    Minimum commuting distance as a spatial characteristic in a non-monocentric urban system : the case of Flanders

    This paper focuses on regional variations in commuting trip lengths by calculating minimum (required) commuting distances, along with excess commuting rates. The study contributes to the excess commuting research framework from a regional perspective, both by stressing the specific characteristics of urban networks with overlapping commute areas, and by putting forward an alternative method for calculating spatially disaggregated values. A case study in the north of Belgium shows that large variations in minimum commuting distances occur. This in turn identifies to a large extent opportunities for shrinking commuting distances by influences such as rising fuel prices, compact urban planning, extreme congestion or dissuasive traffic policies

    Managing the national road network maintenance in Spain

    The Spanish Ministry of Public Works manages the National Road Network, which consists in 27,000 km. In 1992, the average age of pavements was 7.2 years, whereas at present it has increased to 9 years. The great heterogeneity of pavements, the constant increase in the network length and its gradual aging demand important budgets but also agile technical, economic and administrative management models. The Subdirectorate of Maintenance and Operation is responsible of management systems for this network, now helped by the engineering consultancy GETINSA. This communication shows the actual state of the pavement management that consists in an Integrated Database System comprising many parameters both about technical values and administrative follow-up of actions. It is connected to various pavement evolution models that allow managers to predict the future state of the roads, then to establish a maintenance policy. Finally, the Management System calculates a maintenance plan, detailing actions to be done in each section in a multi-year scenario, so that the investment and the road quality are optimised. The Management System software combines analytical formula with geographical information, used for representing results as well as part of the forecast and optimisation models, using the modern technology of “dynamic segments”. Attention has been paid to conciliate the operational organisation of maintenance works with the fact that optimal needs are detailed for each road section in too short distances to be executed separately. The communication starts analysing other existing Pavement Management Systems, then describes the Spanish situation and justifies which Pavement Management System is needed. The body of the text covers the description of the functionalities and design assumptions of the new System. Finally, the conclusions present some future evolutions for the Spanish Management Systems and the possibility to generalise its use to other road networks, either for pavement or other assets.

    Active networks: an evolution of the internet

    Active Networks can be seen as an evolution of the classical model of packet-switched networks. The traditional and ”passive” network model is based on a static definition of the network node behaviour. Active Networks propose an “active” model where the intermediate nodes (switches and routers) can load and execute user code contained in the data units (packets). Active Networks are a programmable network model, where bandwidth and computation are both considered shared network resources. This approach opens up new interesting research fields. This paper gives a short introduction of Active Networks, discusses the advantages they introduce and presents the research advances in this field

    The services sector strategic development unites a multitude of economic and managerial aspects and is one of the most important problems of economic management. Many researches devoted to this industry study are available. Most of them are performed in the traditional aspect of the voluminous calendar approach to strategic management, characteristic of the national scientific school. Such an approach seems archaic, forming false strategic benchmarks. The services sector is of special scientific interest in this context due to the fact that the social production structure to the services development model attraction in many countries suggests transition to postindustrial economy type where the services sector is a system-supporting sector of the economy. Actively influencing the economy, the services sector in the developed countries dominates in the GDP formation, primary capital accumulation, labor, households final consumption and, finally, citizens comfort of living. However, a clear understanding of the services sector as a hyper-sector permeating all spheres of human activity has not yet been fully developed, although interest in this issue continues to grow among many authors.     Public transportation in UK viewed as a complex network

    In this paper we investigate the topological and spatial features of public transport networks (PTN) within the UK. Networks investigated include London, Manchester, West Midlands, Bristol, national rail and coach networks during 2011. Using methods in complex network theory and statistical physics we are able to discriminate PTNs with respect to their stability; which is the first of this kind for national networks. Moreover, taking advantage of various fractal properties we gain useful insights into the serviceable area of stations. These features can be employed as key performance indicators in aid of further developing efficient and stable PTNs.Comment: 23 pages, 9 figure

    The objective of the report is to produce qualitative analysis of the evolution of the transport system after important infrastructure investment project, and also to produce quantitative indicators.     European Regional Science: Between Economy of Culture and Economy of Catastrophes (Review of the ERSA 2005 Amsterdam Congress Reports)

    ERSA Congress can be seen as laboratory of ideas with broad representation not only European, but also scientists from US, Japan, Korea, Brazil, African and Asian countries. With very high speed new thoughts and phenomena from the European regional scientific community appear on the stages of the ERSA annual Congresses. Three new features were characteristic for the 2005 ERSA Congress in comparison with the previous ones. First, special focus on the factors of density in the regional development. That was not surprising as the meeting was held in the city of Amsterdam with the highest density in Europe where land and space are scarce goods. Second, integrative tendencies in attempt to use natural factors to explain traditional phenomena of the regional science. Issues of land and water management coincide with economic growth and regional development in many reports. Third, for the first time theme of networks and network society was embedded in many sections of the Congress and in the very title of the Congress itself. All these aspects as participants demonstrated could be positive creative factors increasing cultural assets of the European regions, efficiency of the knowledge transfer, leisure activities; or negative as the source of disaster and risk for human beings. Density factors (lack of people or lack of space?) divide European regional science into two sciences – urban for the populated regions and regional for the territories scarcely populated with very different themes, methods and tools of research. Housing markets, urban sprawl and commuting patterns are popular topics in the first case; labour markets and human capital in the second case. New Economic Geography models work smoothly in the first regions but are inappropriate in the second. Competition is harder in the labour markets of the populated regions but is softer in the regions with scattered population where it is substituted by the forces of cooperation. Contemporary regional society can be sustainable only as network society. In the reports networks were examined on different levels: a) as transportation networks in the investment national or interregional projects; b) as policentricity urban structures replacing Cristaller’s hierarchy of central places; c) as public-public, public-private partnerships combining public and private stakeholders in the decision-making process. Transition of the European regions from the industrial to network/service has begun 25 years ago. Position of the concrete region on this route determines clearly the type and intensity of its problem and research agenda. The more advanced is the region or nation on this route the more often terms like “reinventâ€, “rethinkâ€, “revisited†are used in the scientific community. Rediscovery of the old concepts, definitions, essence (as Amsterdam Congress demonstrated) is very creative and challenging process of the post-industrial regional science.
