    The e-era and Bulgariаn administration

    Bulgarian State administration will have the possibility for transmitting e-documents with building Public Key Infrastructure (PKI). The infrastructure problems in Bulgaria for building PKI and their technical, legal, organizational, cultural obstacles are discussed. Current projects and initiatives improving services and communications for citizens are presented. Big project for building PKI is an initiative of Information Services Corporation, Bulgaria and GlobalSign. An important part of bureaucracy in Bulgaria is the banking system. Delphi System is an information system with a large database for information about Bulgarian firms. The Sofia Health Insurance Fund and the National Health Insurance Fund have established the first stage of the project for information system in the field of health services of citizens. The National Insurance Institute presents and offers on-line some services to citizens in the World Wide Web. Tax information system has introduced in test period. A project for improving administrative services for citizens in 36 Bulgarian districts is initiated. The aim of the project is for the citizens to be served from one desk. Many administrative organizations in Bulgaria have public presentations with their web pages. Call Center technology gives new opportunity for Sofia citizens

    Development of a web-based building profession career portal as a guidance information system for secondary school students

    Career selection is one of many difficult task students are faced with when leaving secondary schools. The lack of information about certain courses make students to shy away from taking up such profession which has adversely affected such professions. One of such profession is the Building profession. The aim of the study was to develop a web-based building profession career portal as a guidance information system for secondary school students with an aim to bring more awareness to the profession of building/building technology. The study utilized the use of a questionnaire and the system design of a web-based career portal. The latter was presented using a block diagram and screen shots of the portal. The web-based career portal was designed using CSS and HTML. The sample size for the study was selected through a convenience sampling technique. A total of 120 secondary school students and 30 of their teachers participated in the study. The data obtained was analyzed using SPSS v.21. Statistical tools of charts and mean scores were used. The study revealed that secondary school students obtain information about their prospective careers mainly through their parents. The study revealed that the significant factors that can affect the career decision of secondary school students in choosing a profession are mainly JAMB scores/WAEC result of the students, Environment & society and Self-interest. The study revealed that secondary school students perceived the Building profession as people that ensure that people are safe while constructing buildings while their teachers perceived the Building profession as people that can detect the possibility of erecting a building. In conclusion, a web-based building profession career portal as a guidance information system for secondary school students was developed. The study recommended that less subscribed professions should find ways to educate secondary school students, teachers and parents. This can be actualized through the use of career web-based portals that have detailed information about the course

    Application of Web-Technologies in Building Information Systems: the case of the Monitoring System Toolkit (MOST)

    Building information systems collect building related sensor data. This data is processed and distributed to various users. The present contribution discusses the application of web technologies in building information systems and aims to give an overview of interesting applications and current research and development fields. The analysis is conducted using the example of the Monitoring System Toolkit, a vendor and platform independent building monitoring system that is developed at the Department of Building Physics and Building Ecology at the Vienna University of Technology. This work aims to provide a technological overview of communication processes, data storage and distribution mechanisms as well as representation workflows. The migration process from relational to non-relational data stores is introduced, including the extraction of processing logic from a relational database. Furthermore, the concepts behind homogenous data organization (data structures) and communication flows across the application layers and services are introduced

    WiseNET: smart camera network combined with ontological reasoning for smart building management

    International audienceVisual sensor networks (VSN) have become a part of our daily life [1] [2]. Based on our experience we have identified two main problems on VSN. Firstly, the problem of selecting relevant information from the huge amount of data given by the network. Secondly, the problem of integrating the information coming from the different nodes of the network, i.e., linking the different informations together in order to take a decision. These problems can be overcome by including smart cameras in charge of extracting the significant information from the scene and by adding contextual semantic information, i.e., semantic information of what the camera observes, building information and events that may occurred. Semantic information coming from different nodes can be easily integrated in an ontology. Our approach differs from standard computer vision, which deals with algorithm improvement [3] [4] and signal processing problems [5], by dealing with a meaning problem in computer vision, where we try to improve and understand what the camera " sees " by adding contextual semantic information. We developed an innovative distributed system that combines smart cameras with semantic web technology. The proposed system is context sensitive and provides knowledge and logic rules in order to optimize the usage of a smart camera network. The main application of our system is smart building management, where we specifically focus on improving the services of the building users. The WiseNET (Wise Network) system consists of a smart camera network connected to an ontological model. The communication between the smart camera network and the ontological model is bidirectional, i.e., the cameras can send information either when the model asks for it or whenever new data becomes available. The ontological model is a semantical one that allow us to express information in our system and to take decisions according to combinations of the different information [6]. The semantical model is articulated in three sections: sensor, environment and application. All the sections are bilaterally connected between themselves by properties and relations. The sensor section consists of a semantic web vocabulary concerning the smart camera, the image processing algorithms and their results [7]. The sensor section is in charge of giving a semantic meaning to what the smart cameras observes, a problem known as semantic gap [8]. The environment section is composed by a semantic web vocabulary regarding the building information model (BIM) [9]. Finally, the application section comprises a set of rules defining some events that may be important for security applications and the different decisions to take according to the occurrence of these events [10]

    Distributed human computation framework for linked data co-reference resolution

    Distributed Human Computation (DHC) is a technique used to solve computational problems by incorporating the collaborative effort of a large number of humans. It is also a solution to AI-complete problems such as natural language processing. The Semantic Web with its root in AI is envisioned to be a decentralised world-wide information space for sharing machine-readable data with minimal integration costs. There are many research problems in the Semantic Web that are considered as AI-complete problems. An example is co-reference resolution, which involves determining whether different URIs refer to the same entity. This is considered to be a significant hurdle to overcome in the realisation of large-scale Semantic Web applications. In this paper, we propose a framework for building a DHC system on top of the Linked Data Cloud to solve various computational problems. To demonstrate the concept, we are focusing on handling the co-reference resolution in the Semantic Web when integrating distributed datasets. The traditional way to solve this problem is to design machine-learning algorithms. However, they are often computationally expensive, error-prone and do not scale. We designed a DHC system named iamResearcher, which solves the scientific publication author identity co-reference problem when integrating distributed bibliographic datasets. In our system, we aggregated 6 million bibliographic data from various publication repositories. Users can sign up to the system to audit and align their own publications, thus solving the co-reference problem in a distributed manner. The aggregated results are published to the Linked Data Cloud

SMP YLPP Palembang is a junior high school which is currently not equipped with information technology that can manage academic data from recording teacher, student and grade data, some still use written document processing in a ledger (a book prepared to record all grades based on class and year). active teaching) which is then archived by the academic section.
