    Collaborative navigation as a solution for PNT applications in GNSS challenged environments: report on field trials of a joint FIG / IAG working group

    PNT stands for Positioning, Navigation, and Timing. Space-based PNT refers to the capabilities enabled by GNSS, and enhanced by Ground and Space-based Augmentation Systems (GBAS and SBAS), which provide position, velocity, and timing information to an unlimited number of users around the world, allowing every user to operate in the same reference system and timing standard. Such information has become increasingly critical to the security, safety, prosperity, and overall qualityof-life of many citizens. As a result, space-based PNT is now widely recognized as an essential element of the global information infrastructure. This paper discusses the importance of the availability and continuity of PNT information, whose application, scope and significance have exploded in the past 10–15 years. A paradigm shift in the navigation solution has been observed in recent years. It has been manifested by an evolution from traditional single sensor-based solutions, to multiple sensor-based solutions and ultimately to collaborative navigation and layered sensing, using non-traditional sensors and techniques – so called signals of opportunity. A joint working group under the auspices of the International Federation of Surveyors (FIG) and the International Association of Geodesy (IAG), entitled ‘Ubiquitous Positioning Systems’ investigated the use of Collaborative Positioning (CP) through several field trials over the past four years. In this paper, the concept of CP is discussed in detail and selected results of these experiments are presented. It is demonstrated here, that CP is a viable solution if a ‘network’ or ‘neighbourhood’ of users is to be positioned / navigated together, as it increases the accuracy, integrity, availability, and continuity of the PNT information for all users

    Barber Shops, Salons, and Spas: The Complexity – and Simplicity – Of Implementing Outreach and Enrollment Contracts Under The Affordable Care Act

    This article examines the implementation of The Patient Protection and Affordable Care Act (ACA) with a particular focus on the states’ contracted outreach and enrollment services. Having collected administrative and perceptual data from key informants, we examined outreach and enrollment contracts in six states that have reduced the uninsured rate by at least 20% of ACA-eligible population. Our findings suggest that the complexity of the law and its structure, as well as the characteristics of contracting were, in effect, “drowned out” by clear patterns of highly collaborative implementation that involved extensive chains of diverse outreach/enrollment actors. These networks – ranging from experienced health advocacy organizations to community members’ recruiting in local churches, schools and barbershops – were able to put into effect comparatively simple systems with clear, shared goals among on-the-ground actors who broke through the implementation complexity, thereby creating new capacity and achieving significant enrollment gains

    Towards an understanding of the consequences of technology-driven decision support for maritime navigation

    The maritime industry is undergoing a transformation driven by digitalization and connectivity. There is speculation that in the next two decades the maritime industry will witness changes far exceeding those experienced over the past 100 years. While change is inevitable in the maritime domain, technological developments do not guarantee navigational safety, efficiency, or improved seaway traffic management. The International Maritime Organization (IMO) has adopted the Maritime Autonomous Surface Ships (MASS) concept to define autonomy on a scale from Degrees 1 through 4.\ua0 Investigations into the impact of MASS on various aspects of the maritime sociotechnical system is currently ongoing by academic and industry stakeholders. However, the early adoption of MASS (Degree 1), which is classified as a crewed ship with decision support, remains largely unexplored. Decision support systems are intended to support operator decision-making and improve operator performance. In practice they can cause unintended changes throughout other elements of the maritime sociotechnical system. In the maritime industry, the human is seldom put first in technology design which paradoxically introduces human-automation challenges related to technology acceptance, use, trust, reliance, and risk. The co-existence of humans and automation, as it pertains to navigation and navigational assistance, is explored throughout this thesis. The aims of this thesis are (1) to understand how decision support will impact navigation and navigational assistance from the operator’s perspective and (2) to explore a framework to help reduce the gaps between the design and use of decision support technologies. This thesis advocates for a human-centric approach to automation design and development while exploring the broader impacts upon the maritime sociotechnical system. This work considers three different projects and four individual data collection efforts during 2017-2022. This research took place in Gothenburg, Sweden, and Warsash, UK and includes data from 65 Bridge Officers (navigators) and 16 Vessel Traffic Service (VTS) operators. Two testbeds were used to conduct the research in several full mission bridge simulators, and a virtual reality environment. A mixed methods approach, with a heavier focus on qualitative data, was adopted to understand the research problem. Methodological tools included literature reviews, observations, questionnaires, ship maneuvering data, collective interviews, think-aloud protocol, and consultation with subject matter experts. The data analysis included thematic analysis, subject matter expert consultation, and descriptive statistics.\ua0The results show that operators perceive that decision support will impact their work, but not necessarily as expected. The operators’ positive and negative perceptions are discussed within the frameworks of human-automation interaction, decision-making, and systems thinking. The results point towards gaps in work as it is intended to be done and work as it is done in the user’s context. A user-driven design framework is proposed which allows for a systematic, flexible, and iterative design process capable of testing new technologies while involving all stakeholders. These results have led to the identification of several research gaps in relation to the overall preparedness of the shipping industry to manage the evolution toward smarter ships. This thesis will discuss these findings and advocate for human-centered automation within the quickly evolving maritime industry

    Multisensor navigation systems: a remedy for GNSS vulnerabilities?

    Space-based positioning, navigation, and timing (PNT) technologies, such as the global navigation satellite systems (GNSS) provide position, velocity, and timing information to an unlimited number of users around the world. In recent years, PNT information has become increasingly critical to the security, safety, and prosperity of the World's population, and is now widely recognized as an essential element of the global information infrastructure. Due to its vulnerabilities and line-of-sight requirements, GNSS alone is unable to provide PNT with the required levels of integrity, accuracy, continuity, and reliability. A multisensor navigation approach offers an effective augmentation in GNSS-challenged environments that holds a promise of delivering robust and resilient PNT. Traditionally, sensors such as inertial measurement units (IMUs), barometers, magnetometers, odometers, and digital compasses, have been used. However, recent trends have largely focused on image-based, terrain-based and collaborative navigation to recover the user location. This paper offers a review of the technological advances that have taken place in PNT over the last two decades, and discusses various hybridizations of multisensory systems, building upon the fundamental GNSS/IMU integration. The most important conclusion of this study is that in order to meet the challenging goals of delivering continuous, accurate and robust PNT to the ever-growing numbers of users, the hybridization of a suite of different PNT solutions is required

    A low cost mobile mapping system (LCMMS) for field data acquisition: a potential use to validate aerial/satellite building damage assessment

    Among the major natural disasters that occurred in 2010, the Haiti earthquake was a real turning point concerning the availability, dissemination and licensing of a huge quantity of geospatial data. In a few days several map products based on the analysis of remotely sensed data-sets were delivered to users. This demonstrated the need for reliable methods to validate the increasing variety of open source data and remote sensing-derived products for crisis management, with the aim to correctly spatially reference and interconnect these data with other global digital archives. As far as building damage assessment is concerned, the need for accurate field data to overcome the limitations of both vertical and oblique view satellite and aerial images was evident. To cope with the aforementioned need, a newly developed Low-Cost Mobile Mapping System (LCMMS) was deployed in Port-au-Prince (Haiti) and tested during a five-day survey in FebruaryMarch 2010. The system allows for acquisition of movies and single georeferenced frames by means of a transportable device easily installable (or adaptable) to every type of vehicle. It is composed of four webcams with a total field of view of about 180 degrees and one Global Positioning System (GPS) receiver, with the main aim to rapidly cover large areas for effective usage in emergency situations.     Uniting The Front: A Qualitative Exploration Of The Community Health Worker Covid-19 Pandemic Response In Connecticut

    Background: Community health workers (CHWs) are becoming increasingly recognized for their contributions to community health. As the COVID-19 pandemic continues to devastate poor and underserved communities, leveraging CHWs’ experiences with vulnerable community members is key to developing an equity-centered pandemic response. This qualitative research study aimed to explore how CHWs have addressed emerging community needs and whether health and emergency management systems have fully integrated CHWs in the COVID-19 pandemic response. This study further aimed to assess, through CHWs perceptions, how well health systems have safeguarded CHWs’ health and wellbeing as they support impacted communities. Methods: CHWs and their managers who reside in the state of Connecticut were invited to participate in this qualitative study. Semi-structured, in-depth qualitative interviews of eight CHWs and three CHW managers were performed through Zoom. CHWs and CHW managers interviewed in this study ranged from 25 to 68 years of age and represented 6 distinct Connecticut-based organizations serving demographically diverse patient populations. Results: CHWs in this study reported undertaking new responsibilities in addition to former ones to respond to emerging community needs over the course of the COVID-19 pandemic, including (i) meeting patients’ housing, food, and mental health needs, (ii) providing COVID-19 and flu health education, (iii) connecting patients to COVID-19 and health services, and (iv) helping patients cope with experiences of racism. CHWs expressed having experienced pandemic-related strain on both their personal and professional lives and a desire but perceived inability to provide necessary resources to patients. Conclusions: This study documented specific ways by which CHWs addressed patients’ social and health needs prior to and during the COVID-19 pandemic. Given CHWs’ ability to bridge gaps between underserved patient populations and medical and public health communities, greater investment in CHWs would likely lead to improved community health outcomes. Additionally, increased integration of CHWs into health systems and activation of CHWs in policymaking would advance health equity
