    DESIGNING POLICIES FOR LOCAL PRODUCTION SYSTEMS: A METHODOLOGY BASED ON EVIDENCE FROM BRAZIL

    Using a previously developed methodology for identifying, classifying and characterizing local production systems (LPS) in Brazil, and evidence produced by a number of case studies, the paper suggests that policies aimed at LPS (or industrial clusters) should be tailored according to a typology of clusters. This typology must take into account the cluster importance for local or regional development, its share in the respective industry, and its characteristics in terms of production structure, trading schemes, institutional infrastructure, governance structures, and social contexts. The paper starts by reviewing, from the point of view of policy-making, the theories that support industrial cluster analyses, namely those that explain clusters as: outcomes of plain agglomeration economies and increasing returns; the result of spatial dynamic processes; knowledge systems emerging from the geography of innovation and agglomeration; governance structures, and as evolving complex systems. Next, the results from an application of the methodology to Brazilian data and information and from a number of case studies are summarized. Finally, the paper suggests policy guidelines with some measures of general application, aimed at problems observed in all LPS, and some specific measures differentiated according to a typology of local production systems that resulted from the application of the methodology.

    Regional resilience in recessionary times: a case study of the East Midlands

    Purpose: Since the 1990's the fashion industry has reflected the issues generally arising in the manufacturing sector, namely rapid and deep structural changes, the development of new supply chain relationships, ICT impacts and increasing globalisation with the attendant issues of ethical sourcing, off-shoring, new emerging markets and recessionary ripples. This paper focuses on one particular aspect of the fashion industry, namely the apparel sector and in particular 'fast fashion' to explore the issues arising for the SMEs in the supply chain. Approach: The research adopts a qualitative methodology and is longitudinal in nature, spanning 5 years from August 2006. The first stage of the research is reported here, where a series of focussed interview scenarios were conducted over an eighteenth month period. The sample of 12 SMEs was a convenience one, drawn from the 30 participants who took part in a business to business event in Leicester, a geographical location which acts as a microcosm of the apparel industry. Interviews were used to elicit narrative data about was what was actually happening in these apparel supply chains. Findings: The apparel supply chain has changed significantly due to recessionary ripples and structural changes. The SMEs have had more success in managing the upstream rather than the downstream relationships and relationships between buyer and suppliers continue to be fractious.     Strategy for Innovation and Knowledge Creation in the Aeronautical Industrial Cluster in Campania Region.

    This empirical study is a part of a large theoretical and empirical research project, ñ€ƓIKINET – International Knowledge and Innovation Networkñ€ (EU FP6, N° CIT2-CT-2004-506242), coordinated by University of Roma ñ€ƓTor Vergatañ€, on the international/interregional dimension of existing knowledge and innovation networks, where not only information or codified knowledge, as in the collaboration between RTD institutions, but also tacit knowledge, know-how and competencies circulate. With particular focus on how to decrease the ñ€Ɠorganisational and institutional distanceñ€ between the various regions at the international/interregional level, since tacit knowledge and innovation capabilities often are embodied in human capital and individual organisations and institutions. The aim of the paper is to identify the key barriers to an efficient operation of knowledge creation and transfer and innovation networks in the Aeronautical Industrial Cluster in Campania Region, in the south of Italy. In Campania there is a long tradition in this sector and today there are about sixty enterprise that work in the sector, we use, like sample of the regional industrial, fifteen enterprise subdivide in large primer contractor and suppliers of first and second range. Information and data on the selected sample are colleted, and also by suitable questionnaires, and interviews, that the authors have submitted to the entrepreneurs and to the top managers of either the enterprises. We focalize our analysis on firm recent performance and related factor of competitiveness; organizational characteristics of the firms, competencies and management of human resources; innovation history and knowledge creation and transfer processes within the firms; finally we analyze from qualitative point of view relevance of enterprise in the cluster like technological crux. Examined sample give back a realty extremely composed with strategy really different but with some common aim and operative behaviourism that let us to deduce some homogenous group.

    Futures of automobile industry and challenges on sustainable development and mobility

    Portugal had only very few foresight exercises on the automobile sector, and the most recent one was a survey held in a project on work organisation systems in the automobile industry, its recent historical paths and the special strategies of location of companies (the WorTiS project). This involved several teams with different disciplinary backgrounds and from two Portuguese universities. The provisional main results of the first round of a Delphi survey held in Portugal on the automotive sector were already published, but a further analysis was not yet done. This foresight survey was done under the WorTiS project, developed in 2004 by IET – Research Centre on Enterprise and Work Innovation (at FCT-UNL), and financed by the Portuguese Ministry of Science and Technology. Some of this experience on foresight analysis is also been transferred to other projects, namely the WORKS project on work organisation restructuring in the knowledge society that received the support from EC and still is running. The majority of experts considered having an average of less knowledge in almost all the scenario topics presented. This means that information on the automotive industry is not spread enough among academics or experts in related fields (regional scientists, innovation economists, engineers, sociologists). Some have a good knowledge but in very specialised fields. Others have expertise on foresight, or macroeconomics, or management sciences, but feel insecure on issues related with futures of automobile sector. Nevertheless, we considered specially the topics where the experts considered themselves to have some knowledge. There were no “irrelevant” topics considered as such by the expert panel. There are also no topics that are not considered a need for co-operation. The lack of technological infrastructures was not considered as a hindered factor for the accomplishment of any scenario. The experts’ panel considered no other international competence besides US, Japan or Germany in these topics. Special focus will be made in this paper on the topic 2. Public policy and automobile industries, and more specifically on the technological and/or research policies issues, where one can specify the automobile’s role in transport policies with further implications like environment, safety, energy, mobility.automotive industry; scenario; economical co-operation; technology; Delphi survey

    South American Expert Roundtable : increasing adaptive governance capacity for coping with unintended side effects of digital transformation

    This paper presents the main messages of a South American expert roundtable (ERT) on the unintended side effects (unseens) of digital transformation. The input of the ERT comprised 39 propositions from 20 experts representing 11 different perspectives. The two-day ERT discussed the main drivers and challenges as well as vulnerabilities or unseens and provided suggestions for: (i) the mechanisms underlying major unseens; (ii) understanding possible ways in which rebound effects of digital transformation may become the subject of overarching research in three main categories of impact: development factors, society, and individuals; and (iii) a set of potential action domains for transdisciplinary follow-up processes, including a case study in Brazil. A content analysis of the propositions and related mechanisms provided insights in the genesis of unseens by identifying 15 interrelated causal mechanisms related to critical issues/concerns. Additionally, a cluster analysis (CLA) was applied to structure the challenges and critical developments in South America. The discussion elaborated the genesis, dynamics, and impacts of (groups of) unseens such as the digital divide (that affects most countries that are not included in the development of digital business, management, production, etc. tools) or the challenge of restructuring small- and medium-sized enterprises (whose service is digitally substituted by digital devices). We identify specific issues and effects (for most South American countries) such as lack of governmental structure, challenging geographical structures (e.g., inclusion in high-performance transmission power), or the digital readiness of (wide parts) of society. One scientific contribution of the paper is related to the presented methodology that provides insights into the phenomena, the causal chains underlying “wanted/positive” and “unwanted/negative” effects, and the processes and mechanisms of societal changes caused by digitalization

    Developing Walvis Bay Port into a logistics gateway for southern Africa: Issues, challenges and the potential implications for Namibia’s future

    Many developing countries wish to become the ‘gateway’ to a region or part of a continent.One strategy involves encouraging logistics cluster development. These hubs support global supply chains and may enable the economic growth of the host country through the resulting trade, as well as providing direct and indirect employment opportunities during the build and subsequent operation of the hub. Namibia intends to develop the Port of Walvis Bay to be come the preferred gateway to southern Africa and the Southern African Development Community region. This article builds on research on Caribbean cluster potential and Namibian logistics to identify the potential benefits and impact on development, as well as the drawbacks and risks of such a strategy
