    Test, Control and Monitor System (TCMS) operations plan

    The purpose is to provide a clear understanding of the Test, Control and Monitor System (TCMS) operating environment and to describe the method of operations for TCMS. TCMS is a complex and sophisticated checkout system focused on support of the Space Station Freedom Program (SSFP) and related activities. An understanding of the TCMS operating environment is provided and operational responsibilities are defined. NASA and the Payload Ground Operations Contractor (PGOC) will use it as a guide to manage the operation of the TCMS computer systems and associated networks and workstations. All TCMS operational functions are examined. Other plans and detailed operating procedures relating to an individual operational function are referenced within this plan. This plan augments existing Technical Support Management Directives (TSMD's), Standard Practices, and other management documentation which will be followed where applicable

    The Knowledge Application and Utilization Framework Applied to Defense COTS: A Research Synthesis for Outsourced Innovation

    Purpose -- Militaries of developing nations face increasing budget pressures, high operations tempo, a blitzing pace of technology, and adversaries that often meet or beat government capabilities using commercial off-the-shelf (COTS) technologies. The adoption of COTS products into defense acquisitions has been offered to help meet these challenges by essentially outsourcing new product development and innovation. This research summarizes extant research to develop a framework for managing the innovative and knowledge flows. Design/Methodology/Approach – A literature review of 62 sources was conducted with the objectives of identifying antecedents (barriers and facilitators) and consequences of COTS adoption. Findings – The DoD COTS literature predominantly consists of industry case studies, and there’s a strong need for further academically rigorous study. Extant rigorous research implicates the importance of the role of knowledge management to government innovative thinking that relies heavily on commercial suppliers. Research Limitations/Implications – Extant academically rigorous studies tend to depend on measures derived from work in information systems research, relying on user satisfaction as the outcome. Our findings indicate that user satisfaction has no relationship to COTS success; technically complex governmental purchases may be too distant from users or may have socio-economic goals that supersede user satisfaction. The knowledge acquisition and utilization framework worked well to explain the innovative process in COTS. Practical Implications – Where past research in the commercial context found technological knowledge to outweigh market knowledge in terms of importance, our research found the opposite. Managers either in government or marketing to government should be aware of the importance of market knowledge for defense COTS innovation, especially for commercial companies that work as system integrators. Originality/Value – From the literature emerged a framework of COTS product usage and a scale to measure COTS product appropriateness that should help to guide COTS product adoption decisions and to help manage COTS product implementations ex post

    Future manned systems advanced avionics study

    COTS+ was defined in this study as commercial off-the-shelf (COTS) products, ruggedized and militarized components, and COTS technology. This study cites the benefits of integrating COTS+ in space, postulates a COTS+ integration methodology, and develops requirements and an architecture to achieve integration. Developmental needs and concerns were identified throughout the study; these needs, concerns, and recommendations relative to their abatement are subsequently presented for further action and study. The COTS+ concept appears workable in part or in totality. No COTS+ technology gaps were identified; however, radiation tolerance was cited as a concern, and the deferred maintenance issue resurfaced. Further study is recommended to explore COTS+ cost-effectiveness, maintenance philosophy, needs, concerns, and utility metrics. The generation of a development plan to further investigate and integrate COTS+ technology is recommended. A COTS+ transitional integration program is recommended. Sponsoring and establishing technology maturation programs and COTS+ engineering and standards committees are deemed necessary and are recommended for furthering COTS+ integration in space

    Progress Towards Controlled Re-entry and Recovery of CubeSats

    The primary objective of this work was to progress towards performing controlled re-entry and recovery missions using CubeSats to increase the frequency of Solar System exploration missions such as extra-terrestrial sample collection and return and planetary Entry, Descent, and Landing. By developing a novel CubeSat platform and further methods to track CubeSats, the cost of developing technologies for these missions has been reduced, meeting the primary objective and enabling more planetary science research opportunities

    Commercial-Off-the-Shelf (COTS): Doing It Right

    In the twenty-first century, the United States will likely encounter a wide-range of threats, such as those posed by terrorists, rogue states and other non-state actors—all of whom are taking full advantage of globally available, high-tech commercial systems (e.g., from night vision devices, through secure cell phones, to satellite photos). At the same time, technology is changing more rapidly than ever before, and the DoD must learn to embrace the fact that it no longer holds a monopoly on all military-relevant technology (many of the information-intensive innovations result from commercial activities). Furthermore, the rising costs of domestic commitments, such as Social Security and Medicare, coupled with the growing budget deficits, will create an inevitable downward pressure on the DoD budget. These changes have created an urgency for transformation within the defense establishment. We believe this necessary defense transformation will be heavily dependent upon the development of net-centric systems-of-systems; the determination to achieve lower costs, faster fielding and better performance; and a realization of the potential benefits of globalization and use of commercial technology. Greater use of Commercial-Off-The-Shelf (COTS) systems and components is one strategy that can enable achieving the required DoD transformation, and help to ensure American military success in the twenty-first century. Commercial-Off-The-Shelf (COTS) is a term for software or hardware that is commercially made and available for sale, lease, or license to the general public and that requires little or no unique government modifications to meet the needs of the procuring agency.     Traditionally, the avionics architectures being implemented are of federated nature, which means that each avionics function has its own independent, dedicated fault-tolerant computing resources. Federated architecture has great advantage of inherent fault containment and at the same time envelops a potential risk of massive use of resources resulting in increase in weight, looming, cost and maintenance as well. With the drastic advancement in the computer and software technologies, the aviation industry is gradually moving towards the use of Integrated Modular Avionics (IMA) for civil transport aircraft, potentially leading to multiple avionics functions housed in each hardware platform. Integrated Modular Avionics is the most important concept of avionics architecture for next generation aircrafts. SARAS avionics suite is purely federated with almost glass cockpit architecture complying to FAR25. The Avionics activities from the inception to execution are governed by the regulations and procedures under the review of Directorate General of Civil Aviation (DGCA). Every phase of avionics activity has got its own technically involvement to make the system perfect. In addition the flight data handling, monitoring and analysis is again a thrust area in the civil aviation industry leading to safety and reliability of the machine and the personnel involved.
