ICT Disparities In Finland - Access and Implications
The Internet and other new information and communication technologies (ICTs) have become an integral part of most Western societies, from the perspective of both individuals and organizations. In this dissertation the evolving role of the Internet and other new ICTs in Finland over the past decade is studied from the perspective of disparity. The ICT disparities are seen to be constructed from two interconnecting elements, access and implications. The main goal of this dissertation is to examine how access, different user purposes, as well as implications, reflect disparities among different socio-demographic and socioeconomic population groups. For the purposes of this work, four research studies, each with its own, specific topic, were constructed. According to the results, age is clearly the most significant element associated with both access and implications for the new ICTs in Finland. Although other examined factors were also significant, they were often associated with individual research topics. Analogue switch-off vs digital switch-on: rethinking policy strategies in the digital television era
In the last few decades, the traditional television landscape has come under pressure and the diffusion of digital television (DTV) services emerged as a hot issue. Especially for policy makers, access to DTV is considered a key element in the further development of the information society. Facilitating equal access for all to the new possibilities offered by digital television should be the central objective. In this context, policy makers are confronted with various challenges: How can they facilitate a smooth transition from analogue to digital terrestrial television? Online consultation on expertsâ views on digital competence
The objective of this investigation was to provide another perspective on what it means to be digitally competent today, in addition to reviews of literature and current frameworks for the development of digital competence, 5 all of which constitute part of the wider IPTS Digital Competence Project (DIGCOMP). Some common ground exists at a general level in defining digital competence in terms of knowledge, skills, and attitudes, which may be hierarchically organised.
However, this does not provide the clarity needed by teachers, employers, citizens â all those who are responsible for digital competence development, be it their own or other peopleâs â to make informed decisions. Further work is needed to create a common language that helps to enhance understanding across the worlds of research, education, training, and work. This will make it easier for citizens and employers to see what digital competence entails and how it is relevant to their jobs and more generally, their lives
Enterprise Architecture and Organizational Reform: A Project Debrief
This paper studies on how enterprise architecture (EA) is used as a tool to assist organizational reform. In particular, we examine how institutional factors influencing organization change process through an EA project. We conduct a qualitative case study and use institutional theory as a lens to analyze data from an organization. This analysis offers insights about how exogenous and endogenous factors influence organizational change, and how organizational structures get shaped, diffused, and institutionalized. Our study provides understanding how stakeholders are involved in project activities in multiple levels and phases of the institutionalization process; namely innovation phase, theorization phase, diffusion phase, and institutionalization phase

L'increment de l'esperança de vida i de la salut aconsegueix que els majors siguen un grup cada vegada mĂ©s significatiu en la nostra societat europea; actualment no solament viuen mĂ©s anys i sĂłn mĂ©s actius sinĂł tambĂ© posseeixen major nivell de formaciĂł i inquietuds.This pedagogical guide is the first of the two main outcomes of the EduSenior project, the second being a tool designed to evaluate educational institutions. The guide can be used by any person interested in education for senior citizens. It introduces the main concepts of quality of life, ageing and the social context of the elderly to learn, first, about seniors' context and needs. It then explains the pedagogies, models, contents and staff skills that have the greatest impact on senior learners' quality of life. ICPR2017 â The Fourth International Conference on Practice Research: overview
This paper reports issues arising from the Fourth International Conference on Practice Research, held in Hong Kong in May 2017. The issues were identified by specially convened group of conference participants, and include the need to develop a better language to describe practice research in terms that make sense to practitioners, improved support for practitioners to conduct research, recognising the different drivers for practice research in different countries, and enhancing practitioners' coordinating and leadership roles

Education Systems in the Digital Age: The Need for Alignment
The focus of Thematic Working Group 1 at EDUsummIT 2017 centred on the need for alignment in education systems and was driven by two key questions relating to (a) if and how all the parts of an education system work together to support the type of learning envisioned in the twenty-first century, and (b) if there is alignment, what is the purpose/vision of that education system and does it meet the needs of its learners. Arising from the discussions held, the group advocated the use of a tool such as the UNESCO framework (ICT competency standards for teachers: competency standards modules, UNESCO, Paris, 2008a; ICT competency standards for teachers: policy framework, UNESCO, Paris, 2011) as a way to conceptualize a systemic approach to reform and to enable policy makers and stakeholders in a system to think about ways in which they can align changes with the goals of any proposed reform. Taking the Irish Education system as an example, this paper illustrates how the UNESCO framework has enabled policy makers in Ireland to adopt a systemic approach to policy formulation which aligns educational strategies across a range of elements âto leverage strengths, coordinate investments, consolidate gains, and advance national development goals and visionsâ (Kozma in Hum Technol Interdiscip J Hum ICT Environ 1(2):117â156, 2005). To counter the potential danger of a top-down imposition of the UNESCO framework, the group also proposed the Educational Vision and Mission Framework (EVMF) as a tool to support system wide (both top-down and bottom-up) reflection on the purposes of schooling in a rapidly changing world. The group concluded that what is defined as the purpose of education should inform alignment and suggest that application of the UNESCO framework and EVMF could enable the necessary alignment to support the educational, social, and economic transformation necessary for the complex connected global world of today and tomorrow
International Mobility of Highly-Qualified People in APEC
An important aspect of the global knowledge-based economy is the emergence of a new trend where certain groups of highly-qualified workers have become increasingly mobile internationally. Reaching the goal of being more innovative economy requires that the highly-qualified workforce is of sufficient quantity and quality to support the expansion of innovative activities by firms. Many industrialized countries compete strategically in attracting these workers. It is necessary that the economic policy discussion surrounding the international mobility of skilled labour must take into consideration the wide variety of ways the migration of labour affects the economy. Numerous drivers, policy and non-policy induced, are at work. Attention must now turn towards the links between these movements and the regulating institutions; the performance in the trade of goods and services, FDI, human capital formation and multinational enterprises location, and income convergence among countries. This paper focuses on four key issues: First, it examines the global trends in the international migratory flows of highly qualified persons (HQPs), focusing on APEC economies. Second, it discusses the fundamental non-policy drivers of the increased HQP flows in the new global economy. Third, it reviews the literature on the economic costs and benefits associated with cross-country movement of HQPs and the main factors conditioning these costs and benefits. Finally, it addresses the question of how policy in APEC economies has adjusted or should adjust to the increased international HQP mobility.International migration, Skilled workers, Labour mobility
