The study of using information and communication technology in Hungary and in the 27 countries of the EU
The rate of personal computers and workstations in the 27 countries of the EU reached 96 %. The biggest backlog can be
observed in the number of enterprises having and maintaining a website. Hungary's rate of 47 % is less than the EU average by 13 % and this rate was enough to overtake only two countries (Latvia and Portugal). In terms of small-sized enterprises having Internet access, Hungary, with 85 % came in last behind Lithuania (86 %) among the surveyed countries. The average penetration rate of intranet in the EU-25 was double than that of Hungary's
The view from elsewhere: perspectives on ALife Modeling
Many artificial life researchers stress the interdisciplinary character of the field. Against such a backdrop, this report reviews and discusses artificial life, as it is depicted in, and as it interfaces with, adjacent disciplines (in particular, philosophy, biology, and linguistics), and in the light of a specific historical example of interdisciplinary research (namely cybernetics) with which artificial life shares many features. This report grew out of a workshop held at the Sixth European Conference on Artificial Life in Prague and features individual contributions from the workshop's eight speakers, plus a section designed to reflect the debates that took place during the workshop's discussion sessions. The major theme that emerged during these sessions was the identity and status of artificial life as a scientific endeavor
Distributed simulation of city inundation by coupled surface and subsurface porous flow for urban flood decision support system
We present a decision support system for flood early warning and disaster
management. It includes the models for data-driven meteorological predictions,
for simulation of atmospheric pressure, wind, long sea waves and seiches; a
module for optimization of flood barrier gates operation; models for stability
assessment of levees and embankments, for simulation of city inundation
dynamics and citizens evacuation scenarios. The novelty of this paper is a
coupled distributed simulation of surface and subsurface flows that can predict
inundation of low-lying inland zones far from the submerged waterfront areas,
as observed in St. Petersburg city during the floods. All the models are
wrapped as software services in the CLAVIRE platform for urgent computing,

Interoperability, Trust Based Information Sharing Protocol and Security: Digital Government Key Issues
Improved interoperability between public and private organizations is of key
significance to make digital government newest triumphant. Digital Government
interoperability, information sharing protocol and security are measured the
key issue for achieving a refined stage of digital government. Flawless
interoperability is essential to share the information between diverse and
merely dispersed organisations in several network environments by using
computer based tools. Digital government must ensure security for its
information systems, including computers and networks for providing better
service to the citizens. Governments around the world are increasingly
revolving to information sharing and integration for solving problems in
programs and policy areas. Evils of global worry such as syndrome discovery and
manage, terror campaign, immigration and border control, prohibited drug
trafficking, and more demand information sharing, harmonization and cooperation
amid government agencies within a country and across national borders. A number
of daunting challenges survive to the progress of an efficient information
sharing protocol. A secure and trusted information-sharing protocol is required
to enable users to interact and share information easily and perfectly across

From conditioning to learning communities: Implications of fifty years of research in e‐learning interaction design
This paper will consider e‐learning in terms of the underlying learning processes and interactions that are stimulated, supported or favoured by new media and the contexts or communities in which it is used. We will review and critique a selection of research and development from the past fifty years that has linked pedagogical and learning theory to the design of innovative e‐learning systems and activities, and discuss their implications. It will include approaches that are, essentially, behaviourist (Skinner and Gagné), cognitivist (Pask, Piaget and Papert), situated (Lave, Wenger and Seely‐Brown), socio‐constructivist (Vygotsky), socio‐cultural (Nardi and Engestrom) and community‐based (Wenger and Preece). Emerging from this review is the argument that effective e‐learning usually requires, or involves, high‐quality educational discourse, that leads to, at the least, improved knowledge, and at the best, conceptual development and improved understanding. To achieve this I argue that we need to adopt a more holistic approach to design that synthesizes features of the included approaches, leading to a framework that emphasizes the relationships between cognitive changes, dialogue processes and the communities, or contexts for e‐learning
