Assessment of potential ICT-related collaboration and innovation capacity in east Africa
Due to a significant investment in digital infrastructure and a pro-innovation policy and regulatory framework, the Innovation Ecosystems in Nairobi, Dar es Salaam and Kampala have considerably expanded over the last five years, incorporating new national and international Innovation Stakeholders. This is important in the context of realising the objectives of National Development Plans, and addressing high levels of youth and graduate unemployment. This paper presents a sub-set of results from a comprehensive baseline analysis of Innovation Ecosystems in these cities with a focus on assessing the current level of ICT-related Collaboration, Innovation Absorption capacity and challenges to be addressed. In order to benefit from these developments, it is recommended that the public sector take a leadership role in establishing necessary mechanisms that will stimulate multi-stakeholder collaboration amongst existing Innovation Actors to foster a sustainable Collaborative Open Innovation and Entrepreneurial culture
Disease Surveillance Networks Initiative Africa: Final Evaluation
The overall objective of the Foundation's Disease Surveillance Networks (DSN) Initiative is to strengthen technical capacity at the country level for disease surveillance and to bolster response to outbreaks through the sharing of technical information and expertise. It supports formalizing collaboration, information sharing and best practices among established networks as well as trans-national, interdisciplinary and multi-sectoral efforts, and is experienced in developing and fostering innovative partnerships. In order to more effectively address disease threats, the DSN has four key outcome areas:(1) forming and sustaining trans-boundary DSN;(2) strengthening and applying technical and communication skills by local experts and institutions;(3) increasing access and use of improved tools and methods on information sharing, reporting and monitoring; and(4) emphasizing One Health and transdisciplinary approaches to policy and practice at global, regional and local levels
Disease Surveillance Networks Initiative Global: Final Evaluation
In August 2009, the Rockefeller Foundation commissioned an independent external evaluation of the Disease Surveillance Networks (DSN) Initiative in Asia, Africa, and globally. This report covers the results of the global component of the summative and prospective1 evaluation, which had the following objectives:[1] Assessment of performance of the DSN Initiative, focused on its relevance, effectiveness/impact, and efficiency within the context of the Foundation's initiative support.[2] Assessment of the DSN Initiative's underlying hypothesis: robust trans-boundary, multi-sectoral/cross-disciplinary collaborative networks lead to improved disease surveillance and response.[3] Assessment of the quality of Foundation management (value for money) for the DSN Initiative.[4] Contribute to the field of philanthropy by:a. Demonstrating the use of evaluations in grantmaking, learning and knowledge management; andb. Informing the field of development evaluation about methods and models to measure complex networks
Integrating ICT in Kenyan secondary schools: an exploratory case study of a professional development program
This study explores the introduction of Information and Communication Technology (ICT) in Kenyan secondary schools. Specifically, it is a case study of four schools with no previous access to ICT. The professional development program from which data for this study were drawn was designed to support teachers learning to integrate ICT in the curriculum. Using a mixed method research approach, we collected data from multiple sources and triangulated the views of various stakeholders: questionnaires with teachers, focus groups with teachers, school leaders and ICT coordinators, field observations and document analysis. While the broader program focused on the use of ICT, the results highlighted in this study focus on the development of the four schools with respect to 1) vision building, 2) leadership, 3) collaboration, 4) expertise, and 5) access to adequate resources. The discussion centers on the challenges and opportunities inherent in understanding how to prepare schools in developing countries to integrate ICT in education
Managing Intellectual Property to Foster Agricultural Development
Over the past decades, consideration of IPRs has become increasingly important in many areas of agricultural development, including foreign direct investment, technology transfer, trade, investment in innovation, access to genetic resources, and the protection of traditional knowledge. The widening role of IPRs in governing the ownership of—and access to—innovation, information, and knowledge makes them particularly critical in ensuring that developing countries benefit from the introduction of new technologies that could radically alter the welfare of the poor. Failing to improve IPR policies and practices to support the needs of developing countries will eliminate significant development opportunities. The discussion in this note moves away from policy prescriptions to focus on investments to improve how IPRs are used in practice in agricultural development. These investments must be seen as complementary to other investments in agricultural development. IPRs are woven into the context of innovation and R&D. They can enable entrepreneurship and allow the leveraging of private resources for resolving the problems of poverty. Conversely, IPRs issues can delay important scientific advancements, deter investment in products for the poor, and impose crippling transaction costs on organizations if the wrong tools are used or tools are badly applied. The central benefit of pursuing the investments outlined in this note is to build into the system a more robust capacity for strategic and flexible use of IPRs tailored to development goals
Strategic approaches to science and technology in development
Watson, Crawford, and Farley examine the ways in which science and technology (S&T) support poverty alleviation and economic development and how these themes have been given emphasis or short shrift in various areas of the World Bank's work. Central to their thesis is the now well-established argument that development will increasingly depend on a country's ability to understand, interpret, select, adapt, use, transmit, diffuse, produce, and commercialize scientific and technological knowledge in ways appropriate to its culture, aspirations, and level of development. The authors go beyond this tenet, analyzing the importance of S&T for development within specific sectors. They present policy options for enhancing the effectiveness of S&T systems in developing countries, review previous experience of the World Bank and other donors in supporting S&T, and suggest changes that the World Bank and its partners can adopt to increase the impact of the work currently undertaken in S&T. The authors'main messages are: 1) S&T has always been important for development, but the unprecedented pace of advancement of scientific knowledge is rapidly creating new opportunities for and threats to development. 2) Most developing countries are largely unprepared to deal with the changes that S&T advancement will bring. 3) The World Bank's numerous actions in various domains of S&T could be more effective in producing the needed capacity improvements in client countries. 4) The World Bank could have a greater impact if it paid increased attention to S&T in education, health, rural development, private sector development, and the environment. Developing and Harnessing Software Technology in the South: The Roles of China, India, Brazil, and South Africa
Software technology is gaining prominence in national information technology (IT) strategies due to its huge potential for socioeconomic development, particularly through the support it provides in the productive sectors of the economy, delivery of public services and engagement of citizens. In growing numbers of developing countries, software technology is also being leveraged for income generation from digital services and products. For instance, in recent years, India, Chile, the Philippines, Brazil, China, and Indonesia have emerged as important global players in the offshore software services industry, with India and China standing out as leaders. Cooperation between developing countries (south-south) in the area of software technology has also been growing; particularly in the application of software technology to agriculture, public administration and governance (e-governance), transportation and the society (knowledge society). The paper presents the current state of software technology in the south and specifically, the maturity of the software industries in China, India, Brazil, and South Africa (CIBS). It establishes profiles of different regions based on the level of education, quality of research and availability of e-infrastructure and e-applications for determining the potential of these regions in terms of growth and competitiveness in the global software industry. Further complementary analysis of country profiles produced country clusters, helping to identify potential collaboration scenarios for advancing software capacity in the south. Using ODL and ICT to develop the skills of the unreached: a contribution to the ADEA triennial of the Working Group on Distance Education and Open Learning
Innovation in technology is occurring at rapid pace thus shrinking the distances and making information and knowledge more than ever accessible to everyone irrespective of where the person resides. This paper consists of four main articles. The first one deals with technological trends. The second one focuses on the deployment and use of open and distance education mode in rural areas by documenting initiatives that embrace information and communication technologies (ICTs). Due to challenges faced in rural areas only a few success stories/cases currently exist and some of these are cited in this article. The challenges faced in the deployment of ICT enhanced ODL have been highlighted as well as the potential of developing and delivering effective and relevant ODL programmes in rural areas in order to ensure that issues of educational equity and social exclusion rural communities are adequately addressed. ICTs in ODL are perhaps the greatest tool to date for self-education and value addition to any community’s development efforts, yet poor rural communities particularly in Africa do not have the necessary awareness, skills or facilities to enable themselves to develop using ICTs. Inadequate ICT infrastructures in rural areas remain a major source for the digital divide in Africa and for under-performance of distance learners. The third one analyses the support provided to ODL learners who often encounter difficulties in completing their studies through the distance education mode due to loneliness, uncertainties and de-motivation. ICT has not been able to sufficiently support distance learners in overcoming those obstacles efficiently. An investigation regarding those learning supports has been conducted in ten distance learning institutions, along with an intensive literature review with the aim of understanding the high percentage of dropout rates of distant learners. The learners’ interactions have been scrutinized through content analysis of their synchronous exchanges, during a completely online course. After taking into account the limited technical and human resources in Africa, a technological virtual environment along with a pedagogical framework has been proposed with the aim of giving adequate educational support to them. The fourth article has explored The Open University (UK) and its efforts to use new technologies to deliver online courses to difficult-to- reach learners in prison environments. The case study analysed here is an international course (called, B201- Business Organisations and their environments) which also touches an African cohort of learners.
