This study explored the characteristics of the rhetorical discourse employed by Javanese legislative vote getters in the 2004 campaign in their efforts to win public support for their candidates. The data of the study were the discourses written by Javanese legislative vote getters of Indonesian political parties. SaveDisney.com and Activist Challenges: A Habermasian Perspective on Corporate Legitimacy

This study develops a Habermasian framework for evaluating and generating challenges to organizational legitimacy. The launch of the SaveDisney.com web site represents an innovative example of an Internet-based activist public successfully challenging a corporation’s legitimacy and advocating for changes in corporate governance. Legitimacy research has focused on strategies used by organizations to build legitimacy (e.g., Dowling & Pfeffer, 1975; Metzler, 2001), but scholars rarely address how publics challenge legitimacy claims. Using Habermas’ conceptualization of communicative action and legitimacy to explore the SaveDisney.com case offers insight into ways that activist publics successfully challenge and reject the legitimacy claims of powerful corporations

The Ethics of Lobbying: Testing an Ethical Framework for Advocacy in Public Relations

This study evaluates the ethical criteria lobbyists consider in their professional activities using Ruth Edgett’s model for ethically-desirable public relations advocacy. Data were collected from self-administered surveys of 222 registered lobbyists in Oregon. A factor analysis reduced 18 ethical criteria to seven underlying factors describing lobbyists’ ethical approaches to their work. Results indicate that lobbyists consider the following factors in their day-to-day professional activities: situation, strategy, argument, procedure, nature of lobbying, priority, and accuracy. This framework, derived from Edgett’s 10 criteria, illustrates the importance of context while incorporating ideas from recognized ethical theories

Philosophy into Practice? Community Policing Units and Domestic Violence Victim Participation

Much research has focused on the police response to domestic violence; however, relatively little research has considered performance differences of various types of police officers. Although there has been widespread adoption of community policing by police departments across the country, it is not conclusive as to whether units with a specific community policing philosophy perform better than traditional units when handling domestic violence calls. The current study addresses this issue by analyzing the factors associated with victim participation; specifically, do officers and detectives operating under a specific community policing mandate produce higher rates of victim participation? Bivariate and multivariate analyses indicate that victim participation rates did not differ by a community policing orientation; rather, situational factors exert the strongest effect on victim participation

Shaping Health Policy for Low-Income Populations: An Assessment of Public Comments in a New Medicaid Waiver Process

Since the Supreme Court decided that the Affordable Care Act\u27s (ACA) Medicaid expansion is optional for the states, several have obtained federal approval to use Section 1115 waivers to expand Medicaid while changing its coverage and benefits design. There has long been concern that policy making for Medicaid populations may lack meaningful engagement with low-income constituents, and therefore the ACA established a new process under which the public can submit comments on pending Medicaid waiver applications. We analyzed 291 comment letters submitted to federal regulators pertaining to Medicaid Section 1115 waiver applications in the first five states to seek such waivers: Arkansas, Indiana, Iowa, Michigan, and Pennsylvania. We found that individual citizens, including those who identified as Medicaid-eligible, submitted a sizable majority of the comment letters. Comment letters tended to mention controversial provisions of the waivers and reflected the competing political rhetoric of “personal responsibility” versus “vulnerable populations.” Despite the fact that the federal government seemed likely to approve the waiver applications, we found robust public engagement, reflecting the salience of the issue of Medicaid expansion under the ACA. Our findings are consistent with the argument that Medicaid is a program of growing centrality in US health politics

Theon and the history of the progymnasmata

This paper surveys the evidence for the technical literature on rhetorical progymnasmata. It concludes that the arguments for an early date for Theon’s Progymnasmata are inherently weak, and are inconsistent with the evidence for the text’s currency in late antiquity (especially the fact that it was translated into Armenian). Analysis of a dispute about the classification of Aelius Aristides On the Four in the fourth and fifth centuries shows that Theon and the Sopater whose Progymnasmata are quoted by John of Sardis are both likely to be teachers of rhetoric independently attested in fifth-century Alexandria. It is suggested that the pseudo-Hermogenean Progymnasmata are most likely to be the work of Minucianus; but this conjecture cannot be proved
