Department of Homeland Security Science and Technology Directorate: Developing Technology to Protect America

In response to a congressional mandate and in consultation with Department of Homeland Security's (DHS) Science and Technology Directorate (S&T), the National Academy conducted a review of S&T's effectiveness and efficiency in addressing homeland security needs. This review included a particular focus that identified any unnecessary duplication of effort, and opportunity costs arising from an emphasis on homeland security-related research. Under the direction of the National Academy Panel, the study team reviewed a wide variety of documents related to S&T and homeland security-related research in general. The team also conducted interviews with more than 200 individuals, including S&T officials and staff, officials from other DHS component agencies, other federal agencies engaged in homeland security-related research, and experts from outside government in science policy, homeland security-related research and other scientific fields.Key FindingsThe results of this effort indicated that S&T faces a significant challenge in marshaling the resources of multiple federal agencies to work together to develop a homeland security-related strategic plan for all agencies. Yet the importance of this role should not be underestimated. The very process of working across agencies to develop and align the federal homeland security research enterprise around a forward-focused plan is critical to ensuring that future efforts support a common vision and goals, and that the metrics by which to measure national progress, and make changes as needed, are in place

Ready for Tomorrow: Demand-Side Emerging Skills for the 21st Century

As part of the Ready for the Job demand-side skill assessment, the Heldrich Center explored emerging work skills that will affect New Jersey's workforce in the next three to five years. The Heldrich Center identified five specific areas likely to generate new skill demands: biotechnology, security, e-learning, e-commerce, and food/agribusiness. This report explores the study's findings and offers recommendations for improving education and training in New Jersey

Naval Reserve support to information Operations Warfighting

Since the mid-1990s, the Fleet Information Warfare Center (FIWC) has led the Navy's Information Operations (IO) support to the Fleet. Within the FIWC manning structure, there are in total 36 officer and 84 enlisted Naval Reserve billets that are manned to approximately 75 percent and located in Norfolk and San Diego Naval Reserve Centers. These Naval Reserve Force personnel could provide support to FIWC far and above what they are now contributing specifically in the areas of Computer Network Operations, Psychological Operations, Military Deception and Civil Affairs. Historically personnel conducting IO were primarily reservists and civilians in uniform with regular military officers being by far the minority. The Naval Reserve Force has the personnel to provide skilled IO operators but the lack of an effective manning document and training plans is hindering their opportunity to enhance FIWC's capabilities in lull spectrum IO. This research investigates the skill requirements of personnel in IO to verify that the Naval Reserve Force has the talent base for IO support and the feasibility of their expanded use in IO.http://archive.org/details/navalreservesupp109451098

University of Maine Connection to the vBNS

This award is made under the high performance connections portion of ANIR\u27s Connections to the Internet announcement, NSF 96-64. It provides partial support for two years for a DS-3 connection to the vBNS. Applications include projects in artificial intelligence and underwater vehicle research, wood science anf forest engineering, tribology, ceramic film characterization, insect population dynamics, digital libraries, conflict and violence, and oceanography. Collaborating institutions include the Naval Postgraduate School; Pennsylvania State University; University of New Hampshire; Brookhaven, Argonne and Oak Ridge National Labs; Naval Research Lab; University of Illinois; Naval Undersea Weapons Center; University of California - Santa Barbara; Woods Hole; Dartmouth; Bedford Institute of Oceanography; several European institutions; Oregon State University; University of Rhode Island; and Goddard Space Flight Center.
