    Shared-Use Bus Priority Lanes On City Streets: Case Studies in Design and Management, MTI Report 11-10

    This report examines the policies and strategies governing the design and, especially, operations of bus lanes in major congested urban centers. It focuses on bus lanes that operate in mixed traffic conditions; the study does not examine practices concerning bus priority lanes on urban highways or freeways. Four key questions addressed in the paper are: How do the many public agencies within any city region that share authority over different aspects of the bus lanes coordinate their work in designing, operating, and enforcing the lanes? What is the physical design of the lanes? What is the scope of the priority use granted to buses? When is bus priority in effect, and what other users may share the lanes during these times? How are the lanes enforced? To answer these questions, the study developed detailed cases on the bus lane development and management strategies in seven cities that currently have shared-use bus priority lanes: Los Angeles, London, New York City, Paris, San Francisco, Seoul, and Sydney. Through the case studies, the paper examines the range of practices in use, thus providing planners and decision makers with an awareness of the wide variety of design and operational options available to them. In addition, the report highlights innovative practices that contribute to bus lanes’ success, where the research findings make this possible, such as mechanisms for integrating or jointly managing bus lane planning and operations across agencies

    Designing and Operating Safe and Secure Transit Systems: Assessing Current Practices in the United States and Abroad, MTI Report 04-05

    Public transit systems around the world have for decades served as a principal venue for terrorist acts. Today, transit security is widely viewed as an important public policy issue and is a high priority at most large transit systems and at smaller systems operating in large metropolitan areas. Research on transit security in the United States has mushroomed since 9/11; this study is part of that new wave of research. This study contributes to our understanding of transit security by (1) reviewing and synthesizing nearly all previously published research on transit terrorism; (2) conducting detailed case studies of transit systems in London, Madrid, New York, Paris, Tokyo, and Washington, D.C.; (3) interviewing federal officials here in the United States responsible for overseeing transit security and transit industry representatives both here and abroad to learn about efforts to coordinate and finance transit security planning; and (4) surveying 113 of the largest transit operators in the United States. Our major findings include: (1) the threat of transit terrorism is probably not universal—most major attacks in the developed world have been on the largest systems in the largest cities; (2) this asymmetry of risk does not square with fiscal politics that seek to spread security funding among many jurisdictions; (3) transit managers are struggling to balance the costs and (uncertain) benefits of increased security against the costs and (certain) benefits of attracting passengers; (4) coordination and cooperation between security and transit agencies is improving, but far from complete; (5) enlisting passengers in surveillance has benefits, but fearful passengers may stop using public transit; (6) the role of crime prevention through environmental design in security planning is waxing; and (7) given the uncertain effectiveness of antitransit terrorism efforts, the most tangible benefits of increased attention to and spending on transit security may be a reduction in transit-related person and property crimes

    Automated Transit Networks (ATN): A Review of the State of the Industry and Prospects for the Future, MTI Report 12-31

    The concept of Automated Transit Networks (ATN) - in which fully automated vehicles on exclusive, grade-separated guideways provide on-demand, primarily non-stop, origin-to-destination service over an area network – has been around since the 1950s. However, only a few systems are in current operation around the world. ATN does not appear “on the radar” of urban planners, transit professionals, or policy makers when it comes to designing solutions for current transit problems in urban areas. This study explains ATN technology, setting it in the larger context of Automated Guideway Transit (AGT); looks at the current status of ATN suppliers, the status of the ATN industry, and the prospects of a U.S.-based ATN industry; summarizes and organizes proceedings from the seven Podcar City conferences that have been held since 2006; documents the U.S./Sweden Memorandum of Understanding on Sustainable Transport; discusses how ATN could expand the coverage of existing transit systems; explains the opportunities and challenges in planning and funding ATN systems and approaches for procuring ATN systems; and concludes with a summary of the existing challenges and opportunities for ATN technology. The study is intended to be an informative tool for planners, urban designers, and those involved in public policy, especially for urban transit, to provide a reference for history and background on ATN, and to use for policy development and research

    A study to explore smellscape: from understanding and interpretation to evaluation and design in urban intermodal transit spaces in UK and China

    This study aims to generate a systematic approach to exploring smellscape, from understanding and interpretation to evaluation and design in a specific type of public space - urban intermodal transit spaces, that large numbers of people visit every day, and which have intensive traffic flows and various functions. Taken Grounded Theory as a methodological approach, this study took one typical case from each country, Wuchang Railway Transit Centre and Sheffield Railway Station and Bus Interchange, to explore smellscapes in intermodal transit spaces in China and UK. An analytic procedure has been generated from the studied cases explaining people’s perception of smell environments through key elements in the concept, influenced by eleven perceptual patterns. This analysis answers the question of how to understand and interpret smellscape. In terms of people’s assessment of the pleasantness of smellscape, nine indicators were identified, which have been developed into a framework for measuring smellscape quality and classifying different types of smellscapes. The most dominant type of pleasantness in urban intermodal transit spaces is mainly influenced by cleanness and freshness. The perceptual process and evaluation criteria help with understanding and analysing existing smellscapes, and also inform the design objective for achieving a pleasant smellscape in target spaces. In terms of designing a pleasant smellscape in the target context, a design framework has been constructed at three scales with design methods and examples, responding to identified components from smells and smell sources, individual differences, physical environmental settings and contextual issues. This also gives an example of integrating smellscape design into a traditional design framework for a specified functional public space at the macro, midi and micro levels

    Orientierung&Mobilität (O&M) umfasst eine Reihe von Techniken für Menschen mit Sehschädigungen, die ihnen helfen, sich im Alltag zurechtzufinden. Dennoch benötigen sie einen umfangreichen und sehr aufwendigen Einzelunterricht mit O&M Lehrern, um diese Techniken in ihre täglichen Abläufe zu integrieren. Während einige dieser Techniken assistive Technologien benutzen, wie zum Beispiel den Blinden-Langstock, Points of Interest Datenbanken oder ein Kompass gestütztes Orientierungssystem, existiert eine unscheinbare Kommunikationslücke zwischen verfügbaren Hilfsmitteln und Navigationssystemen. In den letzten Jahren sind mobile Rechensysteme, insbesondere Smartphones, allgegenwärtig geworden. Dies eröffnet modernen Techniken des maschinellen Sehens die Möglichkeit, den menschlichen Sehsinn bei Problemen im Alltag zu unterstützen, die durch ein nicht barrierefreies Design entstanden sind. Dennoch muss mit besonderer Sorgfalt vorgegangen werden, um dabei nicht mit den speziellen persönlichen Kompetenzen und antrainierten Verhaltensweisen zu kollidieren, oder schlimmstenfalls O&M Techniken sogar zu widersprechen. In dieser Dissertation identifizieren wir eine räumliche und systembedingte Lücke zwischen Orientierungshilfen und Navigationssystemen für Menschen mit Sehschädigung. Die räumliche Lücke existiert hauptsächlich, da assistive Orientierungshilfen, wie zum Beispiel der Blinden-Langstock, nur dabei helfen können, die Umgebung in einem limitierten Bereich wahrzunehmen, während Navigationsinformationen nur sehr weitläufig gehalten sind. Zusätzlich entsteht diese Lücke auch systembedingt zwischen diesen beiden Komponenten — der Blinden-Langstock kennt die Route nicht, während ein Navigationssystem nahegelegene Hindernisse oder O&M Techniken nicht weiter betrachtet. Daher schlagen wir verschiedene Ansätze zum Schließen dieser Lücke vor, um die Verbindung und Kommunikation zwischen Orientierungshilfen und Navigationsinformationen zu verbessern und betrachten das Problem dabei aus beiden Richtungen. Um nützliche relevante Informationen bereitzustellen, identifizieren wir zuerst die bedeutendsten Anforderungen an assistive Systeme und erstellen einige Schlüsselkonzepte, die wir bei unseren Algorithmen und Prototypen beachten. Existierende assistive Systeme zur Orientierung basieren hauptsächlich auf globalen Navigationssatellitensystemen. Wir versuchen, diese zu verbessern, indem wir einen auf Leitlinien basierenden Routing Algorithmus erstellen, der auf individuelle Bedürfnisse anpassbar ist und diese berücksichtigt. Generierte Routen sind zwar unmerklich länger, aber auch viel sicherer, gemäß den in Zusammenarbeit mit O&M Lehrern erstellten objektiven Kriterien. Außerdem verbessern wir die Verfügbarkeit von relevanten georeferenzierten Datenbanken, die für ein derartiges bedarfsgerechtes Routing benötigt werden. Zu diesem Zweck erstellen wir einen maschinellen Lernansatz, mit dem wir Zebrastreifen in Luftbildern erkennen, was auch über Ländergrenzen hinweg funktioniert, und verbessern dabei den Stand der Technik. Um den Nutzen von Mobilitätsassistenz durch maschinelles Sehen zu optimieren, erstellen wir O&M Techniken nachempfundene Ansätze, um die räumliche Wahrnehmung der unmittelbaren Umgebung zu erhöhen. Zuerst betrachten wir dazu die verfügbare Freifläche und informieren auch über mögliche Hindernisse. Weiterhin erstellen wir einen neuartigen Ansatz, um die verfügbaren Leitlinien zu erkennen und genau zu lokalisieren, und erzeugen virtuelle Leitlinien, welche Unterbrechungen überbrücken und bereits frühzeitig Informationen über die nächste Leitlinie bereitstellen. Abschließend verbessern wir die Zugänglichkeit von Fußgängerübergängen, insbesondere Zebrastreifen und Fußgängerampeln, mit einem Deep Learning Ansatz. Um zu analysieren, ob unsere erstellten Ansätze und Algorithmen einen tatsächlichen Mehrwert für Menschen mit Sehschädigung erzeugen, vollziehen wir ein kleines Wizard-of-Oz-Experiment zu unserem bedarfsgerechten Routing — mit einem sehr ermutigendem Ergebnis. Weiterhin führen wir eine umfangreichere Studie mit verschiedenen Komponenten und dem Fokus auf Fußgängerübergänge durch. Obwohl unsere statistischen Auswertungen nur eine geringfügige Verbesserung aufzeigen, beeinflußt durch technische Probleme mit dem ersten Prototypen und einer zu geringen Eingewöhnungszeit der Probanden an das System, bekommen wir viel versprechende Kommentare von fast allen Studienteilnehmern. Dies zeigt, daß wir bereits einen wichtigen ersten Schritt zum Schließen der identifizierten Lücke geleistet haben und Orientierung&Mobilität für Menschen mit Sehschädigung damit verbessern konnten

    The CLOSER project has been set to analyse the interfaces and interconnectionsbetween long distance transport networks and local/regional transport networks of allmodes. The project is funded within the Seventh Framework Programme of theEuropean Commission, under the topic TPT-2008.0.0.13 “New mobility/organisationalschemes: interconnection between short and long-distance transport networks”.The objective of WP5 of CLOSER is to accomplish in-depth case studies to deepenand validate the understanding of results obtained in Work packages 2, 3 and 4.
