The Global Dialogue on Freedom and Wellbeing was held in Cairo on 3 October 2011, co-organised by IDS and Al Ahram Centre for Political and Strategic Studies (ACPSS), Egypt's leading think tank. The meeting was attended by actors from different political and social backgrounds with substantial representation from youth activists affiliated to different political parties and forces, and representation from civil society activists involved in development work as well as gender and workers' movements

Los movimientos políticos, las ONG, el gobierno, las instituciones internacionales y los gobiernos de otros países están todos implicados en un creciente número de redes internacionales, que hacen de la formulación de políticas una empresa global. En este artículo pretendemos examinar el impacto de la política estadounidense en el proceso de reformas marroquí. El antecedente de este análisis es la Iniciativa del Gran Oriente Medio de George W. Bush. La iniciativa estadounidense es ambiciosa, ya que intenta crear políticas que ataquen lo que se percibe como causas de la inestabilidad, violencia y/o islamismo en Oriente Medio. Marruecos es visto como uno de los aliados estratégicos de EE.UU. en la región, y se le ha pedido que se una a la “Guerra contra el Terror”. Marruecos es un caso interesante para estudiar simultáneamente el impacto de la “Guerra contra el Terror”, la implementación de un Acuerdo de Libre Cambio y las medidas de buen gobierno como instrumentos políticos para combatir el terrorismo por medio de la lucha contra la pobreza, y finalmente, la “cuestión islamista” particularmente presente en Marruecos

Influence of regional, national and sub-national HDRs

This review highlights some achievements by regional, national and sub-national Human development Reports (HDRs) in influencing policy debate. Examining a sample of regional, national and sub-national HDRs released over the past 18 years, one concludes that several HDRs influenced the application of the human development concept and measurement to policy analysis at the national level. For the purpose of this exercise, few typologies of HDR influence have been identified, such as the national application of the human development paradigm; the contribution to the human development debate on specific themes; the development of national capacity for policy formulation and assessment; the revision of national policies and budget allocations according to human development priorities; extensive media attention generated by some reports; and the introduction of human development materials in national education curricula in developing countries. EU’s civil society bias in the neighbourhood : a case study on culture

This article attempts to analyse the European Union's (EU) financial and technical support to cultural actors in EU Neighbourhood countries. In particular, it enquires whether the boundaries of what cultural sector means for the EU are based on a Eurocentric understanding of civil society or rather on a more inclusive definition mediated with partner countries' societies. The work hypothesises that the EU tends to support cultural civil society organisations on the basis of their closeness to European standards, norms and values. Findings highlight a mixed picture. On the one hand. a Eurocentric understanding of civil society tends to prevail in EU discourses and is enforced by technical means addressing the status and capacity of the organisations involved, with some exceptions. On the other hand, the EU does not seem to impose strong prerequisites concerning the agenda of organisations and aims to be as inclusive as possible

Contemporary Art and Historical Archives: Collaborations and Convergences in a Digital Multicultural Age

Literature illuminating the relationship between contemporary art and historical archives around the turn of the twenty-first century and how these interactions inform the evolution of archives in a digital multicultural age is the topic of this review. The literature reveals the extent to which art has been a means for members of marginalized groups to address their representation in historical archives, and also a means for archives to connect with a broader audience. Collaborations between artists and historical archives add new dimension to the debate about the nature of the archive as a creation in and of itself, and in turn the question of whether participatory culture may be a necessary component in achieving more complete representation of all segments of the community. Types of relationships explored in this review include: the questioning of and re-imagining of the archive by artists, particularly those from marginalized groups; the blending of art and digital archives; and how such collaborations have informed the mission and practical concerns of archives. As digitization leads to increasing convergence of previously distinct cultural heritage collections and enthusiasm for participatory platforms accelerates, interactions between individual artists, people from marginalized communities, and GLAM (galleries, libraries, archives and museums) will continue to evolve and expand. From this literature review emerge observations about prior collaborations from around the world as they inform future developments

Learning from experience leading to engagement: for a Europe of religion and belief diversity

The Religious Diversity and Anti-Discrimination Training Program provides a remarkable opportunity for participants of all walks of life to share opinions, concerns and needs of a variety of very real and practical issues such as the role of religion in education, accommodating religious practice in the work place, adapting social services to religio-cultural needs and limitations, engaging minorities in community development, negotiating the use of public space, gender relations, etc. Not only do participants report that the training influences their own roles in local decision-making, but the issues which they raise can be very informative for policy-makers. This Policy Brief, based upon feedback gathered systematically from participants and trainers, provides new insights and ideas to European policy-makers on emerging issues and possible interventions that need to be considered.CEJ

International collaboration schemes in earth and environmental sciences : IGEC programmes and UNESCO IHP

There is a lack of studies that investigate how internationalization of science can effectively contribute to the globalization of environmental knowledge. Two cases of international collaboration programmes are analyzed from a science and innovation research perspective: (1) The organizational scheme of the International Global Environmental Change (IGEC) programmes in the ICSU tradition, and (2) the International Hydrological Programme (IHP). led by the UNESCO. The paper draws on two analytical distinctions: Firstly, following Turner et al. (1990), systemic global change is distinguished from local or regional environmental change that becomes global by worldwide accumulation. Secondly, collaboration programmes that belong to the social system of science are distinguished from programmes at the intersection of scientific and political spheres. Both cases are compared in terms of their (a) rationales for international collaboration, (b) their organisational structure and fundings, (c) international participation and (d) linkages between problem structure and collaboration. Representative and contrasting examples, their juxtaposition illustrates actual strategies and various constraints faced by scientific and intergouvernmental agencies promoting international collaboration in S & T for sustainability and capacity development.
