    Governance Models for Interoperable Electronic Identities

    Current implementations of electronic identity in Europe are rather diverse; they include state-driven identity management frameworks as well as private sector frameworks and different forms of public-private collaborations. This diversity may represent a major challenge for the deployment of information society services addressed towards the European internal market. This raises the question: How can we achieve interoperability of electronic identities across Europe, and potentially beyond Europe’s borders? This paper argues that the interoperability of electronic identity could be governed by a multi-stakeholder governance framework that brings together different parties with interests in the provision and use of electronic identities. Such a governance framework could, for example, consist in designing and operating a portal with common functionalities that allows interoperable authentication across multiple domains and contexts. Inspiration for the governance of such a portal could come both from existing successful implementations of electronic identity and from multi-stakeholder institutions that have proven useful in Internet governance.

    In our society a rising number of people change their residence regularly. Insofar, mobility seems to be necessary even on Election Day, which is the reason why an increasing number of eligible voters use the opportunity of postal voting. Thereby, the abidance by the election principles, especially the freedom and secrecy of elections, is automatically transferred into the private sector. This would not be necessary if eligible voters had the possibility to cast their vote in any preferred constituency within the electoral area. Therefore, we investigate in this work if and how vote casting in any constituency can be constitutionally compliant, while maintaining the current electoral system. We also consider the integration of the new German electronic ID card for voter identification and authentication

    Large-scale Biometrics Deployment in Europe: Identifying Challenges and Threats

    With large-scale biometrics deployment in the EU still in its infancy and with stakeholders racing to position themselves in view of the lucrative market that is forecasted, a study to identify challenges and threats that need to be dealt with was launched. This is the result: a report on Biometrics large-scale Deployment in Europe. The report tackles three main issues namely, the status, security / privacy and testing / certification processes. A survey was launched so as to help reveal the actual status of Biometrics large-scale Deployment initiatives in EU. The main outcome of the survey was that an open dissemination of implementation results policy is needed mainly on deployment plans, strategies, barriers and best practices. The security/ privacy challenges study identified a number of issues, the most important of which were related to proportionality and compliance to the existing regulatory framework while at the same time it revealed an important number of related actions aiming at ensuring both data security and privacy. The aim of the Bio Testing Europe study was double: to identify and collect comparable and certified results under different technologies, vendors and environments situations and to feed in this information to animate discussion among the members of a European network which would enhance the European testing and certification capacity. The study presents an integrated picture of the identified issues as well as a number of recommendations.     Review and Analysis of Current and Future European e-ID Schemes

    The purpose of this report is to accomplish the following objectives: 1. Review and analysis of existing and future e-ID standards and technologies 2. Review and analysis of national e-ID card schemes (in Europe), including their objectives and the policy drivers (motivation). 3. A review of the applications that e-ID cards enable, both for public policy purposes and commercial usage (planned & actual). 4. Lessons learned from existing e-ID card schemes (successes and failures) and determine whether new international schemes/standards will address past short-comings or not. As a result of attempting to accomplish these objectives, it became apparent that across Europe we are still in a fairly early stage of development. More importantly, there is no coordinated effort across Europe to implement e-ID cards. Leading e-ID card schemes to be designed and implemented at a national level has lead to a heterogeneous collection of scheme types. Not only is there an inconsistency in the primary objectives of e-ID cards, the use of different standards and technologies has lead to a lack of interoperability between schemes

    E-Government or electronic administration is a form in which public service authorities and local self-government carry out business processes. It is based on the usage of contemporary information-communication technology and is directed towards end-users. Its purpose is to make the service quality more available and clearer for its users and also to achieve the better efficiency of the inner work. E-Government provides the participation of various public spheres and institutions in the processing of publicly or locally relevant issues, and working of state and public administration. In doing so, there have been versatile methods of work automatization, not only in the outer communication (such as service requests, work distribution, solution distribution, e-democracy), but also in the inner communication (connections of record files, self-initiative data processing). If we introduce the information-communication technologies into the all segments of administration, we will achieve the long-term synergetic effects in terms of clarity, rationalization and flexibility of work. The transformation of a government into an e-government is a crucial segment of the general process of information society development. This work summarizes some good solutions of e-government services in the developed European countries. After this, there are the directions for the e-government field and its spatial aspect from the Strategy of Information Society Development in Bosnia and Herzegovina.     The proliferation of identification techniques for citizens throughout the ages

    Manual identification techniques date back to ancient times, however the need to identify individuals has heightened particularly since the Industrial Revolution. This paper traces the use of identification techniques throughout the ages and focuses on the growing importance of citizen identification (ID) by governments. The paper uses a historical approach beginning with manual techniques such as tattoos, through to more recent automatic identification (auto-ID) techniques such as smart cards and biometrics. Data was collected primarily through qualitative document analysis, and the paper contains thick description typical of a narrative. The findings indicate that identification techniques born for one purpose have gradually found their way into alternate applications, and in some instances have been misused altogether. There is also strong evidence to suggest that governments are moving away from localized identification schemes to more global systems based on universal lifetime identifiers (ULI)
