    Natural disasters and household welfare : evidence from Vietnam

    As natural disasters hit with increasing frequency, especially in coastal areas, it is imperative to better understand how much natural disasters affect economies and their people. This requires disaggregated measures of natural disasters that can be reliably linked to households, the first challenge this paper tackles. In particular, a methodology is illustrated to create natural disaster and hazard maps from first hand, geo-referenced meteorological data. In a second step, the repeated cross-sectional national living standard measurement surveys (2002, 2004, and 2006) from Vietnam are augmented with the natural disaster measures derived in the first phase, to estimate the welfare effects associated with natural disasters. The results indicate that short-run losses from natural disasters can be substantial, with riverine floods causing welfare losses of up to 23 percent and hurricanes reducing welfare by up to 52 percent inside cities with a population over 500,000. Households are better able to cope with the short-run effects of droughts, largely due to irrigation. There are also important long-run negative effects, in Vietnam mostly so for droughts, flash floods, and hurricanes. Geographical differentiation in the welfare effects across space and disaster appears partly linked to the functioning of the disaster relief system, which has so far largely eluded households in areas regularly affected by hurricane force winds.Natural Disasters,Hazard Risk Management,Disaster Management,Climate Change Mitigation and Green House Gases,Adaptation to Climate Change

    Urban hydroinformatics: past, present and future

    This is the author accepted manuscriptHydroinformatics, as an interdisciplinary domain that blurs boundaries between water science, data science and computer science, is constantly evolving and reinventing itself. At the heart of this evolution, lies a continuous process of critical (self) appraisal of the discipline’s past, present and potential for further evolution, that creates a positive feedback loop between legacy, reality and aspirations. The power of this process is attested by the successful story of hydroinformatics thus far, which has arguably been able to mobilize wide ranging research and development and get the water sector more in tune with the digital revolution of the past 30 years. In this context, this paper attempts to trace the evolution of the discipline, from its computational hydraulics origins to its present focus on the complete socio-technical system, by providing at the same time, a functional framework to improve the understanding and highlight the links between different strands of the state-of-art hydroinformatic research and innovation. Building on this state-of-art landscape, the paper then attempts to provide an overview of key developments that are coming up, on the discipline’s horizon, focusing on developments relevant to urban water management, while at the same time, highlighting important legal, ethical and technical challenges that need to be addressed to ensure that the brightest aspects of this potential future are realized. Despite obvious limitations imposed by a single paper’s ability to report on such a diverse and dynamic field, it is hoped that this work contributes to a better understanding of both the current state of hydroinformatics and to a shared vision on the most exciting prospects for the future evolution of the discipline and the water sector it serves

    Now in its 11th edition, The Global Risks Report 2016 draws attention to ways that global risks could evolve and interact in the next decade. The year 2016 marks a forceful departure from past findings, as the risks about which the Report has been warning over the past decade are starting to manifest themselves in new, sometimes unexpected ways and harm people, institutions and economies. Warming climate is likely to raise this year's temperature to 1° Celsius above the pre-industrial era, 60 million people, equivalent to the world's 24th largest country and largest number in recent history, are forcibly displaced, and crimes in cyberspace cost the global economy an estimated US$445 billion, higher than many economies' national incomes. In this context, the Reportcalls for action to build resilience – the "resilience imperative" – and identifies practical examples of how it could be done.The Report also steps back and explores how emerging global risks and major trends, such as climate change, the rise of cyber dependence and income and wealth disparity are impacting already-strained societies by highlighting three clusters of risks as Risks in Focus.     More Than a Green Roof: An Analysis of Low Impact Development Policies and Practices

    While the concept of green infrastructure is becoming increasingly popular, practitioners and institutions that implement it have varying perspectives on its meaning. This case study aimed to understand how a medium-sized municipality defines green infrastructure as a concept and incorporates it into official policies and related development plans to encourage green stormwater management strategies. It further sought to understand how the analyzed policies and related plans stimulate low impact development implementation in response to climate change adaptation efforts. A content analysis of eight official documents was conducted to determine how the City of St. Catharines, Ontario defines green infrastructure and includes it in its policies and plans. NVivo 12 was used to gather the meaning of green infrastructure and related terms qualitatively. The findings discuss how green infrastructure was defined and incorporated, as well as the consistency of its usage and meaning across the sampled official documents

    Big Data has significant impact in developing functional smart cities and supporting modern societies. In this paper, we investigate the importance of Big Data in modern life and economy, and discuss challenges arising from Big Data utilization. Different computational intelligence techniques have been considered as tools for Big Data analytics. We also explore the powerful combination of Big Data and Computational Intelligence (CI) and identify a number of areas, where novel applications in real world smart city problems can be developed by utilizing these powerful tools and techniques. We present a case study for intelligent transportation in the context of a smart city, and a novel data modelling methodology based on a biologically inspired universal generative modelling approach called Hierarchical Spatial-Temporal State Machine (HSTSM). We further discuss various implications of policy, protection, valuation and commercialization related to Big Data, its applications and deployment

    Towards a risk register for natural capital

    1. Natural capital is essential for goods and services on which people depend. Yet pressures on the environment mean that natural capital assets are continuing to decline and degrade, putting such benefits at risk. Systematic monitoring of natural assets is a major challenge that could be both unaffordable and unmanageable without a way to focus efforts. Here we introduce a simple approach, based on the commonly used management tool of a risk register, to highlight natural assets whose condition places benefits at risk. 2. We undertake a preliminary assessment using a risk register for natural capital assets in the UK based solely on existing information. The status and trends of natural capital assets are assessed using asset–benefit relationships for ten kinds of benefits (food, fibre (timber), energy, aesthetics, freshwater (quality), recreation, clean air, wildlife, hazard protection and equable climate) across eight broad habitat types in the UK based on three dimensions of natural capital within each of the habitat types (quality, quantity and spatial configuration). We estimate the status and trends of benefits relative to societal targets using existing regulatory limits and policy commitments, and allocate scores of high, medium or low risk to asset–benefit relationships that are both subject to management and of concern. 3. The risk register approach reveals substantial gaps in knowledge about asset–benefit relationships which limit the scope and rigour of the assessment (especially for marine and urban habitats). Nevertheless, we find strong indications that certain assets (in freshwater, mountain, moors and heathland habitats) are at high risk in relation to their ability to sustain certain benefits (especially freshwater, wildlife and climate regulation). 4. Synthesis and applications. With directed data gathering, especially to monitor trends, improve metrics related to asset–benefit relationships, and improve understanding of nonlinearities and thresholds, the natural capital risk register could provide a useful tool. If updated regularly, it could direct monitoring efforts, focus research and protect and manage those natural assets where benefits are at highest risk
