapted to the present rural and retail milieu. It investigates the new relationships that have emerged among the key stakeholders including members, delegates, and managers as well as the new relations between the major structures, namely the branches and the central body. The research is a starting point for understanding how member and enterprise interests are mediated, communicated, and coordinated within a regional co-operative. Delegates are the focal point of the study as they play an integral role in all of these relations. The findings of the study suggest that while new relationships do form within a multi-branch system, the primary relationship between members and their local co-op branch remains relatively unaffected. Further, the study on the PACA adds to Fairtlough’s (2005) work on business structural forms called triarchies. It is argued that the integration of hierarchies, heterachies and responsible autonomy in the form of a federated network reinforces the staying power of the co-op in smaller communities
