    Is technical efficiency affected by farmers’ preference for mitigation and adaptation actions against climate change? A case study in northwest Mexico

    Climate change has adverse effects on agriculture, decreasing crop quality and productivity. This makes it necessary to implement adaptation and mitigation strategies that contribute to the maintenance of technical efficiency (TE). This study analyzed the relationship of TE with farmers’ mitigation and adaptation action preferences, their risk and environmental attitudes, and their perception of climate change. Through the stochastic frontier method, TE levels were estimated for 370 farmers in Northwest Mexico. The results showed the average efficiency levels (57%) for three identified groups of farmers: High TE (15% of farmers), average TE (72%), and low TE (13%). Our results showed a relationship between two of the preferred adaptation actions against climate change estimated using the analytical hierarchy process (AHP) method. The most efficient farmers preferred “change crops,” while less efficient farmers preferred “invest in irrigation infrastructure.” The anthropocentric environmental attitude inferred from the New Ecological Paradigm (NEP) scale was related to the level of TE. Efficient farmers were those with an anthropocentric environmental attitude, compared to less efficient farmers, who exhibited an ecocentric attitude.     This paper presents the case for research on institutional environments for organically certified agriculture in developing countries. Observing that some analyses hold Southern organic agriculture as pro-poor and perhaps also more energy efficient than fossil fuel dependent industrialized agriculture, the paper explores differences and similarities in the policy rationale of promoting certified organics in North and South. Based on analysis of institutional environments for COA in Brazil and China, the paper proceed to identify some challenges, opportunities and policy options for strengthening not only certified organic agriculture per se, but an environmentally and socially sustainable food system, providing smallholder livelihoods and rural development

    Renewable hydrogen potential for low-carbon retrofit of the building stocks

    Energy-related GHG emissions, mainly from fossil fuels combustion, account for around 70% of total emissions. Those emissions are the target of the recent sustainability policies. Indeed, renewables exploitation is considered widely the weapon to deal with this challenge thanks to their carbon neutrality. But, the biggest drawback is represented by the mismatching between their production and users consumption. The storage would be a possible solution, but its viability consists of economic sustainability and energy process efficiency as well. The cutting edge technologies of batteries have not still solved these issues at the same time. So, a paradigm shift towards the identification of an energy carrier as storage option, the so called Power-to-Gas, could be the viable solution. From viability to feasibility, a mandatory step is required: the opportunity to integrate the new solution in the proven infrastructures system. Thus, the recent studies on Hydrogen (H2) enrichment in Natural Gas, demonstrating a lower environmental impact and an increase in energy performance, are the base to build the hydrogen transition in the urban environment.     Climate change is likely to have profound effects on developing countries both through the climate impacts experienced, but also through the policies, programmes and projects adopted to address climate change. Climate change mitigation (actions taken to reduce the extent of climate change), adaptation (actions taken to ameliorate the impacts), and on-going development are all critical to reduce current and future losses associated with climate change, and to harness gains. In the context of limited resources to invest in climate change, policies, programmes, or projects that deliver ‘triple wins’ (i.e. generating climate adaptation, mitigation and development benefits) – also known as climate compatible development – are increasingly discussed by bilateral and multilateral donors. Yet there remains an absence of empirical evidence of the benefits and costs of triple win policies. The purpose of this paper is therefore to assess evidence of ‘triple wins’ on the ground, and the feasibility of triple wins that do not generate negative impacts. We describe the theoretical linkages that exist between adaptation, mitigation and development, as well as the trade-offs and synergies that might exist between them. Using four developing country studies, we make a simple assessment of the extent of climate compatible development policy in practice through the lens of ‘no-regrets’, ‘low regrets’ and ‘with regrets’ decision making. The lack of evidence of either policy or practice of triple wins significantly limits the capacity of donors to identify, monitor or evaluate ‘triple wins at this point in time. We recommend a more strategic assessment of the distributional and financial implications of 'triple wins' policies

    This report was funded by the Department of Agriculture, Food and the Marine (DAFM) through the National Rural Network (February-May, 2012).The current Proposal for a Regulation of the European Parliament and of the Council on support for Rural Development by the European Agricultural Fund for Rural Development (EAFRD) includes Article (36) Cooperation that is potentially instrumental for realising the objectives of FOOD HARVEST 20204. The purpose of this report is to assess the scope and potential of Article 36 in the context of Irish agriculture and its findings have four key aspects. First, the main areas of confluence between Article 36 and primary policy objectives as set out in Food Harvest 2020 are identified. Second, a range of cooperation categories and types relevant to Article 36, many of which are operational in Ireland, are profiled. Third, drawing from case-studies of these co-operation types5, the operational characteristics of each type are presented, focusing on compatibility with Article 36. Possible supports that would encourage and assist the formation and operation of the cooperation types on a broad scale into the future, and also any possible constraints that would prevent success, are indicated.     Business opportunities in the implementation of the SDGs related to food could be worth over US2.3trillionannuallyfortheprivatesectorby2030.InvestmentrequiredtoachievetheseopportunitiesisapproximatelyUS2.3 trillion annually for the private sector by 2030. Investment required to achieve these opportunities is approximately US320 billion per year.These 14 opportunities could also generate almost 80 million jobs by 2030, which represents around 2 per cent of the forecasted labour force.More than two-thirds of the value of the opportunities, and over 90 per cent of the potential job creation, is located in developing countries. That includes roughly 21 million jobs in Africa, 22 million jobs in India, 12 million jobs in China, and 15 million jobs in the rest of Asian developing countries

    This CEPS Task Force Report focuses on how to improve water efficiency in Europe, notably in public supply, households, agriculture, energy and manufacturing as well as across sectors. It presents a number of recommendations on how to make better use of economic policy instruments to sustainably manage the EU’s water resources. Published in the run-up to the European Commission’s “Blueprint to Safeguard Europe’s Waters”, the report contributes to the policy deliberations in two ways. First, by assessing the viability of economic policy instruments, it addresses a major shortcoming that has so far prevented the 2000 EU Water Framework Directive (WFD) from becoming fully effective in practice: the lack of appropriate, coherent and effective instruments in (some) member states. Second, as the Task Force report is the result of an interactive process involving a variety of stakeholders, it is able to point to the key differences in interpreting and applying WFD principles that have led to a lack of policy coherence across the EU and to offer some pragmatic advice on moving forward

Yet, it's failing us in major ways -- putting public health, livelihoods and our environment at great risk. Obesity and diabetes rates are rising, communities are plagued by food deserts, and agriculture runoff is the biggest source of pollution in our rivers and lakes.The good news is that communities across the country are addressing this crisis in innovative ways. Through different community-based efforts, local activists and food advocates are finding ways to improve community health and environmental outcomes while creating a more economically equitable food system.It is within this context that this report identifies opportunities to transform jobs in the green economy and enhance environmental and economic equity outcomes in the future. The initial analysis promises opportunities for workers to build long-term skills, and emphasizes the importance of linking local efforts to broader regional and national policy platforms. This multi-level engagement and collaboration will help set in motion the systemic changes needed to create a more sustainable and equitable food system
