Employment and Working Conditions of Selected Types of Platform Work

Platform work is a form of employment that uses an online platform to match the supply of and demand for paid labour. In Europe, platform work is still small in scale but is rapidly developing. The types of work offered through platforms are ever-increasing, as are the challenges for existing regulatory frameworks. This report explores the working and employment conditions of three of the most common types of platform work in Europe. For each of these types, Eurofound assesses the physical and social environment, autonomy, employment status and access to social protection, and earnings and taxation based on interviews with platform workers. A comparative analysis of the regulatory frameworks applying to platform work in 18 EU Member States accompanies this review. This looks into workers’ employment status, the formal relationships between clients, workers and platforms, and the organisation and representation of workers and platforms

Sun Devils Together: Breaking Stigmas on Student Homelessness

abstract: In universities, such as Arizona State, students are becoming homeless at an alarming rate. These homeless ASU students are often invisible, as seen through the lack of information on who they are and what resources the university has developed to help them. Typically, students arrive at university campuses with most of the resources required for them to pursue a degree. However, several economic factors such as unemployment or financial instability can impact these resources which influence students ability to stay enrolled in classes. This feature is reflected in the well understood concept of the starving student. Despite this paradigm, the fact remains that students under this stress are attending classes and are under financial stress to do so while being unable to meet their basic needs. These intertwined elements result in ASU students becoming exposed to cyclical needs-insecurities including homelessness. Therefore, the team decided to develop a project called Sun Devils Together which addresses the needs of ASUs students facing homelessness and overall aims to help increase the accessibility of available resources through reducing the silo effect that occurs due to lack of communication between different departments and increases faculty, staff, and student awareness regarding the issue. In order to achieve this, the team has collaborated with the Assistant Dean of Students to produce a training module for ASU faculty, professional staff, and students. The team is contributing information to the creation of a new website that will have all the resources available to students in one place. In addition, the team will create a coded pamphlet with a map of resources that will be given out to different departments around campus that students may potentially reach out to for help while informing those departments regarding the existence of other departments that work towards the same cause

The Disruption of Taxi and Limousine Markets by Digital Platform Corporations in Western Europe and the United States: Responses of Business Associations, Labor Unions, and Other Interest Groups

The entry of digital platform corporations, such as Uber, Lyft, and Taxify, into established taxi and limousine markets has severely challenged organized interest groups on both sides of the capital-labor divide as well as public policymakers who regulate these markets. Interest associations in different countries have regarded the market-disrupting strategies of platform corporations as either a unifying threat or as an opportunity to pursue and enforce their particularistic interests, and existing associational fields have shaped interest associations’ responses.The author compares California and Austria because of their distinctive traditions in valorizing the public participation of nonstate societal groups and interest associations in political and economic fields. By drawing on interest group theory and on sociological field theory, this paper demonstrates that both pluralist and neocorporatist associational fields have the potential to balance societal interests and to moderate power relations.Associational fields in California and Austria are contested societal orders whose ability to integrate all relevant societal interests has been disrupted. In California, the responses of business associations, trade unions, and labor groups to Uber reflect the fragmented state of pluralist associational fields. While diversity and competitive relations between interest groups are ideal-typical characteristics of pluralist associational fields, state actors do not serve as impartial mediators, and Uber has benefited from more favorable rules and conditions than those applied to taxi and limousine companies. In Austria, the responses of the highly centralized business and labor associations toward Uber reflect the strong disposition of the Chamber of Commerce and trade unions toward the logic of influence. However, that collective bargaining institutions or social partner agreements are not able to control the company points to the fragile and contested character of associational fields. It is nevertheless likely that the ongoing struggle for common rules for all market participants will reinforce neocorporatist associational fields

Study to gather evidence on the working conditions of platform workers VT/2018/032 Final Report 13 December 2019

Platform work is a type of work using an online platform to intermediate between platform workers, who provide services, and paying clients. Platform work seems to be growing in size and importance. This study explores platform work in the EU28, Norway and Iceland, with a focus on the challenges it presents to working conditions and social protection, and how countries have responded through top-down (e.g. legislation and case law) and bottom-up actions (e.g. collective agreements, actions by platform workers or platforms). This national mapping is accompanied by a comparative assessment of selected EU legal instruments, mostly in the social area. Each instrument is assessed for personal and material scope to determine how it might impact such challenges. Four broad legal domains with relevance to platform work challenges are examined in stand-alone reflection papers. Together, the national mapping and legal analysis support a gap analysis, which aims to indicate where further action on platform work would be useful, and what form such action might take

Detroit to Flint and Back Again: Solidarity Forever

For several years the authors have been working in Detroit with grassroots coalitions resisting Emergency Management. In this essay, we focus on how community groups in Detroit and Flint advanced common struggles for clean, safe, affordable water as a human right, particularly during the period of 2014 to 2016. We explore how, through a series of direct interventions – including public meetings and international gatherings, independent journalism and social media, community-based research projects, and citizen-led policy initiatives – these groups contributed to challenging neoliberal governance, to undermining the legitimacy of state officials and their policies, and to shifting public consciousness around the human right to water

COLLECTIVE ACTION IN A SMART LIVING PLATFORM ECOSYSTEM: THE ROLE OF PLATFORM LEADERSHIP AND PLATFORM OPENNESS

The growing popularity of mobile and internet-based services is increasingly changing the vision of smart homes from simple home automation to advanced ICT services which are accessible everywhere. Many small and large vendors and service providers across different industries are becoming more aware of the remarkable prospects in the smart living domain. Accordingly, several services bundled with different service platforms are emerging in the market, aiming at providing elderly-care, energy management, security or entertainment services. The overwhelming number of service platforms (mostly with proprietary standards and technologies) has made this domain even more complex and doubtful for users. While collective action between actors for developing common service platforms may solve the complexity and foster adoption of these services, the challenges of cooperation hinder many actors from joint attempts. In this paper, we study how inter-organizational cooperation for developing a common service platform for smart living services emerges. Specifically, we study the influence of platform leadership and platform openness on collective action. We do so by conducting a single case study on a unique collaborative elderly-care platform development project in Finland. The case was critical as it had all the required conditions (i.e. collective action for a common platform development project in the smart living domain) to test our propositions. The results indicate the important role of a central actor or platform leader in promoting and coordinating collaboration, even in the absence of strong interdependency in the ecosystem. We also found that most of the parties are motivated to cooperate for an open industry standard platform instead of a proprietary standard platform to allow easy integration of other services and devices to the platform. However, only under certain rules, the parties open up the business ecosystem and cooperate with new companies

Remoulding Welfare Britain: The Philosophy of the Big Society in Cameron’s Britain

Since the election of David Cameron as Conservative Party Leader there has been renewed interest in the functions and philosophies underpinning the responsibilities of the state. In 2008 David Cameron advanced the argument that Britain was ‘broken’. During the subsequent 2010 election campaign he put forward a remedy seeking to ‘fix’ Britain. David Cameron’s perception is that some social dynamics of our society are living without a comparable sense of social responsibility, seemingly devoid of any form of self control. Cameron’s narrative was in part enhanced by the several days of rioting in 2011. The subsequent rhetoric of the senior Coalition partner was given rocket boosters in selling this argument to the electorate, and that only the solutions offered by the Big Society could tackle this divide in Britain’s society

Collective awareness platforms and digital social innovation mediating consensus seeking in problem situations

In this paper we show the results of our studies carried out in the framework of the European Project SciCafe2.0 in the area of Participatory Engagement models. We present a methodological approach built on participative engagements models and holistic framework for problem situation clarification and solution impacts assessment. Several online platforms for social engagement have been analysed to extract the main patterns of participative engagement. We present our own experiments through the SciCafe2.0 Platform and our insights from requirements elicitation
