    Maternal Abusers: Underlying concerns for children

    Child sexual abuse is an emotive topic, which raises public fears and political concerns. Commonly the perpetrators of such abuse are male and their victims female, but evidence suggests that there are a significant number of female perpetrators as well. It is the perceived gendered nature of the crime that creates a stumbling block to the recognition of women who sexually abuse and can silence the child victims. Using data from a wider research project, this paper examines the ways in which female perpetrators rationalise their behaviours and in doing so considers what part these justifications play in silencing the child victims

    Effectiveness of Protection and Recovery Implementation for Child Victims of Sexual Violence

    In its development, the criminal justice system in Indonesia only positions child victims of sexual violence as reporters and witnesses. This is clearly unfair to victims who suffer material and non-material losses. The urgency of this research is that the regulation of restitution for child victims of sexual violence has resulted in the violation of rights and justice for children victims of sexual violence. This article aims to determine and analyze the effectiveness of implementing restitution for child victims of sexual violence. The type of approach used is the normative juridical method. The results of the research show that the effectiveness of implementing the protection and recovery of child victims of sexual violence has not been effective, This is due to the lack of implementation of restitution for child victims of sexual violence which ultimately also hinders the implementation of rehabilitation for child victims of sexual violence. The obstacles that influence this are legal regulations which still do not explicitly and clearly contain the implementation of restitution. This culturally also hinders the system of implementing restitution for child victims of sexual violence. Solutions that can be implemented are efforts to provide counseling, improve facilities and infrastructure in efforts to prevent and eradicate sexual abuse against children, the need for a safe house for child victims of sexual abuse during the legal process, provide understanding to victims regarding their rights, and it is necessary to regulate the amount of restitution for child victims of sexual violence

    Amber J. Powell - Blaming the Victim: A Look at Sexual Assault Adjudication in the Milwaukee County Courthouse

    Even though several studies explore common themes in victim-blaming strategies amongst adult sexual assault cases, very few address how these techniques are used to blame and discredit child sexual assault victims. Therefore, this study compared the cultural narratives used by defense attorneys to blame adult and child sexual assault victims in the courtroom. The study sample consisted of 18 sexual assault cases (5 adult victims and 13 child victims) in three branches of the Milwaukee county courthouse in Milwaukee Wisconsin. The defendants and victims in these cases represent a various ethnicities, ages, and social economic backgrounds. Employing a mixed-methods approach, this study used ethnographic observational data, archival research, and secondary data analysis to compare victim-blaming strategies during jury trials and sentencing hearings. Observational data was collected between May and June 2013, while secondary data was collected between September 2011 and May 2012. Archival data was provided by Consolidated Court Automation Programs (CCAP) and shows records of cases in the Wisconsin Circuit Courts. Jury trials and sentencing hearings play an important role in comprehending victim blaming because defense attorneys often use those times as an opportunity to discredit the victim. Results show that the narratives utilized work to hold adult and child victims as unbelievable across a variety of themes relating to consent, reliability, and corroboration. A narrative of rebelliousness was also invoked particularly as it pertained to child victims.     Sexual and violent recidivism by offender type and actuarial risk : reoffending rates for rapists, child molesters and mixed-victim offenders

    The current study examines sexual and violent reoffence rates for a sample of 2474 sexual offenders over an average of 15 years following release from prison. Reoffence rates are reported as a function of the offenders\u27 victim type and level of risk as assessed by the Automated Sexual Recidivism Scale, a computer scored measure of relevant historical risk factors. Observed sexual recidivism rates for offenders with child victims, adult victims, and mixed victims were quite similar. Results indicate that offenders with exclusively female child victims not only showed a lower rate of sexual reoffending, but that the reoffence rates were relatively low across all levels of actuarial risk. In contrast, those with male child victims and adult victims showed a pronounced escalation of reoffence rates as actuarial risk increased. Results also indicated that adult victim offenders are less consistent in the victim type of their reoffences, with 37% sexually reoffending against child victims. Finally, combined rates of sexual and violent reoffending were particularly high for those with adult victim sexual offence histories.     Sexual Offences Courts: Better justice for children?

    Child victims of sexual abuse are vulnerable witnesses who experience trauma and secondary victimisation when they testify in sexual abuse cases. Sexual Offences Courts aim to alleviate this problem in various ways. The main focus of this article is to examine the prescribed blueprint for Sexual Offences Courts in order to determine whether blueprint-compliant Sexual Offences Courts contribute to better justice for child victims of sexual offences. Each blueprint requirement is therefore analysed with the aim of determining whether possible advantages for child victims can be identified.The conclusion is reached that substantial advantages for child victims are provided by blueprint compliant Sexual Offences Courts. By 2005 54 Sexual Offences Courts were established countrywide and official statistics indicate that these courts are very successful. However, despite numerous commitments by government to establish more of these courts, a moratorium on the establishment of new courts was announced. It is argued that blueprint compliant Sexual Offences Courts do indeed provide better justice for children and therefore more of these courts should be established at a much faster rate

    The Importance of Counselor Communication Management in Trauma Recovery for Child Victims of Sexual Violence

    Children who are vulnerable to experiencing sexual violence have limited knowledge and experience, so it is challenging to understand acts of violence that occur to them and how to respond to them. This condition makes it increasingly difficult for them to open up and express the traumatic event. The conditions like this will complicate trauma recovery efforts by counselors. This study aims to reveal counselor communication management that examines, among other things, manpower planning management, case management, and the importance of communication management in the trauma recovery process of child victims of sexual violence. A two-year longitudinal qualitative case study was conducted to find reasons and reveal the importance of communication management for counselors in the recovery of trauma from child victims of sexual violence using data through in-depth interviews, observation, and documentation studies from 14 informants at the Center for the Protection of Women and Children. The study results show that counselor communication management is vital to ensure that the process of handling child victims of sexual violence runs properly. This communication management is expected to be a way for the counselor to carry out his duties properly where he can manage himself, manage communication with child victims of sexual violence and manage communication with related parties, both internal and external
