In this 10-question interview Christian Enichlmayr tells us about the start of his career in the publishing business, his library employment at the University Linz and his job change to the Federal Study Library Linz. He was the head of the descendent organization from 1999 to 2015 and therefore responsible for the transformation and modernisation of the former study library into the Upper Austrian State Library. During this time the library building had a major refurbishment and got outstanding annexe. Designing a Project Governance Framework for ICT Project Implementation in Public Sectors in Tanzania

This research study focuses on the implementation of ICT project governance in public sectors and aims to identify the challenges faced and provide recommendations for effective governance practices. Through data analysis and findings from various sources, including stakeholders' perspectives, the study identifies common challenges such as lack of stakeholder involvement, limited ICT literacy and awareness, resistance to change, finance issues, ICT policy and leadership, and the digital divide. Addressing these challenges is crucial for successful project governance implementation. The study proposes key principles to avoid project governance failure, including involving senior managers, prioritizing governance goals, assigning ownership and accountability, designing governance at multiple levels, providing transparency, and promoting continuous learning and education. These principles enhance decision-making, align projects with objectives, and foster a culture of improvement. The study also presents a validated project governance framework and recommends incorporating technical and non-technical challenges. Furthermore, recommendations are provided to enhance stakeholder involvement, promote ICT literacy and awareness, implement change management strategies, improve financial management, strengthen ICT policy and leadership, and bridge the digital divide. The research suggests further exploration through empirical studies, comparative case studies, longitudinal studies, cross-cultural investigations, examination of emerging technologies, and understanding stakeholder perspectives. By implementing these recommendations and conducting further research, public sectors can overcome challenges, improve governance practices, and enhance the success of ICT project

Gobierno, electrónico, y transparencia en el consejo regional de Ayacucho, 2021

El objetivo de estudio de esta investigación buscó determinar cómo se relacionan el gobierno electrónico y la transparencia en el Consejo Regional de Ayacucho, 2021. Se utilizó la siguiente metodología: El tipo de investigación fue básico, con un diseño no experimental, a través de un enfoque cuantitativo - transversal, siendo correlacional. La técnica utilizada fue la encuesta para ambas variables y el instrumento el cuestionario, la población de estudio estuvo conformada por 47 colaboradores que laboran en el Consejo Regional. El resultado de la investigación fue positivo, ya que con un coeficiente Rho de Spearman igual a 0,795 se aceptó la hipótesis general de la investigación, demostrando que las variables presentan una correlación positiva considerable; en esta línea, las conclusiones a las que se llegaron fueron que: el gobierno electrónico se relaciona de manera positiva con las tres dimensiones de la variable transparencia en el Consejo Regional de Ayacucho; adicionalmente el 70,21% de la muestra considera al gobierno electrónico en un nivel de implementación medio y el 8,51% entienden que la variable transparencia es de alta utilidad, mientras que el 74,47% regular

Gobierno electrónico y la gestión por resultados de la Gerencia Sub Regional Utcubamba

La presente investigación tiene como objetivo determinar la relación entre el Gobierno electrónico y la gestión por resultados de la Gerencia Sub Regional Utcubamba. Asimismo, la metodología fue de tipo básica, enfoque cuantitativo, por consiguiente, el diseño de investigación fue no experimental de tipo transversal, descriptiva – correlacional, además que la población estuvo conformada por 64 colaboradores y por lo tanto la muestra fue de 62 colaboradores excluyendo al personal de limpieza y seguridad; por último, el instrumento que se empleó fue el cuestionario, en la primera variable se realizó 23 ítems y en la segunda 21 ítems. En cuanto a los resultados, se obtuvo que la variable de gobierno electrónico los colaboradores tienen un conocimiento bajo sobre los aplicativos a utilizar por los usuarios, de 66.13% nivel bueno y 33.87% en el nivel regular. Mientras que, en la gestión por resultados, mostraron un nivel bueno de 75.81% y un nivel regular 24.19%, estos resultados se obtuvieron a través de la recolección de datos por medio del instrumento y la codificación de los datos en el programa SPSS. Se concluyó que existe una correlación de 0.312 entre las dos variables, a la vez una significancia de 0.014, de método no paramétrico

Gobierno electrónico y gestión del hospital público de Tambobamba, Apurímac 2021

Este trabajo de investigación tubo por objetivo determinar cómo el gobierno electrónico se asocia con la gestión del Hospital Público de Tambobamba, Apurímac 2021.La investigación fue básica de enfoque cuantitativo, transversal y correlacional, de diseño no experimental. El muestreo fue no probabilístico y la muestra estuvo conformado por 70 trabajadores del Hospital Público de Tambobamba en Apurímac. Se empleo el cuestionario como instrumento y la técnica de encuesta estuvo conformada por 30 preguntas, los resultados obtenidos de la investigación con respecto a la variable gobierno electrónico muestra que un 74% considera que su calidad es alta y un 26% que es media, con respecto a la variable gestión se obtuvo que un 74% considera que su calidad es alta y un 26% que es media. Llegándose a la conclusión que existe una relación estadísticamente significativa entre las variables de estudio, con una correlación alta (p<0,01; R=0,874)
