    Justify or die? - using contingent valuation of service provision in a UK public library

    The public library service in the UK is currently under pressure to justify its existence. An Audit Commission report suggested that if current borrowing rates for libraries continue into the future, libraries would be effectively issuing no books by 2020. Recently the Coates Report asserted about book loans that, "in simple terms, if a service is without separate charge and the public decides not to use it, then the service is de facto without any value to these individuals". Yet Coates' simplistic notions of the services public libraries provide lies at the heart of the problem. Performance indicators based on book loans are unable to assess 'the totality of library effectiveness'. Conversely, qualitative analysis, interviewing users about service impact, shows that libraries 'promote social cohesion and community confidence'. However qualitative findings are by nature not quantitative and not comparable. To try to produce a measure for service quality, contingent valuation was chosen. It elicits economic value judgements from users on both services they use and services they do not use. A major independent study using contingent valuation was conducted by the Department of Computer and Information Sciences at the University of Strathclyde on East Renfrewshire Library Services, near Glasgow, which is recognised as an exemplary public library service. The study revealed the inability of contingent valuation to adequately assess the complex mix of services provided. The study concludes that an urgent rethink is required regarding measures for public library service evaluation

    High Tech or High Risk: Moral Panics about Girls Online

    Part of the Volume on Digital Young, Innovation, and the Unexpected We argue that the current moral outrage and national panic over the risks of victimization faced by girls on the Internet has nothing to do with risks faced by girls on the Internet. Based on historical, cross-cultural, and discourse analyses, we draw four conclusions. Each and every time a new communication technology is introduced, it spurs very public fears on the part of parents and educators, putatively about the effects of that technology on girls' (sexual) innocence. The statistics show that predatory behavior on adolescent girls has a certain profile that has either not changed over the decade since the Internet became popular, or has improved over time. The Internet dangerously unfetters girls' spaces and risks changing our image of what girls can do, and where they can go. This challenges the social order. Girls' masterful use of the Internet also challenges the view that technology is dangerous and an inappropriate interest for girls, and in this sense the moral panic around girls online is a way of policing the relationship between girls and technology

    The Understanding and addressing digital disadvantage in Wimmera Southern Mallee Project (the project) explored the challenges Wimmera Southern Mallee residents, focusing on low-income individuals and families, small/micro businesses and migrant groups have in accessing and effectively engaging with digital technology to help guide future regional actions. The project team interviewed 31 people from across five Local Government areas in the Wimmera Southern Mallee (Hindmarsh, West Wimmera, Northern Grampians, Horsham Rural City and Yarriambiack) who have low engagement with digital technology and/or limited internet access, as well as a representative sample of those who work to support those with low digital literacy. Ethnographic research was undertaken to understand the factors that impact on digital engagement and accessibility across the three key demographic groups in the study area. The research investigated people’s access to hardware (e.g. computers, phones and tablets) as well as networks (internet plans and connections – broadband, satellite, mobile etc.). Understanding the challenges in engaging with and interpreting digital technology will help inform future advocacy and policy responses for this region. The research will also facilitate better targeting of information and support to Wimmera Mallee residents to actively improve uptake, access, and engagement. This is important, as the region has been identified as having the lowest digital literacy of any area in Victoria (Australian Digital Inclusion Index 2020)

    This report analyzes four different avenues of accessibility as they pertain to digital exhibits and academic research. Using Simon Fraser University’s Aldus@SFU Digitized Collection as a case study, this report looks at accessibility through the avenues of digitization, openness, publicness, and functionality to break down the current and future needs of diverse audiences. While accessibility is a complex topic, this report breaks down the needs of several different user groups and outlines what can be done to fulfill those needs and create content that is universally available and accessible

    Teaching and Professional Fellowship Report 2007-2008 : Make the Numbers Count, Improving students' learning experiences through an analysis of Library and Learning Resources data

    Feedback on Library and Learning Resources (LLR) services and support at the University of the Arts London (UAL) is received from a very extensive range of sources. However, although a considerable quantity of information is available for analysis, it remains very difficult for LLR staff to extract meaningful data from these numerous sources, which can reveal, in depth, the true, individual student experience of LLR services. LLR is aware that there is a lot that is not known, or is not being asked of our students, about their individual experience, which could prove extremely helpful for effective decision-making and service design and delivery. In particular, LLR is interested in identifying and resolving issues of access and support for students currently studying at UAL who are from under represented groups in higher education. Make the numbers counts has enabled the Fellowship Team to move beyond looking at usage figures, gate counts, numbers of issue and renewal transactions, borrower numbers and percentage satisfaction levels, and to extend and add to our knowledge-base of what students at UAL really think and feel about academic libraries. It has enabled us to explore how individual students make use of the services and support provided by LLR. The qualitative data collected through this project has been compared to existing sources of information and to staff experience and understanding of the issues raised, to see if the findings of our research challenge or correlate with other evidence which relates to LLR use and non-use. The focus of the Fellowship has been to explore the particular experience of students who are the first in their family to go to university and who are currently studying at Camberwell, Chelsea and Wimbledon (CCW) and the London College of Communication. Research has shown that this group of students is important amongst the range of students who are now entering higher education through the expansion of participation in university and tertiary-level study. Talking to first generation students was a key element of the project and the greatest source of learning for the Project Team

Public museums are committed to spreading knowledge and to making their collections accessible. When it comes to images of their holdings, however, they often follow a restrictive policy. Even for works in the public domain they claim copyright for their reproductive photographs.
