Disease Surveillance Networks Initiative Africa: Final Evaluation

The overall objective of the Foundation's Disease Surveillance Networks (DSN) Initiative is to strengthen technical capacity at the country level for disease surveillance and to bolster response to outbreaks through the sharing of technical information and expertise. It supports formalizing collaboration, information sharing and best practices among established networks as well as trans-national, interdisciplinary and multi-sectoral efforts, and is experienced in developing and fostering innovative partnerships. In order to more effectively address disease threats, the DSN has four key outcome areas:(1) forming and sustaining trans-boundary DSN;(2) strengthening and applying technical and communication skills by local experts and institutions;(3) increasing access and use of improved tools and methods on information sharing, reporting and monitoring; and(4) emphasizing One Health and transdisciplinary approaches to policy and practice at global, regional and local levels

The complexities of electronic services implementation and institutionalisation in the public sector

Despite having provided the necessary infrastructure and investment, many governments have struggled to realise such aims due to the various forces that challenge implementation and institutionalisation. Using institutional theory as a lens, we explored the forces influencing the implementation and institutionalisation of ESI in the public sector. While our results reinforced previous research in IT implementation and organisational transformation, they showed that the dynamic nature of technology poses unanticipated pressures, and that these can impede the implementation and institutionalisation process

Understanding digital eco-innovation in municipalities: An institutional perspective

Municipalities consume over 67% of global energy and are responsible for over 70% of greenhouse gas emissions (GHG). The Intergovernmental Panel on Climate Change warns that rapid adjustments need to happen at a global level, or the effects of climate change will be irreversible. The contribution of municipalities is therefore vital if GHG emissions are to be reduced. Our research is timely in its exploration of the ways in which municipalities institutionalise environmental sustainability practices in and through Green digital artefacts. Using mechanism-based institutional theory as a lens, the paper presents the findings of three contrasting case studies of large municipalities in the United Kingdom in their respective programmes to leverage the direct, enabling and systemic effects of Green ICT in order to reduce GHG emission and achieve their eco-sustainability goals. The case sites are also regarded as exemplars for further research and practice on digital eco-innovation. The mechanism-based explanations illustrate how a social web of conditions and factors influence eco-sustainability outcomes. We conclude that the digital technology-enabled grassroots-based initiatives offer the best hope to begin the transition to sustainable climate change within municipalities. Investigating the factors affecting information systems evaluation within sustainable environments

Environmental or Green initiatives is realized as having credibly to assist in shifting to a sustainable society. Furthermore, the elements within IS/IT evaluation including costs, benefits and risks within organizations associated with IS evaluation and sustainability are taken into account in terms of the challenges concerning green practices (Green IS/IT) leading the organizations to attempt to diminish the impact of their IS/IT operations towards the environments socially and ethically, which indirectly assist them in achieving competitive advantages competitors through adopting and implementing environmental sustainability practices. In addition, government sectors are taking a step closer in order to create awareness and incorporate green into all components of the business functions. Practitioners and scholars are motivating to use the existing frameworks and models to evaluate IS/IT initiatives with sustainability taken into perspectives. Consequently, the purpose of this paper is to critically review the normative literature associated with IS evaluation within sustainable environments and to develop a conceptual framework or model for IS evaluation within sustainable organizations that measures the impact of environmental sustainability factors and highlight a number of research gaps that need to be addressed in future research

E-government in the making: socio-economic development in the Akshaya project

This paper discusses the Akshaya E-Government project. The paper uses general concepts borrowed from actor network theory to discuss the ongoing negotiation that shapes E-Government projects. We aim at shedding light on the importance of the dynamic interactions that shape the impact of ICT on government polices. In particular, we show that the nature of the service delivered and the socioeconomical development supported by the project are constantly shaped by the negotiation that occurs among the different actors involved and the consequent changes the project itself experiences. We therefore suggest to study e-Government in its making and not as results of planned action and sequential evolutionary phases
