    Partly Cloudy, Scattered Clients: Cloud Implementation in the Federal Government

    Since the issuance of a federal mandate in 2010 requiring federal government agencies in the United States of America to immediately shift to a “Cloud First” policy, agencies have struggled to adopt cloud computing. Previous research has examined hindrances to cloud computing adoption across industries in the private sector (Raza et al., 2015, Park and Ryoo, 2012, and Bhattacherjee and Park, 2012). While this research provides important insights on cloud computing adoption in the private sector, it devotes scant attention to challenges of cloud computing adoption in the federal government. This study seeks to fill this gap by examining the roles of Top Management Support and Information Security Awareness on cloud computing implementation success in the federal government. Institutional theory serves as the theoretical framework for this study

    Time, distance, and language have been traditional hurdles in the path of formal education in India. Information technology (IT) and communication and computing technologies have made available powerful tools to a large section of the population in India now a day. In India, Hundreds of languages are spoken. Literacy in urban areas is 80%, and rural literacy is 56%. India has 192 million illiterate women, which is nearly one -third of all illiterate women in the world. While the educational divide is wide and causes concern, traditional methods of bridging it are limited by physical and fiscal factors. The increas es in numbers of teachers have tapered off from 5.6% in the 1950s to 1.6% in the 1980s. The average teacher: student ratio at primary level is 1: 58 in rural regions. This will become worse if the field of education is not revolutionized using recent technologies like e -learning , m-learning etc. T-Learning is an emerging field. T-Learning is a combination of learning services and technology to provide high value integrated learning; anytime, anyplace. It is represented as the next evolution in the Education industry and a new phase in the Digital Convergence

    The main aim of the study is to review the literature related to the use of emerging technologies by university libraries. The primary objective of the study was to examine the core literature related to emerging technologies used in the university libraries and to find out the changing role of the university librarians in these technologically equipped modern libraries. The study also focuses on the attitude of library professionals towards this modern environment. The findings of the study are based upon four themes, they are: “status of emerging technologies in the university libraries”, “attitude of librarians towards the emerging technologies”, “technological compatibility among the professionals of the libraries” and “barriers in the implementation of emerging technologies”. Nevertheless, if there have been much researches performed at university libraries on emerging technologies, this study is obviously primarily aimed at improving understanding of these expanding technologies by the library and information sciences profession

    Hinders of Cloud Computing Usage in Higher Education in Iraq: A Model Development

    Cloud computing (CC) is a trendy technology that is being used in business and daily life. However, limited studies is found on higher education usage. The barriers and obstacles that confront the usage is not clear and in particular in developing countries. The purpose of this study is to examine the barriers and obstacle that confront the usage CC services in Barash University in Iraq. Using the technology organization environment framework and the internal external factor (IE-TOE), the study proposed the conceptual framework. The data was collected from academic, non-academic staff and students using convivence sampling technique. The data was analyzed using Smart PLS. The findings showed that organizational obstacle followed by technological, internal and external factors, and environmental factors are the most severe obstacles that confront the university in using CC services. Decision makers can benefit from the developed model to ease the implementation of CC
